Amendment 01

L.2.0 INFORMATION TO BE INCLUDED IN TECHNICAL PROPOSAL

In order to receive consideration in the technical evaluation process, the Offeror’s technical proposal must address all of the areas outlined in Section M, Item M.2. Simply repeating or paraphrasing the Statement of Work/Specifications is not acceptable.

Offerors shall submit proposals that are acceptable without additional explanation or information. The Government may request additional information from Offerors of proposals and may discuss proposals with the Offerors.

However, award may be made without discussion or negotiation of proposals.

PAST PERFORMANCE SURVEYS

A minimum of three past performance surveys must be included (see M.10). The past performance surveys must be in a sealed envelope from the original evaluator with their signature and date on the outside seal of the envelope. It is the Offeror’s responsibility to ensure that a survey response from each of the Offeror’s three references is included in the technical package. Three (3) past performance surveys must be included from three (3) different contracts.

The same contracts used for the experience references submitted under the Work Experience Factor shall be used for the Past Performance Factor. If more than three references are submitted, the Government will only evaluate the first three references submitted. Each envelope containing a reference will be numbered consecutively 1, 2, etc.

If less than three references are submitted, the Offeror will be scored zero for those references unsubmitted. In the event an Offeror without a record of relevant past performance is not available, the Offeror will be rated neutral.

L.2.1 INFORMATION TO BE INCLUDED IN PRICE PROPOSAL

The contents of the Price Proposal shall consist of:

1. Signed copies of the Standard Form 1449

2. Completed pricing and other information in Section B

3. All of Section K

4. Signed copies of all amendment(s) (if any)

Offerors are reminded that Block 12 of the Standard Form 1449, Solicitation/Contract/Order for Commercial Items, is to be used to offer prompt payment discounts. Payment terms are set forth in the Prompt Payment Clause of this solicitation. Offerors are cautioned against inserting any statement in Block 12 that indicated that payment is due sooner than the time stipulated in the Prompt Payment Clause. Example: Inserting “net 20” in block 12 will cause the offer to be rejected as nonresponsive, because the entry would be contrary to the 30 day payment terms specified in the Prompt Payment Clause.

Prior to award, Offeror shall be registered with the SBA WOSB Program under “certify.gov” and in the System for Award Management (SAM) database at http://www.sam.gov.

L.3 FAR 52.237-1, SITE VISIT (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
