6. A signed copy of this amendment must be included with your proposal.
7. All other items in the solicitation remain unchanged.
Q1: Who is the incumbent contractor?
A1: The Kleane Kare Team, Inc.
Q2:What is the monthly billing?
A2: The Government cannot identify the monthly billing price. However, the total cost of the current contract is approximately $2,433,415.55
Q3: How many years has the current contractor provided service?
A3: Approximately six years.
Q4: Has the Scope of Work, under this new solicitation remained the same, decreased or increased in comparison to the current contract?
A4: There have been some changes to the SoW from the previous contract. This includes some minor increases to the Scope and some new requirements.
Q5: Please provide a seniority list.
A5: The Government does not have a seniority list for Contractor personnel.
Q6: Are CPARS acceptable in lieu of PPQs?
A6: No, CPARS will not be accepted in place of PPQs.
Q7: If this is a reprocurement could you please provide the previous contract number?
A7: GS06P15GXD0007
Q8: What is the total contract value of all option years, including the base year for the current contract?
A8: The total cost of the current contract is approximately $2,433,415.55
Q9: How many employees are servicing the current contract?
A9: The number of employees required should be determined individually by each offeror. There is no “correct” number required.
Q10: PWS C.13 Quality Control Plan contains an extensive description of QC Plan requirements. Section M.2 Factor 3 Quality Control Plan evaluation criteria address less than the full QC Plan described in PWS C.13. Also, the deliverables chart in PWC C.18 requires submission of the QC Plan no later than 15 days prior to Start of Work. Please clarify what is required to be included in the Technical Proposal.
A10: The total QC Plan requirements are more than what is required for the technical evaluation. All items being considered for evaluation purposes are identified in Section M.
Q11: (Re: PWS C.5.1.3 Floor Mats and Runners) Please provide sizes and quantities of contractor-provided floor mats and runners.
A11: This is a performance standard. The number of mats should be estimated based on the standard, not what the current contractor is doing. There is one main entrance that may require
1 or more mat or runner, one pedestrian garage entrance that should require 1 mat, a N. private tenant entrance that may require 1 or 2 mats, the garage to building entrance, and dock to building entrance may require mats.
Q12: Is the vacant space identified in Exhibit 1 included in the net cleaning area, and should it be treated as occupied space for pricing purposes?
A12: No, the vacant space is not currently figured into the net cleaning area. Vacant space should not be treated as occupied space for pricing purposes.
Q13: (Re: PWS C.10.2.5 Recycling Containers) Does the GSA provide the Recycling Contractor and equipment under a separate contract or is the Recycling Contractor a part of this contract?
A13: No, GSA does not provide the recycling contractor and equipment. Recycling is part of the custodial contract requirements. Typically recycling equipment and pick-up is handled through a vendor’s subcontractor.
Q14: How many SQFT of Terrazzo floor is there to be maintained. What is the current condition of the floors?
A14: Approximately 55,000 Sq. Ft of terrazzo floor. GSA does not have this information documented. This is an estimated number, based on rudimentary measurements. Contractor will need to field verify all provided quantities.
Q15: What type of turf is there?
A15:. I am not aware of the species of turf/grass. But it is not anything exotic or special
Q16: How many square feet of turf is there and how many square feet of beds are there?
A16: Approx 35,000 Sq Ft of grass and 10,000 of bed to include mulched areas with flowers and bushes. All quantities will need to be field verified by the contractor.
Q17: How many squares are there in the beds that need to planted with seasonal flowers?
A17: 0 Sq. ft of annual plans. All plants are perennial, but plants and bushes need to be maintained, pruned, fertilized etc. Plants and bushes are replaced when stressed or dead.
Currently this is an above standard service. Please reference the SOW for this requirement
Q18: M.2 – FACTOR 3 – QUALITY CONTROL PLAN- Staffing Plan Resumes for Project
Manager and On-Site Supervisors. Will GSA consider changing the requirement to meet the
Standard For Evaluation from providing a detailed resume for each proposed project manager/supervisor to providing the hiring qualifications? The requirement to submit resumes for key personnel creates an unfair advantage for the incumbent contractor. The solicitation does not allow the proper time required to recruit a qualified candidate. It also puts undue burden upon an offeror to recruit for a position that it cannot offer until after it receives the award. Please consider changing this requirement to providing the qualifications the offeror would use to hire for this position such as a sample standard skillset that demonstrates both the
Government’s minimum requirements and any Offeror specific minimum requirements for this position (i.e. requirements used for hiring candidate: job announcement language; required certifications/training; minimum education level; number of years’ experience, etc.).
A18: Thank you for expressing your concern. At this time the Government will not change the requirement identified in this factor. This is a common requirement for federal service contracts.
Q19: What are the page limits for the technical and price volumes?
A19: The solicitation does not set a particular page limit for the technical or price volumes. It does however mandate the use of certain forms when proposing price. Please submit your proposal using the number of pages you feel are necessary to meet the requirements of Section
L and Section M.
Q20: Is there an incumbent or is this a new opportunity?
A20: There is an incumbent contractor, see above for identification.
Q21: Can you please confirm the anticipated contract start date?
A21: The anticipated contract start date is April 1, 2021.
Q22: In section C 5.1, it lays out terrazzo care. But in Exhibit 1, it has it as stripping and waxing.
Which would take first place?
A22: Industry standard practices, and manufacturer recommendations, should be used for care and maintenance depending on the flooring. The finish and maintenance standard will be evaluated, not the process. Means and methods are determined by the contractor. The contract language is derived from a national standard and applies to multiple facilities, finishes, and requirements.
Q23: Plus, it calls for honing twice per year. This may be a great cost, and also, perhaps, not necessary. Would just keeping at a high level be acceptable?
A23
Q24: If a no finish approach is the one taken, could you tell us if the terrazzo is epoxy or cementitious.
A24: There is both epoxy and cementitious terrazzo flooring in the building.
Q25: In C5.1.2 it calls for carpet to be shampooed. And it later refers to bonnet cleaning as one of the methods. Much of your building(mainly the new areas, which VA occupies) has either
Shaw or Interface carpet tiles. Both these companies say that bonnet cleaning will void their warranty. Their recommendation is that any low moisture carpet care should mainly be done by a counter rotating brush method. Which method would GSA like the contractor to proceed with?
A25: GSA will defer to the manufacturers recommendations first. The contract language is based on a national standard that has to cover a wide range products. Please keep in mind there are multiple different carpets in this facility, and the carpet is subject to change over the course of 5 years. The contract language is an attempt to be all inclusive.
Q26: Exhibit 1 says there are 3098 sq. ft. of carpet as standard service. Is this correct? It seems that with the judge's chamber, courtrooms, etc. that this number would be much greater, or is this number just the common area, whereas the chambers and courtrooms are implied?
A26: The chambers and courtrooms are NOT implied. Carpet cleaning in tenant spaces is not part of the standard services, is an additional fee, and at the tenant request. Please review the scope of work "Above Standard Service" for additional information on this, and other above standard services.
Q27: Would the contractor be able to keep a Mule, or another type of utility vehicle on site to assist with grounds maintenance?
A27:There is no additional parking for this equipment, but this is a good idea and the COR would be willing to find a way to accommodate a place to store this equipment on a trial basis.
There is a place the current contractor stores grounds maint. equipment that could work depending on the size of the vehicle.
Q28: Could an Offeror get a building plan, along with a snow removal route diagram? And is it permissible to enter the courthouse lobby to get a little better feel of the building and have sub-contractors (window cleaning subcontractors, specifically to look at sky light) have an idea as well?
A28: Unfortunately, due to security concerns a building plan will not be available for the solicitation process. A snow removal route diagram will be included with the solicitation amendment containing the answers to these questions.
Q29: Please provide the maximum period allowed to phase-in (Start-up)?
A29: It is the intent of the Government to identify and make award 60 days prior to contract start. This would begin the phase-in period.
Q30: Is the contractor responsible to pay for any of the following (parking permits, badges, and/or keys/keycards), if so, can you please provide the associated costs?
A30: I am not aware of any required cost associated with parking, badges or key cards. There is a clearance process for new employees. There is no required cost associated, but the contractor should consider if they will pay the new employee wages for their time applying for the clearance and for associated appointments. Existing employees that will be retained are already cleared.
Q31: What is the current Square Footage of all areas to be serviced for the janitorial services and landscaping/snow removal?
A31: Square feet is identified in the Building Information Sheet in Section J. Additionally, this set of answers includes additional information regarding landscaping.
Q32: Is there a minimum staffing requirement recommended by the government?
A32: No, the Government does not establish a minimum staffing requirement. As a performance based contract it is up to the contractor to determine the correct staffing to meet all the contract requirements.
Q33: Can you please provide the incumbent's previous pricing?
A33: No, we cannot provide specific incumbent pricing. However, we have identified the total cost of the contract above.
Q34: Can you please provide the current staffing numbers on the contract?
A34: The Government is not providing current staffing numbers because the current staffing numbers do not necessarily identify the correct staffing to meet the contract requirements. Each offeror must propose staffing they believe is necessary to be successful.
Q35: How many on-site supervisors presently on the contract?
A35: See Answer 34.
Q36: Can you please attach any additional documentation for the contract (diagrams, floor plans, building layout)?
A36: A snow removal route is being included in this solicitation. Specific building diagrams, floor plans, etc. are not available during the solicitation due to security requirements.
Q37: C.2.1 Cleaning Hours. States; “The performance of the cleaning at building(s) shall take place between the hours of 6:00 a.m. and 11:00 p.m. The hours shall not be changed unless authorized by the CO or their designee. A supervisor shall be onsite between the hours of 6:00 a.m. and 11 p.m.” Why is it necessary for a Supervisor to be onsite at 6:00am? The majority of the cleaning is performed in the evening. There may not be any cleaning happening at 6:00am.
A37: The requirement is that the contractor needs to have a representative on-site during operating hours who is authorized to act on behalf of the contractor and respond to requests and emergencies. There are other requirements (ex. Waste management, supervision, etc.)
which require consistent review and management. Supervisors can be the on-site project manager or other shift supervisors.
Q38: C.5.1.4 Restrooms, Shower Rooms, Locker Rooms and Holding Cells. How many of these towels are needed for inventory?
A38: Per C.5.1.4, there are 12 executive restrooms that require 2 towels be placed in each.
Offerors need to determine the number of towels kept for inventory purposes to meet this requirement.
Q39: C.5.1.4 Restrooms, Shower Rooms, Locker Rooms and Holding Cells. Who launders the soiled towels?
A39: The successful awardee is responsible for furnishing and maintaining a clean supply of the identified towels. See C.5.1.4.
Q40: C.10.1.2 Solid Waste/Trash Removal And Disposal. What are the sizes of the current trash containers?
A40: 1 Cu.Yd. Gaylord containers are currently being used.
Q41: C.10.1.2 Solid Waste/Trash Removal And Disposal. How often are they serviced?
A41: The successful offeror must perform a solid waste/trash audit (C.10.1.1) to develop their solid waste trash management program.
Q42: C.10.1.2 Solid Waste/Trash Removal And Disposal. Who is the current subcontractor providing trash removal?
A42: Waste Management
Q43: C.10.2.0 Recycling. Who is the recycling subcontractor currently performing this service?
A43: Waste Management
Q44: C.10.2.0 Recycling. What items are currently being recycled?
A44: Paper, cardboard, plastic, light metals (aluminum cans, etc.). No glass.
Q45: C.10.2.0 Recycling. Is a corrugated material baler available onsite?
A45:No baler.
Q46: C.10.2.0 Recycling. Does the Government provide the Central Collection Containers?
A46: Please refer to the Statement of Work.
C.5.1.11 Recyclables - The Contractor shall provide all labor, and the means to collect and transport recyclable materials from recycling bins and containers located throughout the building to storage and loading areas as designated by the CO or their designee and as described in
Section 10.2.0. ‘Recycling.’
Also, Reference Statement of Work C.10.
Q47: C.10.2.0 Recycling. How many storage containers are currently in use?
A47: Recycling is not stored. Question is vague to answer specifically
Q48: C.10.2.0 Recycling. How often are these containers serviced?
A48: reference Q47. Recycling is not stored. Question is too vague to answer specifically.
Q49: Per trash removal: Is there a compactor on Site or room for one?
A49: No and no
Q50: Is there a baler on site?
A50: No
Q51: What size is the present main trash container?
A51: Multiple 1cu.yd gaylords are used. Please reference the Statement of work for requirements. Current or past requirements and practices can change
Q52: Is there an estimate for annual cost? Is there a GSA estimate for Window Washing? Is there a GSA estimate for Pest Control? Is there a GSA estimate for Landscape services?
A52: The Government develops estimates for all services contemplated by a procurement.
However, these estimates are for Government use only and are not shared with vendors.
Q53: Who is the present window washing subcontractor?
A53: All Weather Services
Q54: Who is the present pest control subcontractor?
A54: Lien Pest
Q55: Who is the present landscape service subcontractor?
A55: EZ Lawn
Q56: Are employees represented by a union?
A56: No, employees at this location are not represented by a union. There is no CBA that covers this location.
Q57: With the present Covid-19 issues are we required to spray and sanitize the building?
A57: All current requirements are represented in the scope of work. If additional sanitization services are required, those will be completed by a separate task order under this contract.
Q58: Is the Government workforce reduced because of Covid-19? Present percentage working?
A58: Yes, approx. 50% of the building is staffed. This can change from day to day based on mission requirements and changing guidance.
Q59: What is the average number of annual visitors to the building over the past 3 years?
A59: GSA does not track this information and cannot provide an answer.
Q60: Is the present contractor Woman owned?
A60: Yes.
Q61: The solicitation states the parking lot has to be cleaned of snow 7 days a week. Does the
7 days apply for the janitorial services also?
A61: No, cleaning services only apply Monday - Friday, during the hours of 6:00AM - 11:00PM.
Snow removal services apply 7 days a week. This includes providing snow and ice removal services for the parking lot on Saturday and Sunday. The building has an MOU with the neighboring church who use the lot during the weekends, so the lot will need to be clear and safe.
Q62: If in addition to woman owned we are also Hub zoned would we receive additional points?
A62: No, additional technical points are not awarded for multiple socioeconomic programs.
However, vendors should identify all socioeconomic programs they are qualified for in SAM.
Q63: Are we really going to lose 5% for not attending the site visit , since it was limited?
A63: There were two available times for vendors to attend. If a vendor did not attend one of those times then they will not receive points for the site visit factor.
Q64: CLIN 0015 in section B Pricing Ice melt, is this per bag used or per treatment.
A64: CLIN 0015 is to be priced per each bag.
Q65: Can You provide a list of type and name of bushes and bedding plants in order to price replacements in section B?
