Questions should be in email format.
The purpose of the Pre-Bid Meeting is to review the scope of the project and give the contractors the opportunity to ask question about the project or the solicitation.
Contractors cannot be held to anything discussed in the pre-bid meeting. Pre-Bid minutes will be posted for contractor review.
Contract award will be based upon a best value determination. This includes review of past performance and technical background. The specifics are outlined in the RFP.
There are liquidated damages on the project.
The Buy American Act applies to this project.
The construction areas covered by the scope of work are in a public area. It is requested that the contractor notify the GSA Project Manager and Property Management via email on days contractors intend to visit the site.
C. Project Description
The scope of work for this project involves delamination repairs to the skywalk bridge, ramp, stairs, and handrails of the East St. Louis 650 Federal Building. Replacement of jersey barriers, sidewalk at the pedestrian entrance, and flagpole replacement has also been included in the project scope.
D. Project Discussion:
The construction area is all exterior. Security clearances will not be required unless for some reason access to the building is required.
There are staging and phasing requirements which are outlined in the construction documents.
Access to the public entrance must be maintained at all times during business hours.
Temporary barriers will be required to direct and protect pedestrian and vehicular traffic.
The sidewalk replacement was coordinated with the East Saint Louis Public Works Department during design. Public Works will need to be notified once construction on the sidewalk is ready to begin.
The building is not on the historic registry but is eligible. The intent of the concrete work on the skywalk and stairs is to match the existing detailing. The replacement railings for these areas will be less ornamental that what is currently installed.
Noise and dust producing work are limited to off hours. Building will be occupied during construction.
Contractor parking and material storage space is available in the gated parking area behind the
USCH.
There were no questions during the meeting.
