2. Specification 01 11 13 Summary of Work Section 1.9.C: The O&M Contractor’s Hourly Rate is $63.33/HR for regular time and $90.66/HR for overtime.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

A. The Work of this Contract is defined by the Contract Documents and consists of the following:

1. Abbreviated Written Summary: Briefly, and without force and effect upon contract documents, the intent of the project is to renovate a portion of the fifth floor for the National Labor and Relations Board (NLRB) Offices:

a. Furnish demolition operations as required to complete the project. Remove electrical and data outlets, partitions, wall finishes, floor finishes, ceiling finishes, lighting, doors and frames. Refer to drawings for salvaged items noted to be turned over to Property Management including ceiling, lighting, doors and hardware.

b. During construction, all egress corridors shall remain clear, with sprinkler protection, lighting, exit signage and door operation as required by Code or the Authority Having Jurisdiction.

c. New work to include new painted steel stud and gypsum board wall partitions with sound attenuation where required. New carpet, resilient tile finishes and new woodworking. Mechanical piping and plumbing system modifications.

Required electrical power, data/communication and lighting system and control modifications. New infrastructure, cabling and terminations for structured cabling system. Furnish and install new doors, frames and hardware and security system infrastructure. New suspended acoustical ceiling, lighting system and control system, and/or reconfigurations where required. New HVAC systems including controls.

d. Fire Alarm System modifications, to include auxiliary control and power device, only where required. The building has an existing modern fire alarm system. Provide new ceiling mounted fire alarm devices as required.

e. Fire Sprinkler System modifications including installation of upright sprinklers upon removal of the ceiling system. New quick response pendant sprinklers to be installed in new ceilings.

f. The Contractor shall submit all samples requiring color selection under a single package and comply with all other submission requirements as contractually required.

g. Security clearances are required. See Section 01 35 53.

h. Manage waste as described in Section 01 74 19. There is no room available on the site for a dumpster. All waste shall be stored and sorted within the work area and trucked immediately off site once removed from said work area.

i. All work that creates noise, odor, or disruption to building tenants shall be done at night. This includes hazardous materials remediation, fire sprinkler and fire alarm testing.

1.5 PHASED CONSTRUCTION

A. Work will be constructed in a single phase.

1.6 WORK UNDER SEPARATE CONTRACTS

A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract or other contracts. Coordinate the Work of this Contract with work performed under separate contracts.

B. Concurrent Work: Owner may award separate contract(s) for construction operations / repair. Those operations may be conducted simultaneously with work under this Contract.

1.7 ACCESS TO SITE

A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.

B. Use of Site: Limit use of Project site to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.

1. Confine operations at the site to the areas permitted under the Contract. Any staging of work or storing of materials beyond the areas indicated in the Contract is prohibited. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction. See "Project Coordination" section.

2. Driveways, Walkways and Entrances: Keep driveways, parking garage, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Comply with directions of Owner's authorized personnel.

a. Schedule deliveries and construction waste removal to minimize use of driveways and entrances by construction operations.

b. Schedule deliveries and construction waste removal to minimize space and time requirements for storage of materials and equipment on-site.

3. On-site parking is not available.

C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period.

Repair damage caused by construction operations.

1.8 COORDINATION WITH OCCUPANTS / TENANTS

A. Full Owner Occupancy: Owner will occupy site and existing building / premises during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's or Building Tenants day-to-day operations. Maintain existing exits unless otherwise indicated.

1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.

2. Notify Property Management a minimum of 72 hours in advance of activities that will affect Owner's operations.

3. Protect physical environment of tenant occupied areas during construction operations.

B. Owner Access to Completed Areas of Construction: Owner reserves the right to occupy place and portions of the Work, prior to Substantial Completion of the Work.

Such occupancy shall not constitute acceptance of the total Work.

1.9 WORK RESTRICTIONS

A. Work Restrictions, General: Comply with restrictions on construction operations.

1. Comply with limitations on use of public streets and other requirements of authorities having jurisdiction.

B. Owner occupied Work Hours: 7:00 AM to 5:00 PM, Monday through Friday.

1. Building is closed on Federal Holidays.

2. Weekend Hours: there are no designated weekend hours. Any work outside of above building hours shall be coordinated with Building Manager.

3. Hours for Utility Shutdowns: utility shut downs must take place outside of tenant operating hours and with a 72 hour notice.

4. Hours for Core Drilling or other noisy activity / odor intensive work: to be performed between 6 PM and 6 AM. Coordinate with Government.

5. Hot work is to occur after hours.

C. Contractor's Required Work During Unoccupied Hours (5:00 PM to 7:00 AM) shall be at no additional expense to the Owner. The Contractor is responsible to pay all Building O&M Contractor Fees require to perform the work under this contract. The O&M Contractor’s Hourly Rate Is $63.33/Hr for regular time and $90.66/Hr for overtime.

D. Periods of Prohibited or Restricted Work: Following are time periods during which the Contractor shall not perform construction work. These restrictions are as follows:

1. Prohibited and Restricted Work is determined by the tenant. The building manager can provide the tenant schedule as needed during the project.

E. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:

1. Notify Owner’s Representative and Building Manager not less than 72 hours in advance of proposed utility interruptions.

2. Obtain Building Manager's written permission before proceeding with utility interruptions.

F. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner/Tenant occupancy with Owner.

1. Notify Owner’s Representative and Building Manager not less than 72 hours in advance of proposed disruptive operations.

2. Obtain Building Manager’s written permission before proceeding with disruptive operations.

G. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes.

H. Controlled Substances: Use of tobacco products and other controlled substances within the existing building and on the Project site is not permitted.

1.10 SPECIFICATION AND DRAWING CONVENTIONS

A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:

1. Imperative mood and streamlined language are generally used in the

Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

C. Drawing Coordination: Requirements for materials and products identified on the Drawings are described in detail in the Specifications. One or more of the following are used on the Drawings to identify materials and products:

1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specification Sections.

2. Abbreviations and Symbols: Materials and products are identified by abbreviations and symbols published as part of the U.S. National CAD Standard and scheduled on Drawings. Refer uncertainties as to meaning of abbreviations and symbols to the Contracting Officer for clarification before proceeding.

3. Keynoting: Materials and products are identified by reference keynotes referencing Specification Section numbers found in this Project Manual.
