Operations and Maintenance Services Warren E. Burger Federal Building & US Courthouse 316 North Robert Street St. Paul, Minnesota
Contractor Question & Answer #2
Comments/questions raised during June 21, 2018 Pre-Proposal Conference and Site Tour:
• Building Automation System (BAS) is Egan Company.
• Building restoration took place approximately 10 years ago.
• Infrared testing does not take place annually; please refer to Exhibit 5 Building
Information Sheet in the solicitation for the dates of the last testing of major maintenance items.
• There is no parking onsite for O&M personnel.
• Holding cells on the property – people are not held overnight. There are 21 holding cells in total arranged over 4 floors.
• In response to questions posed to the onsite journeyman mechanics, the following are their comments regarding current preventative maintenance (please note: awardee will be responsible for preventative maintenance in accordance with the solicitation):
o Air handlers – some have V-type filters. Water checks are performed on the filters and filters are replaced before the threshold is met, which amounts to about once per year.
o Generator is run weekly for 30 minutes.
Contractors are reminded to please submit all questions to the CO in writing (see below for further details).
Question submitted to the CO via email:
1. The solicitation is showing as ‘locked’ in FedBizOpps (FBO).
ANSWER: The solicitation has been posted to FBO as sensitive ("controlled, unclassified"). This posting status requires vendors to be logged into FBO to view the documents. Once logged in, the system may request MPIN (Marketing Partner Identification Number) verification. The MPIN is part of the SAM profile for an entity.
This is further detailed on page 40 of the FBO vendor guide:
