Page 54 states 100 calendar days from NTP for substantial completion, page

279 states 60 calendar days for submittals. 100 Calender days is not attainable, please confirm schedule with vendor lead times will be acceptable with no penalty.

The schedule provided in the specification is a guideline and expectations from GSA. GSA will work with awarded contractor to create a fair and equitable schedule for the project. GSA understands the potential of long lead items in which GSA expects the awarded contractor to identify early during the submittal process to procure ASAP. Once the on site NTP is issued, GSA expectation is to not have any stops in the project. All procurements shall be done.

Will alternate pricing be considered for work to be performed during normal working hours?

Due to the project sensitivity of our customer, GSA expectations for contruction is only after hours work.

Will standard OEM controllers be acceptable in base bid as long as they are non-proprietary.

No. As specified for base bid.

Will GAL door operator be acceptable No. As specified.

Will surface mount fixtures be acceptable Surface mounted light fixtures within the elevator shaft are acceptable as indicated on E501, Lighting Fixture Schedule. Ensure the fixtures are low profile enough to clear the cab as it travels through the shaft.

Please confirm project requires Digital Video Display, uncommon for this type of use.

Two-way video/messaging within the elevator cab is required per ASME

A17.1-2019, which is the GSA’s current adopted elevator code. This was also indicated as a requirement to the design team by the GSA’s elevator subject matter expert.

Will electronic closeout documents be acceptable. GSA will need to have one paper copy of the close out documents for the building management. Other copies can be electronic.

In the solicitation, GSA provides a 100 day period of performance, post NTP.

PKD strongly feels such a period of performance is far too short, given prevailing lead times for elevator equipment. The standard lead time for long-lead items (e.g., controllers, machines, fixtures, is about 60 days) andwe estimate that approximately 300 days would be an appropriate period of performance and one that is consistent with industry standards. The time required for mobilized time on site of approximately 150 days would be sufficient - most of the lag would be early in the project, at the submittals and manufacturing stage.

1. On page A103 Keynote 6 – Pull Down Safety Barricade. I looked thru the specifications and could not locate this item; maybe I missed it. Can you clarify exactly what you are looking for? (ie. Manufacturer, Product number) Any information would be most helpful.

Barricade shall be hinged self-closing barrier independent of the door. It shall be installed horizontally across the entrance on the hoistway side at a height of 42 inches. The barrier shall not open into the hoistway.

Manufacturer: Kee Safety SGNA500PC Universal Self-Closing Safety Gate, Safety Yellow or approved equal.

1. For this project, are you looking for a professional photographer to take photo’s every day on the progress of the elevator modifications or can the Superintendent submit photos every day? Section 013220 If we are required to use a professional photographer, that person would also have to get a security clearance pass also; correct?

We are not required to have a professional photographer for the project but GSA expectations are the pictures shall be clear, identifiable, and presentable.

1. Per “Work Restrictions” Section 01 1400 page 3, it states ITEM A -

Government Occupied Hours: Monday – Friday 9:00 am to 4:30 p.m. It then lists in IEEM C, “Contractor’s General Working Hours – The Contractor working hours shall be generally established to occur during Government Occupied Hours”. Should we now figure to work on off hours - 5:00 pm to 1:00 am? Or other hours not including 9:00 am to 4:30 pm.? Specifications state 6pm to 6 am.

The expectations for this project shall be after hours work from 6pm to

6am.

1. In the site meeting, it was brought up that all personnel had to go through a

“Security Clearance” – a: Can you tell me what information is required for this clearance – Drivers License, Birth Certificate, etc? b. What does the security clearance entail; is it completed at the John F. Seiberling Building or somewhere else? c. How long does it take for the security clearance to be processed? d. If you already have a security clearance and badge from The Cuyahoga County Sheriff’s Office, does that pass?

a: The award contractor will need to complete GSA 850 CIW and OF-306 forms for security clearance. The process will entails finger printing, social number, driver license number, and a background check dating back past 7 years b: The security clearance location will be determined where you're proximity to each location. We have a few locations in Cleveland area.

Question: On the Akron Federal building elevator replacement, can non loud or noisy work be figured for normal business hours?
