Instructions for items other than those that are self-explanatory, are as follows:
Item 1 (Contract ID Code). Insert the contract type identification code that appears in the title block of the contract being modified.

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.
For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.
For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.

The purpose of this Pre-Proposal Conference is to discuss the Phase I Request for Proposal (RFP), issued on October 6, 2023, for Design Build Services for the Diana E Murphy US Courthouse Elevator & Escalator Modernization Project in Minneapolis, Minnesota.
The goal of this Conference is to answer any questions regarding Phase I of the RFP, provide an understanding of the proposal structure, as well as a brief overview of the proposal submission requirements, evaluation criteria, and present the scope of work for the Diana E.
Murphy US Courthouse Elevator & Escalator Modernization Project.
A copy of the agenda and sign in sheet will be emailed following the discussion. The agenda and sign in sheet are not intended to reiterate everything discussed in the meeting, but identify those points that may affect an offerors’ understanding of the solicitation.
Please be aware that no oral statement made by the Government Representatives during the conference will have the effect of amending the solicitation. In the event that discussions during the conference indicate a need to change the solicitation, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due.
Currently, there are no amendments to the solicitation.

Project Background & Overview of the Scope of Work
This project includes all labor and materials required to provide design, engineering, construction, and other related services necessary to modernize the existing escalators, as well as the passenger and freight elevators in a fully occupied federal building.
Overview & Logistics of Design Build Procurement Process
● Best value/trade-off procurement
● Two Phases
○ Phase 1 is qualifications based. Objective is to identify a shortlist of most qualified firms. (Technical Qualifications of Firms, Approach to Design Build, Lead Designer’s Portfolio, Past Performance). A maximum of 3 firms will be selected to submit Phase 2 proposals. Only those selected offerors are authorized to submit Phase 2 proposals.
○ Phase 2 is the request for Proposal. Only shortlisted teams will be engaged in Phase 2; includes technical and price proposals. (Quality of Design Concept;
Qualifications, Experience and Past Performance of Key Personnel; Management and Technical Approach; and Price Proposal)
● General Timeframe/Milestones
○ Questions are due by October 20, 2023
○ Phase 1 Proposals Due November 6, 2023
