Responses to RFI’s

RFQ 47PF0022R0068

EJB R-22 HVAC Units Replacement

Major General Emmett J. Bean Federal Center Indianapolis, Indiana

1) How many Air Conditioning Units are being replaced in the Daycare Center?

Response: 8 units are being removed. 10 new units to be installed.

2) Is this project sales tax exempt?

Response: The General Services Administration (GSA) has no authority to exempt contractors from Federal, State, or Local taxes. GSA can only certify that a firm is performing services under a contract.

It is the responsibility of the contractor working with the Indiana Department of Revenue to determine whether or not work performed under the contract qualifies for a tax exemption.

3) Would 4 days / wk. @ 10 hours /Day work be allowed? It makes it easier for out-of-town companies in travel.

Response: Yes, that is acceptable.

4) Can we get existing drawings to scale?

Response: The drawings are to scale so long as you print them on the correct sheet size of 24x36.

5) The equipment (especially "Liebert") is not available within the time allowed to finish project. Would the project completion date be extended?

Response: The time allowed to finish the project is based on issuing the on-site NTP (Notice to

Proceed). This NTP will not be issued until new equipment is either on-site or due to be on-site.

Contractor to determine.

6) "Liebert" and other suppliers are not providing "Guaranteed" pricing due to long deliveries. Would government entertain changing the awarded contract due to price increases.

Response: There is no guarantee on a price adjustment for material escalation. If unable to lock down a price with the supplier, submit documentation post award to support the cost increase and GSA will consider.

7) The specs state “extension of existing JCI N4 System” as the only acceptable bidder. But the existing building system is Schneider Electric installed by Precision Controls. Please advise.

Response: Correct. Both the EJB & Daycare have N4 building management systems by Schneider Electric.

8) Specifications are for all Trane equipment. Trane currently will not give delivery dates on orders. Their best guess on new equipment orders is estimated as mid to late next year.

Response: Noted. The design intent is Trane. You are welcome to submit for substitutions of other manufacturers. However, we anticipate long lead times for those as well.
