For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

1. I made an appointment for a walk through and the documents say the walk throughs will be on the 18 th . According to Jermaine no one will be in the office tomorrow and the office is only open one day a week. The next available time is the 24 th . With Thanksgiving that week and the bid due at 11 am that Monday morning I was wondering if there can be a week extension since the walk throughs were pushed a week from what the solicitation states. I do know that I am not the only GC walking that day. According to Jermaine there are 4 scheduled for that day as of last night. An extension would be greatly appreciated.

a. Due to a change in office schedule and holiday, I was not scheduled to be on-site Nov 18th. The revised dates were discussed during the virtual pre-proposal meeting held Monday, Nov 9th. Dates were

Thurs Nov 12th and Tues Nov 24th for walkthroughs made by appt only, adhering to CDC social distancing guidelines.

2. Can the solicitation be emailed to you on the due date? The solicitation states a sealed original, but does not state how many. In the past emailing a solicitation has been deemed acceptable.

a. The RFP states only electronic proposals will be accepted. Attachment limitations are included within the

RFP

3. Is #2 on the pricing sheet an estimate/budget? I ask because the drawings are 65% and we are only allowed to have 1 other person attend the walk through with us. I assume if it is a budget/estimate once the drawings are at

100% the pricing will be finalized.

a. Refer to the SOW section for more details: “III.A.11.e. Cost Estimating, Reconciliation, and Proposed

Alternatives (CERPA)”. The cost that is to be provided by the bidders is: “Target Estimated Cost of Work” or

“ECW”. The FINAL ECW shall be established at 90% CD stage. Also, GSA CO will decide when GMP conversion to FFP is appropriate.

4. Is this budget to be priced with Union labor?

a. Proposed pricing is to reflect applicable LOCAL PREVAILING LABOR RATES. The Davis-Bacon and

Related Acts, apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area. The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates.

5. Is there a Fire Alarm contractor that is assigned to the existing space that I should reach out to for pricing?

a. No. All subcontractors services are to be part of this contract/proposal.

6. Is there a telecom contractor that is assigned to the existing space that I should reach out to for pricing?

a. No. All subcontractors services are to be part of this contract/proposal.

7. Is there an electrical contractor that is assigned to the existing space that I should reach out to for pricing?

a. No. All subcontractors services are to be part of this contract/proposal.

8. Is there a Mechanical contractor that is assigned to the existing space that I should reach out to for pricing?

a. No. All subcontractors services are to be part of this contract/proposal.

9. Is there a Plumbing contractor that is assigned to the existing space that I should reach out to for pricing?

a. No. All subcontractors services are to be part of this contract/proposal.

10. Are we responsible for furniture and other FFE items?

a. No. The agency will be procuring their FF&E separately, with the exception of any appliances specifically identified in the design specifications.

11. Pages 48-51 of the CMc asks for examples of QCP, LEED strategies, personnel resumes and past performance descriptions. The solicitation offer form does not mention or have areas to submit these resumes and examples. Are the resumes and examples described on pages 48-51 to be submitted after the initial solicitation and would be required if we are selected for this project?

a. Personal resumes and past performance are to be submitted at this time.

12. Is a bid bond required to be submitted with the proposal? If so, what is the amount?

a. A bid guarantee in the amount of 20% is required to be submitted with your offer, any contract awarded will require a performance bond and payment bond as specified in the Agreement. Per FAR 52.228-1, failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

13. What does the following abbreviation mean in regards to the door and frame schedule; Door “FL”

a. Full Lite – large glass panel.

14. Are the aluminum frames knock down or welded?

a. The frame will be welded

15. There is no description of new acoustical ceiling tile and new suspension grid system shown on the Reflected

Ceiling Plans IN4-07 & IN4-08. The aforementioned drawings only show a 2' x 2' new acoustical ceiling tile and new suspension grid with no manufacturer or model number. Also, the Specifications for this project do not include the material requirements for the new acoustical ceiling tile and new suspension grid. Can you clarify the ACT spec?

a. For ceilings, use the following:

C1 BUILDING STANDARD CEILING TILE AT ALL T5 AND T6 OFFICES, TEAMING ROOMS

USG 2 x 2 Frost fineline (FL) beveled tegular panels (Item 418, Color White, NRC .70, CAC 40)

16. The Door & Frame Schedule on IN9-01 does not match the 7th and 8th Floors Construction Plans on IN3-07 and

IN3-08. The Door Mark Numbers do not correctly match with the correct Room Names at the end of the Door &

Frame Schedule. Also, several of the Door Mark Numbers listed at the end of the Door & Frame Schedule are not shown on IN3-07 and IN3-08 Construction Plans.

a. Typical Office doors and frames are aluminum with glass double glazed lites - demountable partitions –

Infinium Refine double glazed is basis of design.

17. There are no interior elevations in the set of drawings and therefore, millwork cabinets and countertops/backsplashes cannot be verified.There are drawing references at the Pantry Rooms on IN3-07 and

IN3-08 to millwork details on Drawing IN11-00 however, Drawing IN11-00 is missing from the set of drawings although Drawing IN11-00, titled: "Millwork Details" is listed in the Drawings Sheet Index G0-01.

a. Locations of casework shown would typically have base cabinets, wall cabinets and countertops with Plastic

Laminate finishes. Backsplash will be typically tile.

18. What is the estimated number of meetings that your team envisions for the design phase of this project?

a. Please refer to the spec sections III.A.3-10 for the list of required meetings. The exact number of meetings are to be calculated based on planned design duration given in the solicitation.

19. Is the architect planning to issue any additional specification sections beyond Division #1, prior to the bid submittal date?

a. No additional spec sections will be issued prior to the bids due date.

20. Should we provide a written proposal with our bid package in order to clarify the scope of work we have included for this project?

a. Please follow the SOLICITATION requirements for the format and content of the submission.
