AMENDMENT 01

QUESTIONS & ANSWERS:

Q1:We are interested in bidding on the above contract listed on FedConnect. Do you have the current/previous contractor's name, price information, and length of contract that you could provide us?

A1: Exemplar Enterprises, Inc. The annual contract price is $1,980,159.12. One year base with four one year option periods.

Q2: We have experience in several large Federal Janitorial Contracts (Naval Base San Diego for example) covering total cleanable areas of over 3 million square feet, mostly office type buildings. Will this sort of contract comply with the solicitation "location" requirement for "reference must consist of the minimum acceptable cleaning level of

500,000 net cleaning square feet and is comparable to office space." ?

A2: Please refer to Factor 1 on Pages 142-143 of the solicitation for standard for evaluation. The provided reference/experience must clearly provide the similar services shall be in comparable type facilities with a minimum acceptable cleaning level of 500,000 net cleaning square feet and is comparable to office space. Other spaces not considered are (1) dormitory type space, (2) warehouse space, (3) border station space, and (4) base housing.

Q3: Are there only 11 floors of the Robert Young Building to be cleaned under this contract?

A3: There are 20 stories; however, 11-20th are not included in the quality requirements. Please reference to Exhibit

1 of the solicitation for the building information sheet.

Q4: Hi my name is Denae Fisher I’m a new business owner so could u explain this contract to me and is it available

A4: Please refer to solicitation posted on FBO.gov for information and requirement. Please also reach out to your local Small Business Administration (SBA) for information regarding Government contracts.

Q5: I was wondering if the site visits for this solicitation are both days or either/or? Are we required to RSVP as well or can we just show up?

A5: Please see Section L.4 and contact Mr. Jonathan Munch or Mr. Dennis Sanders as explained in Section L.4.

Q6: I would like to attend the site visit located at THE ROBERT A. YOUNG FEDERAL BUILDING 1222

SPRUCE STREET ST. LOUIS, MISSOURI 63103-2809 on Wednesday the 20th. Do I need to bring my DUNS number and CAGE Code for admission?

A6: See Sections L.3, L.4, M.1, and M.11 for the site visit guidance.

Q7: My company, MPCS, had previously submitted a bid for this Facility back in April 2014 and myself and a

Representative of the company drove from our Memphis, TN office to the Site Visit location. I wanted to know if we did not attend the site visit this coming week for the new Contract, if we would still be eligible to receive the five

(5) scored points for the Site Visit attendance? I have included a copy of the Site Inspection Verification List from the site visit back in 2014 for verification and I am quite sure that you all have a record of previous contract site visits. I will be looking forward to your response so that I will know whether we will need to drive to the Site visit so that we can earn the five (5) points for the Site visit.

A7: The site conditions have changed over time. The standard is met when the Offeror reports their attendance at one of the offered site inspection dates which can be verified by the Government’s record of attendance by attending one of the two Site Visit dates referenced in this solicitation (3-19-2019 or 3-20-2019).

Q8: Regarding proposal due date for the referenced solicitation; SF 1449 states proposals are due 4/10/2019;

however, solicitation section L.2 SUBMISSION OF PROPOSALS gives a date of 4/9/2019. Can you clarify the proposal due date?

A8: See attached revised page 139.

Q9: We would like to register to participate in the site visit scheduled for March 19 and March 20. Please let me know what information is required.

A9: See Sections L.3, L.4, M.1, and M.11 for the site visit guidance.

Q10: Page 57 states "Supervisory contract employees shall have a minimum of 3 years of experience with managing and related services in building(s) of similar size and complexity" and Page 144 states "The project manager must have one (2) continuous year of experience within the last five (5) years managing similar services in a comparable building" and Page 145 states "Supervisor(s) have experience exceeding 4 continuous years in last 7 years; Project

Manager has 3 years continuous experience in custodial operations in last 7 years" Page 57 H.1.6 Qualifications of

Personnel; Page 144 & 145 - FACTOR 3 – QUALITY CONTROL PLAN;

Standard of Evaluation? (2) Does a experience reference that has multiple buildings that have a cumulative of

500,000 net cleaning square feet and is comparable to office space meet the Standard for Evaluation? Page 142 factor 1

A12: (1) That would depend if your company was the prime Contractor in the teaming agreement. (2) The requirement remains as stated in the solicitation.

Q13: Are there any solicitation requirements for minimum manhours and/or staffing to be provided in these areas?

Page 23 - 25 C.5.1.22

A13: Pages 23-25 are part of the standard scope of work and should be staffed accordingly. As a performance based contract, the Government communicates the requirements needed to be met; the Contractor determines the level of effort needed to meet these requirements. The Government does not provide staffing levels.

Q14: Are there any solicitation requirements for minimum manhours and/or staffing to be provided in these areas?

Page 40-43 C.13.4 & C.13.4

A14: Same answer as A13.

Q15: Provide the scalable plan

A15: The government does not provide staffing or other plans, scalable or otherwise. It is up to the contractor to determine the most efficient way to meet the requirements of the solicitation.

Q16: For the site visit do you have to be at both of them or one of the other?

A16: Vendors only need to attend one of the scheduled site visits.

Q17: Reviewing Section M, under M2, there is a note that states "When proposing a joint venture, the experience references may be submitted on behalf of either company. I would like clarification on this. Can the subcontractor provide the past experience and past performance surveys on behalf of both company's (the prime and the subcontractor) that would meet the requirement for the entire proposal?

A17: That would depend if your company was the prime Contractor on the contract/past performance. If your company was the prime on the contract/past performance, then, yes for a joint venture.

A18: See L.7 on page 141 of the solicitation.

A20: See A1.

Q21: Can we have a breakdown of the square footage of the facility by floor type?

A21: See page 103 of the solicitation for building information sheet. The floor data available is hard floor vs.

carpeted areas. Each group is not broken down into subsections, other than type of space (lobby, office, etc). It is recommended that this information be gathered as part of the site visit and tour.

Q22: How many square feet is occupied versus vacant?

A22: See A21 above.

Q23: Can you clarify the Factor 1, page 142, the last paragraph, regarding past performance submittals in a teaming agreement (Not Joint Venture)? Does the prime contractor have to provide all 3 past performance references in a teaming agreement with a subcontractor? Or,can the subcontractor contribute one or two past performance references?

A23: In a teaming agreement (prime and sub), the prime Contractor will have to provide all 3 performance references as a prime on the past performance references.

Q24: Can you clarify the correct due date of the proposal? Page 139 says a due date of April 9, 2019 at 2:00 pm, but the cover page says April 10, 2019 at 2:00 pm.
