Operations and Maintenance Services Warren E. Burger Federal Building & US Courthouse 316 North Robert Street St. Paul, Minnesota

Contractor Question & Answer #4
1. As a follow up to another contractor's question regarding fire and life safety, there is nothing in the Equipment Inventory listed, and there is no electrical equipment (switchgear or circuit breakers) listed in the Inventory sheet. Can both of these be supplied, or can there be another visit scheduled for the better part of a day so contractors can take an inventory?
ANSWER: The building equipment inventory list does show some fire & life safety equipment, including: emergency generator and tank, emergency lighting transfer cabinet (multiple), fire extinguishers (multiple), and fire alarm system.
Amendment 3 is forthcoming, which will include an updated building equipment inventory list, covering additional fire & life safety equipment that exists in the building, as well as electrical equipment.
Please also refer to RFP Section L.4 Inspection of Facility.
2. We would like to confirm we are requesting an update to the equipment list posted on FBO to include Fire, Life Safety devices not listed on the equipment inventory such as smoke detectors, pull boxes, fire dampers, sprinkler devices. Sub-contractors we have contacted cannot put a price quote together without device counts for the Warren Burger FCH and have requested this information.
ANSWER: Refer to question/answer #1 of this document.
3. Do you anticipate an extension on the due date for this solicitation?
ANSWER: Yes, an extension is anticipated. Please refer to the forthcoming Amendment 3 for specifics.
4. As an alternative to another site visit, if GSA can supply the one line diagram for the electrical.
ANSWER: This question will be addressed in an upcoming Q&A document.
5. If I may ask another question on electrical, the new PM Guide referenced in this solicitation is the same one as in the solicitation for our Michigan contract which states "Infrared testing is to be done annually" on several electrical items. There was question was at the site visit regarding annual infrared testing and the answer was "Infrared testing does not take place annually; please refer to Exhibit 5 Building Information Sheet in the solicitation for the dates of the last testing of major maintenance items." The PM Guide referenced in the Solicitation clearly states a number of items that are to have Thermographic Surveys (infrared) performed annually so please clarify. Would this mean that since the answer to the question that infrared is not required annually take precedence over the contract if it should come to a determination? This answer was my opinion for Michigan Buildings regarding the Exhibit, Building Information Sheet, but it was denied and to direct my attention to the PM Guide. Seems to be a double standard in this instance.
ANSWER: The contract takes precedence. If something stated at the pre-proposal conference/ site visit contradicts the contract, please note that the contract takes precedence.
Please refer to solicitation section C.35.2. The contractor is responsible for developing a PM schedule for approval by the COR. The preventative or predictive maintenance standards proposed by the Contractor may be based on a combination of equipment manufacturer’s recommendations, the PBS O&M Standards, (PM Guide), sensor technology, diagnostic software, Contractor’s experience and other sources.
6. C. 36.5 Coupon Racks. The building currently has two coupon racks installed.
a. Is GSA requiring more to be installed?
b. Or the current ones replaced?
ANSWER: Please refer to solicitation section C.36.5 Corrosion Monitoring, which mentions at a minimum, two station coupon racks shall be installed for each loop, and used to monitor mild steel and copper…the minimum quantity of coupons and frequency of inspections shall be described in the water treatment plan…the contractor shall have responsibility for maintaining (and if necessary replacing) the coupon racks for the duration of the contract.
Please refer to solicitation section C.36.3 for information regarding the water treatment plan.
7. C.8.5.2 – Do onsite staff mechanics currently have ENT credentials needed to access
NCMMS?
ANSWER: This information will be provided upon award if necessary.
Please refer to section C.8.5.2 NCMMS Start-Up.
8. J.5. Building Information Sheet, UPS Systems – when were the batteries last updated for the UPS System?
ANSWER: This question will be addressed in an upcoming Q&A document.
9. From inventory list –
a. When were the Backflow Prevention Devices last rebuilt/replaced?
b. Or when are the rebuild/replacement due for Backflow Prevention Devices?
ANSWER: This question will be addressed in an upcoming Q&A document.
10. Is there a count on air filters that you can share? There are none listed in the inventory sheets.
ANSWER: This will not be provided. Quantity varies based on the equipment.
