Government Response – Q&A
47PG0120R0007, Amendment 02
QUESTION 1: Is this a new requirement or is there an incumbent contractor?
ANSWER 1: There is an incumbent contractor.
QUESTION 2: Who is the current contractor?
ANSWER 2: The current contractor is OTS-IEI.
QUESTION 3: What is the award amount?
ANSWER 3: The current contract value is approximately $609,850 (6 months).
QUESTION 4: If an offeror is using the same contract references as submitted with
Solicitation No. 47PG0120R0006 and the offeror’s POC completed the
M.9 Past Performance Survey for Solicitation No. 47PG0120R0006 and submitted it directly to Lauree Morris, are they required to re-submit the survey under Solicitation No. 47PG0120R0007.
ANSWER 4: No. Please see revised page 195. Be advised that Section L Note numbering has changed.
QUESTION 5: Since this is a rebid of recent RFP 47PG0120R0006 and 3 Past
Performance Questionnaires were submitted on our behalf for that bid, would GSA consider using those again rather than have us reach out to the
COR’s again to repeat what they already sent in?
ANSWER 5: See revised page 195.
QUESTION 6: Since the pandemic is still very much active and concerns about flying, it is unfair to force a company not within driving distance to incur a 5 point deduction due to COVID restrictions. Will the Government consider waiving the 5 points for attending a site visit?
ANSWER 6: No.
QUESTION 7: Must I be on a GSA Schedule in order to bid on this solicitation?
ANSWER 7: No.
QUESTION 8: Can we request an additional site visit for all interested vendors?
ANSWER 8: No. See L.4 – Inspection of the Facility (Site Visit) on Section L, Page
196 of the solicitation.
QUESTION 9: In section M.2, Technical proposals, some of the sections have page limits and others do not. No page limit is indicated for Factor 2 and Sub-Factors
1A, 3A, 3C, and 3D. Do these have page limits? Please clarify.
ANSWER 9: Page limits are accurate within the solicitations; some factors/sub-factors have page limits, others do not.
QUESTION 10: The bottom of page 13 states “Section B – Note 1: Any work mentioned in
CLINs 0008-0013 for the base and all option period are considered “above standard” and will only be ordered by the Government if a Reimbursable
Work Authorization is received from the respective agency. These rates shall also be proposed with escalation (if any) at time of initial proposal submission, and the prices will not be modified except for a change in the inventory associated with each CLIN [emphasis added].” Please clarify:
If any work under these CLINs is reimbursable, what work does the
Government expect the contractor to use as the basis for the monthly price for these CLINs?
Does the same apply to the corresponding option year CLINs?
Does the repair threshold apply to these CLINs?
ANSWER 10: The contractor is to price the monthly fee to complete the preventative maintenance on the tenant owned equipment for the base and all option years. Each option year may be a higher price than the previous year. This applies to all corresponding option year CLIN’s. The repair threshold does not apply to this work because it is tenant owned equipment; above standard service. The tenant will decide annually if they will use this service or not.
QUESTION 11: C.1.2.2 states; “This contract requires onsite managerial supervision. The
Contractor can fill this requirement by having the Contract Project
Manager located onsite or having an additional onsite Supervisor.” Does the statement “having an additional onsite Supervisor” indicate that there must be two on-site Supervisors in lieu of an onsite Contract Project
Manager?
ANSWER 11: This is a requirements contract; it is up to the contractor to determine how they will meet the managerial supervision requirement. The contract language provides these two alternatives.
QUESTION 12: Can the Government please confirm that both the Dole and Social Security
Federal Building have air filers with known Minimum Efficiency Report
Value (MERV 11) and that replacements must be of the same rating.
ANSWER 12: Yes, both buildings are MERV 11. See revised pages 73 and 132.
QUESTION 13: Amendment 0002, answer #50 stated “all references to MERV 10 shall be replaced with MERV 11.” Is this still the case?
ANSWER 13: Yes. See revised pages.
QUESTION 14: Amendment 0002, answer #52 stated “GSA will provide the equipment and materials needed to incorporate a barcoding system.” Is this still the case?
ANSWER 14: Yes.
QUESTION 15: Do page number limitations apply to the proposal front cover, cover letter and/or table of contents?
ANSWER 15: No.
QUESTION 16: Given that the M.10 document from the previous proposal can be submitted with the current proposal, will the Government accept the past performance questionnaires previously mailed out, completed and submitted, so that there is no need to go back to the same busy customer and ask for another evaluation for essentially the same performance period?
ANSWER 16: See revised page 195.
QUESTION 17: Is there any data the current O&M contractor/GSA has that indicates obsolete equipment? Are there any projects that GSA currently has that replaces obsolete equipment or addresses any equipment in question?
ANSWER 17: Yes – At the courthouse – the current domestic water cooler is only in use for the filter and one water heater is out of service. At SSA, the boiler is decommissioned and abandoned in place.
QUESTION 18: If Past Performance Questionnaires were sent under the canceled solicitation, are contractors required to resend questionnaires? If so, will
GSA accept CPARs in place of the questionnaires?
ANSWER 18: See revised page 195. CPARS are not accepted in lieu of M.9 forms.
QUESTION 19: Under Section L.2.2. Information To Be Included In Price Proposal, Item
#3 states “All of Section K; however in Section K under Section K.3. -
FAR 52.212-3, Offeror Representations and Certifications (Page 178) it states “The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM)”. Please clarify that we only need to complete Paragraph (b) if our annual reps and certs are completed electronically in SAM.
ANSWER 19: Per the solicitation, all of Section K must be included as part of the Price
Proposal; Sections K.1, K.2, and K.4 are submitted with the Price Proposal for ALL OFFERS. If an Offeror has completed the Representations and
Certification in SAM, then Section K.3 is considered complete with the inclusion of only paragraph b of 52.212-3 (vice all paragraphs of 52.212-3 if SAM is not completed).
QUESTION 20: Are the answers to questions provided by Amendment 02 of Sol.
47PG0120R0006 still valid under this new solicitation?
ANSWER 20: This solicitation is separate from 47PG0120R0006. Proposals shall be submitted in response to information/requirements provided only in solicitation 47PG0120R007 and its respective amendments. Solicitation
47PG0120R0006, Amendment 02 is attached FOR INFORMATIONAL
PURPOSES ONLY.
QUESTION 21: C.6.3.4 Replacement of Air Filters. Under the last solicitation the requirement for MERV 10 air filters was changed to MERV 11 due to
COVID-19. Is MERV 11 still appropriate or has this policy changed back to MERV 10? Please clarify.
ANSWER 21: MERV 11 is applicable and shall replace any reference to MERV 10. See revised pages 73 and 132.
QUESTION 22: J.1.1 lists the last hose bib and obstruction test as 8/3/2017. Was this test performed again in August of 2020?
ANSWER 22: The test was performed in August 2020.
QUESTION 23: Is there parking provided for the O&M staff to use?
ANSWER 23: Yes. See C.3.3.
C.6.3.2 Operation
The Contractor must operate air distribution systems in accordance with their design and the approved sequence of operations and any other requirements within this Contract. The Contractor must follow ASHRAE 202-2103
(Commissioning Process for Buildings and Systems) or later versions, if superseded, when operating this type of equipment. The Contractor must be responsible for making immediate adjustments or corrections that fall within the proposed maintenance plan, generated Work Orders and any other requirements under this contract. The Contractor must make recommendations and perform adjustments to controls, adjust BAS settings, correct set points, and restore equipment to automatic operation as approved by the CO or designee. The Contractor must identify all alarm points with originating point identification information (device ID, point number, description) to manipulate the system to monitor conditions, track and trend operational criteria. The Contractor must make every reasonable effort to protect all assets regarding air distribution systems and associated equipment listed in this Contract from freezing conditions.
C.6.3.3 Maintenance
The Contractor must use GSA preventive maintenance standards or the manufacturer’s recommended maintenance procedures, or a combination of the two procedures to perform maintenance as long as the method is submitted to the CO or designee for prior review and approval. This as well as all preventive maintenance covered in this contract will be addressed in the Contractors submitted Preventive Maintenance Plan. The equipment requiring the
Contractor’s proposed maintenance plan must include all of the building equipment associated with the air distribution systems up to and including the final discharge of air into occupied spaces. At a minimum, the maintenance plan must include applying lubricants, cleaning fan housings, fans, coils, dampers, air diffuser/grilles, air handling unit (AHU) sections, and equipment rooms, and replacing consumable parts or components.
C.6.3.4 Replacement of Air Filters
The Contractor must use high efficiency air filters when replacing the filters in air handlers and other equipment that use air filtration. The Contractor must only use air filters with known Minimum Efficiency Reporting Value (MERV
1011), as defined in the ANSI/ASHRAE Standard 52.2 and required in accordance with the most current PBS-P100.
The Contractor must replace air filters with the air filters that have the highest MERV value consistent with the feet per minute of the fan. The Contractor must maintain minimum ventilation standards in ASHRAE Standard 62.1 with the current revision year. Prior to installation, the COR must approve the filters to be used. At a minimum for an AHU with pre- and post-filters, the Contractor must replace the pre-filters quarterly or as deemed necessary by the Magnehelic gauges or BAS-connected monitoring devices, and the post filters annually or as deemed necessary by the Magnehelic gauges. The rooftop unit, variable air volume, power induction unit, fan coil, computer room, or any other air distribution filters must be changed as required by the Preventive Maintenance Plan, but at least annually.
C.6.3.5 Testing and Inspecting
The Contractor must ensure that air distribution components operate on a system level per the design intent and sequence of operations by testing and inspecting the units. The testing of the air distribution system must also include the integration with other equipment in the building including chillers, boilers, variable air volume system components, fans, ductwork, and air intakes. The Contractor must conduct regular inspections of air filters to ensure that the filters are changed as recommended by the manufacturer or when they have become clogged. The
Contractor must conduct inspections of the condensate drip pans of all AHU, A/C package units, window A/C units, and other equipment items and systems that physically have drip pans to ensure that they drain properly. Such inspections must be conducted in accordance with the tour program and be performed no less frequently than weekly. Pans that are not level or that leak must be reported to the CO or designee. All drip pans must be treated with an appropriate biocide to control the growth of algae, mold or other organisms or fungi. If any condensate pans are inaccessible, the Contractor must notify the CO or designee immediately.
C.6.3.6 Reporting
The Contractor must report and enter into the NCMMS any and all activities performed with respect to the air distribution system and its components, including Work Orders completed.
