Amendment 0003 - RFP Bridging Design Build Services for the Ashley U.S. Courthouse Modernization and New Annex Project
This amendment hereby incorporates final received RFIs and supplied answers, submitted through Friday September 13, 2019 directly to the Contracting Officer.
1. Q: Can you share with us both PowerPoint presentations viewed during the pre-proposal meeting?
A: The PowerPoints have been posted.
2. Q: At the pre-proposal you mentioned you had two artists on board, one each for the annex and the courthouse. Can you please identify them?
A: Artist Daniel Clayman
197 Anthony St East Providence, RI 02914
Artist Sandeep Mukherjee 135 Spring St Claremont, CA 91711
3. Q: Are the Amendment acknowledgements counted as part of the 40-page limit?
A: The Amendment acknowledgments can be in addition to the 40-page limit.
4. Q: Page 5 of 17 indicates where the proposals are to be delivered. Is there a special mail code or any specific reference if we opt to ship our response overnight via UPS?
A: The package is to be delivered to the attention of Anna Vanko at the address listed on page 5. There should be no additional special mail code or specific reference needed.
5. Q: The pre-proposal meeting was very informative and has shifted our approach slightly.
As such, we would appreciate more time…may we have a two-week extension?
A: We will honor the request to extend the due date, however, will only be able to extend it by one week, to Monday, October 7, 2019, no later than 2:00pm Central Time. The due date for Past Performance Questionnaires are also hereby extended to October 7, 2019 by 2:00pm Central Time.
6. Q: Is there a different form GSA would like the architect (DOR) to use with our references; the Past Performance Questionnaire is developed more for Construction/Contractors (see attached for reference)?
A: Please use the same questionnaire for references for the DOR. If there are areas that are Not Applicable, please instructor your evaluator to use “NA”.
7. Q: Page 15 under “past performance Questionnaires” it indicates “at least 2 projects” for references. On page 16 under “Submittal Requirements” it indicates “2 individuals for each project submitted”. Please confirm how many references per project and the total number of projects GSA would like references for?
A: Please request Past Performance Questionnaires from two individuals for each project submitted under Factor 1 Past Experience. The RFP requests at least two projects from the DOR and two projects from the GC be submitted, so that should mean a minimum of eight Past Performance References. If additional examples are submitted under Past Experience, please include two references for each additional project.
8. Q: In Section II.D. Other Information to be Submitted with Proposals, for (1) Representations and Certifications: Which Offeror’s entity(ies) need to fill out the Annual Representations and Certifications (FAR 52.204-8) – the Designer of Record, the General Contractor, or both the DOR and GC? We look forward to your response via FBO’s posting.
A: Firms are only required to include the Representations and Certifications for the entity which will be acting as the Prime Contractor. You may include both if you choose but it is not required for both.
9. Q: In the preproposal meeting you mentioned a 15,000 SF reduction, what are those reductions? Should we assume the 15,000 SF from the Annex? Is the published 96,000 SF inclusive of that 15,000 SF? What program does that 15,000 SF come from (i.e.
courts, bankruptcy, etc.)
A: The program reductions include US Attorney’s Office and the Congressional Office.
96,000 SF is the maximum square footage allocated in the Prospectus for the Annex.
10. Q: You mentioned in the preproposal meeting, waivers in the original project were granted, what waivers were granted? This would be helpful with the “clean slate” approach to better understanding the project parameters.
A: A table of waivers will be provided in the Phase 2 RFP technical documents.
11. Q: Is the provided square footage amounts of the Annex and Renovation inclusive of any waivers? Were there any space reductions attributed to waiver requests that were incorporated into the presented SF amounts in the RFQ? Or are these square footages based on all GSA space standards?
A: 96,000 SF is the maximum square footage allocated in the Prospectus for the Annex.
The space reductions are attributable to removing the US Attorney and Congressional Office from the program which totals approximately 15,000sf.
12. Q: The program budget shows $76MM-$86MM, how much is appropriated (design and construction) to the Annex and how much is appropriated (design and construction) to the renovation?
A: New Construction $49M - $54M and Renovation $26M - $31M
13. Q: Looking at Addendum 2, in the second set of answers, #10 says that Tabs and/or Dividers do not count towards the overall page limit. There is no mention of Covers being excluded, as there was at the Pre-Proposal conference.
A: A cover page should be included in the 40 page limit.
