RFI Questions ESL 650 Federal Building Skywalk Bridge Repair
SOLICITATION NO: 47PF0020R0051
We understand that access to the building needs to be maintained during the project. The stair and handicap ramp work can be staggered so that one is open at all times for access to the building. However, when the work is being completed on the ramp, there will not be handicap access at this front entrance. Based on the width of the ramp, it would not be passable even if only half of the ramp was closed at a time to complete the work. Please advise. The work on the ramp is limited enough that it should be able to be completed over a weekend or a series of weekends.
1.
2. In order to complete the work, jackhammering and saw cutting will be required. Please confirm if this type of noise is acceptable during normal business hours. These types of activities are too disruptive to be completed during normal business hours. See GI101 Staging and Protection Notes - 4.
3. What is the anticipated date of award of the contract? The current scheduled award date is on or about 10/1/2020
4. What is the anticipated date of NTP? TBD as determined by the award date. Expect 30 to 60 days after interim NTP date
5. Will the contractor be given an interim NTP to conduct security clearances and other Div 1 submittals prior to receiving the construction NTP? Yes.
6. If the period of performance pushes into cold weather months, will work be paused for completion until spring 2021? Yes
7. SF 1442 states the POP is from 3/1/2021 to 6/18/2021 for both the Base and Option. The Agreement states the POP is 175 days to reach substantial completion with another 60 days to reach final completion. Which POP is correct? I 175 days from when On-Site Notice to Proceed is given.
8. What work is included in the Option? No information the option can be found in the specification or drawings. There are no options on the project.
9. Is the option price included in the estimated price range? Or is the estimated price only for the base bid? There are no options on the project.

Section 030130, paragraph 5.1.C states that areas of concrete repair requiring removal greater than half of the concrete thickness shall be removed and replaced full depth thickness and will be paid for at the contract unit price per square foot for deck slab repair (full depth, type I and/or deck slab repair full depth type II). There is no unit price included in the Unit Price schedule. Please clarify if the contractor should submit pricing for full depth concrete replacement? Yes, the contractor should submit pricing for full depth concrete replacement.
10.
Paragraph 5.1 of section 030130 seems to designate that contractor will be strictly paid on SF areas repaired. Please confirm if the contractor will only be paid on areas removed and repaired, or if the areas designated in the plans are a lump sum price with a unit price to add additional areas if additional areas are needed once work commences? The intent is for the quantities shown on the plans to be included in the Contractors lump sum bid price. The Contractor is then to include a unit price for the various depths of repairs in the event the quantity has increased overtime since the original inspection. Those unit prices will be used to pay the Contractor for any change orders due to an increase in quantity.

12. Sheet GI101 under #1 phase notes that access to the building main pedestrian entrance shall remain open at all times during normal occupant business hours. The drawing does not designate the building's main pedestrian entrance? Please designate which entrance this is?
The main public entrance is located on what is considered to be the north side of the building.
This is the entrance facing Missouri Ave. The skywalk bridge connects to the building at this location.
13. If the main pedestrian entrance is associated with the work of this project on the east side of the building on Missouri Ave, please indicate how a phasing plan may be implemented to allow work to proceed during off hours to keep the entrance open during normal business hours? The main public entrance is located on what is considered to be the north side of the building. This is the entrance facing Missouri Ave. The skywalk bridge connects to the building at this location. There is no work on the east side of the building.
Work restrictions and phasing requirements are included in the documents. Implementation of these requirements is considered means and methods and will be up to the contractor to determine. Some work may have to occur over weekends.
14. Is there access to power in proximity to the work area? If so, what size breaker or panel is accessible for contractor use and how far is it from the work zone? There is no water or electric available on the North side of the building. Power and water may be accessed in the penthouse or the south side of the building and temporary water and electric services ran.

a. Can the QC/Superintendent also act as the site SSHO? Yes. It can be the same person.

18. AE101 Note 3-The note states we are to remove the existing traffic coating from horizontal deck surfaces of the skywalk bridge, ramp, stairs, and associated landings as required... Once the substrate has been accepted, coat the horizontal deck surface with nonslip traffic coating... Does this include the underside of the bridge deck?
