Space Planning IDIQ Region 5
Question Response
I did not see the requirement for a “functioning office” within the geographical area of Region 5. Is there is requirement for the firm to have an office in Region 5 or can they be located outside of Region 5 - but just have the ability to respond within 24 hours to a meeting? There is no requirement to have an office located in Region 5.
Can portions of work be subcontracted out? See clause FAR 52.219-14 Limitations on Subcontracting. (1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;
What is the size standard for this requirement? The NAICS for this solicitation is 541410, Interior Design Services. To be considered a small business, your company must average less than $9M in annual receipts.
In your experience, have you found any of the IDIQ incumbent or prior firms leveraging a larger design firm as a JV/sub to support the overall service capabilities?
We are unsure exactly what you are asking for and we cannot disclose proposal information from an incumbent contractor. Requesting information regarding the current contract should be requested via FOIA request: https://www.gsa.gov/reference/freedom-of-information-act-foia. We believe the below information can be helpful if wondering whether the requirement can be leveraged using a large design firm as a prime/subcontractor relationship or as a Joint Venture.
See clause FAR 52.219-14 Limitations on Subcontracting for prime/subcontractor relationship requirements and the response to Question #2. A firm can subcontract portions of work out but there are limitations, especially when a large firm is involved.
A Joint venture may qualify as a small business concern if the joint venture complies with the requirements of 13 CFR 121.103(h) and 13 CFR 125.8(a) and (b) and if—: (A)Each party to the joint venture qualifies as small under the size standard for the solicitation; or
(B)The protégé is small under the size standard for the solicitation in a joint venture comprised of a mentor and protégé with an approved mentor-protégé agreement under an SBA mentor-protégé program. Please see FAR 19.301-1(a)(2).
The joint venture must be approved and registered separately with its own name and Unique Entity Identifier (UEI) under SAM.gov. The joint venture must be set up in accordance with SBA guidelines and requirements. Please see this link: https://www.sba.gov/federal-contracting/contracting-assistance-programs/joint-ventures#id-how-to-set-up-a-joint-venture or contact your local SBA office for more information.
See section "REQUIREMENTS FOR JOINT VENTURE OFFERORS" on the Notice Concerning Solicitation, GSA Form 1602. Also, if the offeror is a joint venture, the Government will only consider past performance on projects performed by the joint venture entity as a whole.
If one or more of our project examples, such as the Sample Design Intent Drawings, is a government project – will there be an SBU issues in submitting the set of drawings with our Phase 1 package?
GSA's Sensitive But Unclassified (SBU) policy was replaced by the Controlled Unclassified Information (CUI) to standardize common Government terminology and practices used in protecting sensitive information such as limiting access controls based on the need to know. All documents that are considered SBU, or what is now called CUI, can be shared via email with GSA. Anything sent from a private email should be encrypted prior to submitting to GSA. Electronic transmission of CUI information outside of the GSA network must use session encryption (or alternatively, file encryption) consistent with National Institute of Standards and Technology (NIST) SP 800-171. Encryption must be through an approved NIST algorithm with a valid certification, such as Advanced Encryption Standard or Triple Data Encryption Standard, in accordance with Federal Information Processing Standards Publication 140-2, Security Requirements for Cryptographic Modules, as required by GSA policy.
You must always adhere to CUI controls. Any document containing CUI Building information from Federal projects should follow the guidance in Section D.1 Services, Ordering, Prices (Safeguarding and Dissemination of Controlled Unclassified Information (CUI) Building Information). If the building information is from another Governmental entity contract, please ensure you meet their standards for dissemination, if applicable. Please review this section. If you are sharing outside of the GSA network, you must adhere to section 2. Dissemination of CUI Building Information.
We assume the entire Phase 1 package is submitted electronically and no hard copy submittals are required? Yes, please submit your proposal in an electronic copy only. Hard copies are not required.
Do the Past Performance Questionnaire/Surveys have to have a direct relationship to the sample projects submitted? Can the past performance surveys reference completely different projects/contracts that the sample projects submitted?
The projects you submit for Factor 1, Past Performance can be different than the projects you submit for other factors.
We understand that PPQs are required from 3 relevant project client representatives to satisfy Factor 1. Is it preferred or required that submittals for Factors 2, 3, and 4 be from a single project (same project for all Factors)? Or can examples from 3 different projects be submitted for Factors 2, 3, and 4?
These samples can be different for each factor. They do not need to be the same project. There is no preference for having the same projects for each factor as well.
Would you like any final project photos to accompany the documents that are submitted for Factors 2, 3, and 4 or along with the PPQ referenced projects in Factor 1? No, please only submit the requirements of the evaluation factor.
Would it be acceptable to include a cover letter? A cover letter is acceptable as long as it does not exceed 1 page and can only include information regarding your company's name, address, a table of contents for your offer, etc. Your cover letter will not be evaluated or scored and will have no effect on the evaluation factors included in the Method of Award.
We did not find a preferred method of submission in the provided information.
If it was provided, can you direct us to that location in the documents?
If not, is an electronic submission acceptable?
If electronic is acceptable, would you like everything bound into a single pdf? Or should we provide separate files for each Factor?
Electronic submission is required for all proposals. All proposals shall be submitted to Timothy Novak at Timothy.novak@gsa.gov and Salvador Leal at Salvador.Leal@gsa.gov by the due date for submissions.
Please separate each factor into separate PDFs.
Page 6 Section D.2 Method of Award lists as criteria for PPQ "If completed, the contract was completed/active within the past five years." Does a master plan space planning project for a civic institution qualify even if it does not show construction? Or are you requiring that all project samples show construction?
For past performance PPQ, all we require is the reference form filled out and submitted by the reference by the due date for Phase 1 offers.
Do the PPQ and Samples have to be from the same projects or can they be different i.e.
can we show 6 projects all together (3 PPQ and 3 different Samples) or should they match? Conversely, should the 3 Samples be from the same project? See questions 8 & 9.
With only 3 Projects requested for Phase I and 3 Personnel requested for Phase II, how should we show our full team and denote the Prime and Consultants? Can we include an org chart with Phase I?
Please see the method of award section. Only the requested information for each evaluation factor will be evaluated. We will not review/evaluate information outside of what was requested.
Should our full team include a Cost Consultant or are they considered a third party under a separate contract? If awarded an IDIQ contract, you are required to provide cost estimating services. This is accomplished via issuance of a task order. Please see Section D.1 Services, Ordering, Prices.
16 Who is the current incumbent? The incumbent contractors are: CRA Architecture Inc., Tilton Kelly & Bell LLC, and 845 Design Group.
What is the dollar value of the current contract? The contract award amounts are the same as what will be awarded on this solicitation. A maximum ordering limitation of $500,000. We cannot provide detailed pricing.
18 Will the incumbent have the opportunity to rebid? Yes, that is correct.
Can you point out where the Forms Section is where we can find an example of the Space Requirements Report (SSR)? We did not provide an example of this report and we will not be providing one.
