Submittal Requirements
A "similar” project has construction costs between $5M-$8M $5M or greater and is defined as a repair, renovation, rehabilitation, preservation, and alteration of a historic commercial or government owned facility, 25,000 sf or larger;
where project scope included structural alterations and restorations.
Standard for Evaluation
The Offeror has documented its ability to deliver the completed projects within a fixed schedule and within the prescribed budget. The Offeror shows relevant experience working in similar projects. A "similar” project has construction costs between $5M-$8M $5M or greater and is defined as a repair, renovation, rehabilitation, preservation, and alteration of a historic commercial or government owned facility, 25,000 sf or larger; where project scope included structural alterations and restorations. The project will include architectural and mechanical, electrical, plumbing and fire protection (MEPFP), and infrastructure (conduit, backboxes, etc.) for audio / visual, security and cybersecurity. A higher rating will be given to renovations which include integrating at least one building addition on the existing structure. Greater weight will be given to experience with projects more similar in design and scope to this project.

Overview
The purpose of this Pre-Proposal Conference is to discuss the Request for Proposals
(RFP), issued on November 3rd, 2020, for Construction Manager as Constructor (CMc)
Services for the CFTC Consolidation Project at Metcalfe Federal Building, 77 W
Jackson Blvd, Chicago, IL, 60604-3511. This is a small business set-aside solicitation.
The goal of this Conference is to answer any questions regarding the RFP, provide an understanding of the contract structure, as well as a brief overview of the proposal submission requirements and evaluation criteria, provide guidance from the Department of Labor, Office of Federal Contracts Compliance Programs (OFCCP), present the scope of work for the CFTC Consolidation Project, and discuss the upcoming site visit.
A copy of the meeting minutes will be posted to beta.SAM.gov. The notes are not intended to reiterate everything discussed in the meeting, but identify those points that may affect an offerors’ understanding of the solicitation.
Please be aware that no oral statement made by the Government Representatives during the conference will have the effect of amending the solicitation. In the event that discussions during the conference indicate a need to change the solicitation, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due. Currently, there are no amendments to the solicitation.

Site visits will only be conducted by appointment on November 18, 2020
November 12th and 24th 2020.
If you have not already scheduled for a site visit reach out to the Property

Only those who have RSVP’d ahead of time will be allowed to participate.
The Site Visit shall be limited to not more than one (1) representative from each contractor, general or subcontractor.
Participants must have a valid, Government issued picture identification, driver’s license preferred, to gain access for the pre-proposal Site Visit.
All individuals attending the site visit shall wear a face covering and practice social distancing as recommended by the Center for Disease Control for the duration of the site visit. All individuals must provide their own face covering.
Face coverings must cover an individual’s mouth and nose. Individuals will be expected to maintain a 6 foot distance from others at all times and proceed in a single file line during the site visit.
Please keep in mind some of the space is currently occupied. A 6 foot distance from those occupying the space must also be maintained and noise levels kept to a minimum to avoid disruption.
Attendees should arrive at the site visit (building lobby) 15 minutes prior to your start time. Be prepared to leave at your designated time.
Tours are anticipated to last 1-2 hours.
All questions must be submitted in writing to the CO.
Photos are generally allowed in public areas with the exception of security countermeasures. If pictures are desired of interior space, individuals must gain permission from the GSA representative.
