• apply chemicals when needed, mainly in early spring, late spring and winter; each treatment shall include, at a minimum:
o Broadleaf weed control o Pre-emergent crabgrass control o Fertilizer with slow release nitrogen o Balanced Fertilizer o Grub Control o Pre-emergent weed control for beds

Questions and Answers Lawn/Landscape and Snow Removal Services
Kansas City, MO
Q1. Should CLIN 0005 (1005, 2005, 3005, 4005) include mark-up of labor costs to install the materials?
A1. No, CLIN 0005 et. al. should not include any labor cost mark-up. This CLIN identifies only the supplies mark-up. The Labor Rates used for installation will be identified in CLIN 0017 (1017, 2017, 3017, 4017).
Q2. Should Treatment #12 be listed in the Pricing Spreadsheet under Standard Services?
A2. Yes, Treatment #12 should be identified on the Pricing Spreadsheet under Standard Services. However, as stated in A13 (below) treatment #12 has been renumbered to treatment #10. A revised Pricing Spreadsheet will be distributed with Amendment 01.
Q3. Does Treatment #6 “Field Mowing” refer to the annual field mowing conducted in zones 3F and 6F.
A3. No, Treatment #6 for standard services only includes the monthly services for zones 2M and 5M. The annual field mowing for zones 3F and 6F will be ordered as an above standard service using CLIN 0013 (1013, 2013, 3013, 4013) and CLIN 0016 (1016, 2016, 3016, 4016).
Q4. Is a vendor required to propose for both the landscape services and the snow removal services, or can they submit a proposal for only one requested service.
A4. All interested vendors must submit proposals to cover all services identified in the solicitation. The use of subcontracting for services is allowed so long as the Offeror is providing at least 50% of the work under the contract with his/her own company (see page 16 of the solicitation).
Q5. Are these services currently being provided, and if so what is the name of the incumbent contractor(s)?
A5. Yes, these services are currently being provided. The current lawn and landscape contractor is Bartlett Hauber Landscaping. The current snow removal contractor is Lotus Lawncare.
Q6. If these services are currently being provided, what is the current contract number(s)?
A6. The lawn and landscape services are being provided under contract GS-06P-13-GX-D-0051. The snow removal services are being provided under contract
GS-06P-14-GX-D-0027.

Q7. CPARS System - “Each award requiring an evaluation must be registered in CPARS.” Are we participating in this process?
A7. Yes, CPARS reviews will be conducted on this contract. The review will happen at the end of each period of performance.
Q8. Do we need to fill in and submit items in Section K - FAR 52.212-3, pages 55-72 with our initial bid? It is not listed in Section L, page 73 as a submittal.
A8. Yes, the items in Section K will need to be filled out and submitted as part of your initial proposal. This language will be added to the solicitation via amendment.
Q9. Bid form for Richard Bolling Building & Adjacent Parking Lot has a blank sheet in the CLINS numbers column. The 2nd treatment line (salt application to 601 East 12th & 1 ice melt application to 601 sidewalks) has no number. It is possible to assign CLINS 0023 to the one currently marked 0024 and move 0024 to the blank line? This would also hold true to the four option years.
A9. Thank you, we have updated the pricing spreadsheet with corrected CLINs. It will be submitted to FBO via this amendment.
Q10. The type of ice melt chemicals applied to the concrete areas -- would we be able to suggest alternatives that would be acceptable to the COR?
A10. Yes, ice melt alternatives may be suggested to the COR. However, these alternatives must not include rock salt (see Solicitation page 13).
Q11. The two COR's at the meeting stated that the janitorial service would be responsible for treating the walks during the day (6:00 AM – 6:00 PM). We would only be called if additional services are necessary?
A11. That is correct, the janitorial contracts are responsible for removing snow and ice from entrances, steps, landings, sidewalks, driveways, and handicaped accessibility areas. Under this contract, you would only be responsible for these areas if ordered by the COR, or if clearing is required between 6:00 PM - 6:00 AM, or as otherwise specified in the solicitation, page 12.
Q12. Certain sidewalk and plaza areas at the Richard Bolling Building will be blocked off by the COR and snow removal operations won't occur in these areas.
A12. Yes, these areas are the stairs between the PO dock to Holmes Street and the patio.
Q13. Our form does not have Treatment Descriptions after #9, missing #10 & #11, page 11.
https://docs.google.com/document/d/1OOpX6Wnkl5Uw_oYY7kCi81hagNzJ_bqlBdnrGEGpyDo/edit 3/3
A13. Thank you, we have updated the pricing spreadsheet and the scope of work. Treatment #12 has been re-titled Treatment #10.
Q14. How do we assign the areas 1L, 2M, 3F, 6F to the specific location addresses. Do 1L, 2M, 3F go to 1500 E Bannister and 6F to 2306 E Bannister. Need these designated for the monthly CLIN 0002 or CLIN 0003
A14. Yes, at this time assign areas 1L, 2M, 3F to 1500 E. Bannister and 6F to 2306 E.
Bannister. This may be updated in a later modification to better reflect the changing address structure of that complex.
Q15. On the schedule of services fertilizing of trees is Treatment #10. On page 10 of the specifications its listed as Treatment #8
A15. Thank you, this has been corrected on the revised pricing spreadsheet.
Q16. On the schedule of services it has, quote additional services as identified below and in Section C. Additional services are listed as section B, page 9.
A16. Section C is the Description/Specifications/Work Statement which begins on page 6 of the solicitation. Section C contains Part I - Lawn & Grounds, and Part II - Snow Removal. Within Section C, Part I there are standard services (A) and above standard services (B). Some of the above standard services, for example “additional mowing services” have the work description identified in standard services (A).
Q17. Parking lot at 701 E 12th does not have any monthly services? Additional services if ordered by COR?
A17. That is correct at 701 E 12th and 300 E 9th for Landscaping.
Q18. Field mowing for 3F and 6F, previously we mowed one time in late August. The cost of this service was included in the monthly standard services. We want to clarify that one mowing is acceptable and field mowing on a monthly basis is not expected.
A18. Field mowing for 3F and 6F will be ordered on an annual basis using CLINs 0013 (et. al.)
and 0016 (et. al.). They should not be priced into the standard monthly service.
