About this file

This document summarizes minutes from an industry day event related to the Grand Portage Land Port of Entry federal construction project. The project involves constructing a new 38,050 square foot land port of entry facility on an 8.13 acre site located within the Grand Portage Reservation in Minnesota to replace an existing functionally obsolete port built in 1965. The General Services Administration is procuring the project using a two-stage design-build contract. Stage one involves a request for qualifications with responses due in late 2023, while stage two involves a request for proposals and design concept submissions expected to be issued in early 2024. Evaluation criteria for both stages include design concept, key personnel, management plan, sustainability, and past experience. The project is targeted to begin construction in early 2026 and be completed by mid-2029.

r. Open Discussion / General Questions

i. Stage 1 – solicitation expected to be issued by October 30th.

ii. Minority / small business requirements? Operating under FY23 for now which is published (FY24 not yet). Small business went out but not success, now full and open. There will be DBE items posted to achieve. GSA and Prime will negotiate on goals before award. Opportunity to work with small businesses.

GSA wants to attract by contractor.

iii. Stage 2 timeline? Q2-3, March 2024 target to issue. Stage 1 due after holidays. 2 months to create for contractor; for GSA to evaluate. This backs into March timeline for Stage 2. Stage 2 proposals due end of summer.

iv. Renewable technologies? Planning done or to do such as electric vehicle charging stations. Has power supply been taken into consideration? Will be worked out during design stage. GSA is working to bring 3-Phase power to site but actual requirement will be determined during design.

Industry Day One-on-One Questions

Wednesday, October 18, 2023

Design & Constructability Questions to Industry:

1. 1. Do you foresee any obstacles or risks in the marketplace which would prevent a successful delivery of the project?

· Such as shortage of workers / subcontractors?

· Employee security clearance issues?

· Material or labor availability and cost escalation concerns?

· Provide specific labor and materials shortages, and cost escalation areas.

2. How do you plan to mitigate any shortage of workers/subcontractors (such as locking in material pricing)?

3. How long would you expect this project to take to complete?

· Design Development through Construction Documents

· Construction

4. How would you use an early site package if you were awarded this contract in the Spring 2026?

5. Would you suggest multiple 8-hour shifts, four 10-hour work shifts or 12 hour shifts to enhance schedule and reduce general conditions.

· If so, how would this impact cost, while potentially decreasing escalation over the life of the project?

6. Does your firm have experience in constrained site work, multi phased construction, highway construction, electrical utility routing and septic systems construction?

7. Do you anticipate any bonding and permit challenges?

8. What subcontractor and material pricing trends do you see from now into 2025?

9. How have recent market conditions affected your organization's workload?

10. Where do you see the market trends heading for availability of low embodied carbon materials from now into 2025?

11. What is your past performance experience working with GSA?

12. How can GSA make this project a more attractive pursuit?

13. What concerns do you have related to site safety?

Industry Day One-on-One Questions

Wednesday, October 18, 2023

14. With a known program of requirements, a constrained site and working within the Grand Portage Reservation, what suggestions would you make to structure this project differently and minimize change orders?

15. What concerns, constraints, opportunities, or improvements do you see in respect to the facility site plan, construction schedule and construction phasing?

16. Do you have any previous project experience and lessons learned to provide us to improve our Design Build Scope of Work contract documents (BCDs)?
