About this file

This document provides details for a federal contract solicitation for bridging design-build services for the modernization of the Ashley U.S. Courthouse and construction of a new annex in Toledo, Ohio. The General Services Administration seeks to award a firm fixed-price bridging design-build contract to provide revised design concept, design development, and construction document phases, as well as all construction work including tenant improvements. The existing courthouse contains 91,766 gross square feet across four occupied floors and a basement, while the new annex will add up to 96,000 gross square feet. The solicitation will utilize a two-phase selection process, with the first phase evaluating qualifications and the second requesting price and technical proposals from a shortlist of up to three highly qualified firms. A stipend of $150,000 will be provided to each offeror not selected for award. Proposals may be submitted for a project labor agreement or non-project labor agreement approach. The pre-proposal conference was scheduled for September 6, 2019, with phase one proposals due by September 30, 2019.
