Amendment 002 Attachment RFI's submitted in response to this RFP

1. The specification for the roofing material basis of design for the project is Siplast. The specification, specifically in section 075113B - "Cold Process Mod Bit Roofing", lists each layer of roofing material, along with the material properties. Will other Roofing Material manufacturers that meet or exceed the properties be considered for the project? It is our understanding that the government can not specify one certain material for a project; that it has to be open for others to meet. Please advise if others that meet will be acceptable. Other roof systems will be acceptable only if it is proved that this alternate meets or exceeds the system specified.

See spec section 012500 Substitution Procedures.

2. Are there requirements for overhead protection at the street level? Protection for pedestrian safety shall be provided. Means of protection shall be indicated in the contractor’s Life Safety Plan submittal. For protection that is installed at the street level, refer to the Cincinnati Dept. of Transportation and Engineering (DOTE) for requirements.

3. Is there parking availability for contractors? No parking available

4. Where can we place a crane around the building? The use of a crane will need to be approved with the city. There is no good space on federal government property to locate a crane.

5. Can the contractors use the existing fall protection system during the course of construction?

Yes, this was just certified last year. Copies of the testing report can be provided upon request.

6. Is a trash chute permitted? Yes

7. Where can a dumpster be located on site? A dumpster can be located in the alley on the sidewalk behind the 5th street guard shack.

8. Coordination of ceiling tile removal. Contractor will coordinate with property management and the agency utilizing the 10th floor space for access to that space.

9. Scope of work for metal panel siding. The scope of work does not include any modifications to or replacement of the existing metal panel siding.

10. Is project tax exempt? The General Services Administration (GSA) has no authority to exempt contractors from Federal, State, or Local taxes. GSA can only certify that your firm is presently performing services under the resultant contract. Upon request after award, the Government will furnish a letter to the contractor. It is the responsibility of the contractor working with the Ohio Department of Taxation to determine whether or not work performed under the resultant task order qualifies for a tax exemption. 11. "Can you provide specifics to the term noisy/loud work? In order for this project to be bid accurately we will need to know what specific work will require night and/or weekend work due to noise levels?" Loud and noisy work is work that causes sustained disruption to the agencies below. An example would be core drilling. It’s a hazard of work being performed on an occupied building.

12. See AD101 key note 4 and 16. These notes appear to be contradictory of each other. Please clarify what the scope of work on these roof drains is. For bidding purposes should we figure on removing all of them and installing new? The roof drains shall be water tested for leaks per keynote 16. If the drain bowl is leaking, it shall be replaced. All other roof drain components shall be replaced per keynote 4 regardless of the results of the water test.

See Spec Section 0127000 - Unit prices for the number of drain bowl replacements to be included in the base bid.

13. Please clarify what will be required as far as protection of pedestrians/traffic below the work area.

14. What is the existing pipe size for the roof drains and where the new Roof Drains are being added? Existing drawings indicate roof drains are 4”. New roof drains will be added on the east side. See A101.

15. Is there a spec for what Roof Drains they want to use? See General Roof Drain Notes on G002.

16. Is the existing piping Cast Iron? Yes.

17. Per Addendum 1 there is a 10 day window to perform work and abatement barrier is to be installed. Is the barrier provided by GC or insulator? Typically, the abatement barrier is provided by the abatement contractor.

18. Also is the 10 day window for the whole floor or each area that will be blocked off? The 10 day window is for each area that is blocked off.

19. Since the safety davit system has been tested and passed, can the roofing contractor use this system during work? See the response to question #5.

20. Are there certain guidelines required by the building/City of Cincinnati for sidewalk closure, overhead protection, or barriers with work occurring on a roof with a leading edge? See response to Question #2

21. If a motorized electric hoist would be used to transfer debris to the ground and materials to the roof, can a 230v connection be accessible to the contractor at roof level? Yes, we can secure you a connection.

22. On Detail 2/A160 it shows a High Density Polyisocyanurate Coverboard. The roofing manufacturer requires gypsum coverboard. Both are listed in the specifications. Can either be used based on manufacturer’s requirements? High Density Polyiso is preferred. Siplast permits the use of this product with the SBS modified bitumen roofing.

23. Concerning the vapor barrier- Can the existing vapor barrier remain in place if the manufacturer approves? The existing would still be scraped and any loose or deteriorated would be removed, but what is sealed/stuck would remain? Any wet or loose pieces of vapor barrier should be removed prior to installing the new vapor barrier.

24. Can you please issue an addendum with Johns Manville listed as an approved roofing manufacturer? See Question #1. The specs were reviewed and look favorable. After the project is awarded, specific substitution procedures will need to be followed for a formal approval.

25. Please confirm that contractor is responsible for hiring O&M contractor to change out filters monthly when roofing operation is going on. Yes, any additional filter changes would be the responsibility of the contractor. All communication would run through the project manager.

26. Will attendance sheet of Zoom participants be released in addendum? The sign in sheet to the pre-proposal was posted to beta.sam.gov on 2/22/2020.

27. Note I on the plan sheets indicates a 10-duration sequence for roof drain replacement on the 10th floor. Can we complete work in the entire suite or is this phased to be one location per 10-day event regardless of tenant space? As in some suites the location of drains will be in corridors and limit access to area. until abatement is complete. Example See Column line #2 & C-G. The GC shall phase all work occurring within the tenant spaces. The number of drains worked on during each phase shall be limited so that the full scope of work for each drain shall be completed within 10 calendar days. The GC shall coordinate any demobilization required to permit tenant occupancy during the 10 day period.

28. Is the work to be complete inside 10 day is it the GOV expectation to complete over a weekend abatement with 2nd shift work taking place during the week until complete or is 1st shift hours available inside designated area? Project expectations are that all work within the tenant spaces will occur after business hours.

29. Since the roofing/Rain leader replacement runs integral with roofing and subject to weather constraints. is it possible to complete abatement, pipe replacement and insulation tying into existing rain leader and then second trip into space to complete new rain leader install once roof?

Interference and disruption to the tenants is to be minimized as much as possible. The general contractor shall be responsible for coordinating work in these areas. Coordination of a second visit to a tenant space shall be discussed as needed.

30. Can another drain be installed at the NE corner personnel door area?This area is obstructed by mechanical equipment curb, so near to the drain? The drain at this location will remain as per the design.

31. . Would you be open to consider A.R.B.S. for perimeter edge Blocking and edge metal wind cleat? See Question #1.

32. . Is there a contingency plan for the fumes of the liquid flashing odor, entering the base of wall panels and entering the penthouse and possibly the building air intake? The odor will linger while curing. This can be discussed with the O&M. There are preventive measures that can be taken to assist with this. Whenever the work with the worst fumes is scheduled, we would require at least days notice to tenants and O&M,

33. Can the Site Superintendent, Site Safety and Health Officer, and Site Quality Control Manager functions all be performed by the same (one) individual? Yes. These functions can be performed by the same person. All job functions shall be clearly defined in your documents.

34. Are Please confirm limits to hours / durations for interior work. there limits to work hours or areas due to odors or noise? See previous responses.

35. Please confirm allowable location(s) for crane set up.See previous responses.

36. Are permits required for this project? Permits from the local jurisdiction are not required since work is being performed on Federal property. The project is required to comply with Federal law and codes (ie P100). GSA has their own subject matter experts that can serve as the inspector for certain parts of work.
