About this file
This document provides questions and answers regarding solicitation number 47PF0023R0069 for interior and exterior landscaping services at federal buildings in Minneapolis and St. Paul. The services include maintaining live interior plants and planters at the Gerald R. Murphy and Donald D. Burger courthouses, rotating plants quarterly with seasonal themes, and protecting exterior landscaping mounds with winterizing mats. The current service providers own the interior plants, while the General Services Administration owns the interior planters. Offerors must bid on all required services and locations to be considered. Clarification was provided on which planters at each location should feature flowering displays to match the seasonal themes. Guidance indicates using professional judgment to aesthetically fill planters as needed. The landscaping labor worksheet in the attachment was mislabeled and seeks details on hours and rates by job category for standard services.

Minneapolis & St. Paul Landscaping RFP 47PF0023R0069 Questions & Answers (Added #11)
1. Is there an interior plant list for Murphy like there is for Burger?
A. EXHIBIT 1 under Section J of the attachment titled, “RFP 47PF0023R0069 Minn St Paul Landscaping,” has been updated via Amendment 0001 to include a plant list with photos for Murphy.
2. I did not see any language about covering the mounds in the winter. Is this not a requirement?
A. EXHIBIT 3 under Section J of the attachment titled, “RFP 47PF0023R0069 Minn St Paul Landscaping,” was updated via Amendment 0001 to include “Exterior Landscaping Performance Standards,” which requires winterizing mats for mound protection.
3. Can we bid only on the interior landscaping service at Murphy and Burger?
A. Offerors must submit offers for all services and locations included in the requirement in order to be considered for award.
4. Who owns the interior plants at Burger (eg. the current service provider or the building?)
A. The current service provider.
5. Who owns the interior plants at Murphy (eg. the current service provider or the building?)
A. The current service provider.
6. Who owns the interior planters at Burger?
A. GSA
7. Who owns the interior planters at Murphy?
A. GSA
8. Must all plants in every container be rotated every quarter? (see C.1.3.1.1) A. All plants will be rotated with a “seasonal theme”. The seasonal theme would be having spring plants in the spring and summer plants in the summer etc.
9. Which planters are considered to contain “seasonal themes” (see C.1.3.1.3). We understood the two “seasonally themed” planters at the Murphy courthouse to be immediately inside the front entrance. Are the two “seasonally themed” planters at the Burger courthouse considered to be the planters outside the elevator on the 2nd floor? If not please indicate where they are by floor.
Murphy Seasonal? 2 Total Burger Seasonal? 2 Total
A. All live plants shall be rotated quarterly with a “seasonal theme” per C.1.3.1.1. Per C.1.3.1.3, the plants at the main entrance shall have a “flowering display” and be rotated quarterly with a “seasonal theme”. Meaning all plants will have a “seasonal theme” but the four plants at entrances (two at Murphy & two at Burger) will be “flowering displays” that go along with the “seasonal theme” (spring flowers in the spring, summer flowers in the summer, etc). Not all plants in those planters need to be flowering plants. They may be mixed with standard plants if it will be aesthetically pleasing.
For Burger, the two planters on the 2nd floor (Skyway) lobby should have the flowering displays.
EXHIBIT 1 under Section J of the attachment titled, “RFP 47PF0023R0069 Minn St Paul Landscaping,” has been updated via Amendment 0002 to update the Burger plant list to include a picture representing the Skyway planters.
For Murphy, the two planters on either side of the revolving door/main entrance should have the flowering displays.
10. Is there a plant schedule of what interior plants should be in each planter, or how many and what size (e.g. each Lobby Planter at Murphy should have 1 - 10” live plant and 3 - 6” live plant) when service under the new contract begins? For example in the lobby at Murphy there are 5 identical planters however there are empty nursery pots in the containers potentially indicating additional plants?

A. The intent is that the planters shall be filled with no obvious empty/open spaces with fill material as needed and be aesthetically pleasing. Please use your professional judgment if that means one 12” plant or two 5” plants or some mixture etc. As an example, the large planter in the first floor lobby at Burger (with silk tree) will need more plants than the other planters.
11. I am confused as to what the Cost+proposal+worksheet is asking for. What Janitorial labor?
A. We only have 2 templates of this worksheet, for janitorial and O&M. We should have relabeled the janitorial related terms to say landscaping. This worksheet breaks down how many hours you're proposing for each job category you plan to use for standard services (and the rates).
