RFQ No. 47PE5626R0001 | 985 Service Elevator Modernization - Energy Center | Rosa Parks Federal Building | Detroit, Michigan Question & Answer Sheet ~ UPDATED 7/30/2026
Question Answer
Q1
Will the VA allow advanced payments (down payments) for any materials or equipment to be procured under this project, or will invoicing be restricted to when the physical materials and/or equipment have been delivered to the project site?
Assumption is for this and all following that they have incorrectly referenced GSA as "VA" - Pre-delivery invoicing is not allowed.
GSA does not pay in advance for procuring materials.
Q2
Spec Section 04 40 00-4-1.3B – Can the GSA confirm the site Superintendent can also serve as the Quality Control Manager?
a. Can the GSA confirm an SSHO is not required for this project?
The Superintendent may serve as the QC Manager.
Q3 Will the VA be providing and distributing the submittal register for the project?
A submittal register will not be provided by GSA or the Architect.
The contractor is to provide a submittal log for review and approval. Submittal requirements are listed in Part 1 of each specification section.
Q4 Can the VA please clarify who will be handling the QEI Inspection? GSA will provide. They have one on staff.
Q5
The drawings, labeled 985+Service+Elevator+Energy+Center_Specs_2026 - Only three of the drawings within the "Q" sheets have the Revision block filled out. It lists, 03/20/2026 - Codes and Standards update as the only description in the Revision Block. Starting on page MD 101, the Revision title block date and description list 03/07/2023 - Revised Construction Documents. Can the GSA confirm these drawings are the latest and greatest for bidding purposes?
These are the most current documents. Only certain sheets had to be updated for newer Code requirements after the original construction documents were created.
Q6 Will Microsoft Project be an acceptable scheduling tool for the project?
Yes. However, a legible PDF must also be provided with each iteration of the schedule.
Q7
What software will be utilized on the project for submittal transfers? Will the Prime contractor be responsible for purchasing and maintaining?
No software will be used that carries an additional cost to the contractor. After the Award, GSA may elect to utilize Kahua.
Q8
Will the client require any construction management software to be utilized on the project? Will the Prime contractor be responsible for purchasing and maintaining?
No software will be used that carries an additional cost to the contractor. After the Award, GSA may elect to utilize Kahua.
Q9
Do the elevators currently receive a pre-transfer signal from the ATS (Automatic Transfer Switch)? The new controllers will require a pre-transfer signal from the ATS.
The F3 elevator is currently planned to be re-circuited from the existing F3 elevator breaker in panel 3EPP0-1, which is fed by 3ATS0-2. If the controllers have previously communicated with this ATS, a pre-transfer signal should already exist to work with. The contractor shall verify that this signal is currently installed before proceeding with work as part of their scope. If there are issues with ATS, those will be dealt with as a contract modification.
Q10
If no pre-transfer signal currently exists, does the ATS have the capability to time delay and send a pretransfer signal to the elevators it serves? Additionally, where is the ATS located within the building for each elevator identified in the solicitation?
Conductors will need to be run in conduit and programmed to function. Contractor needs to know the length of run, quantity or runs, and potential routing.
Q11 Can the GSA please identify a lay down area on site where contractors can stage materials and equipment?
Property Management will provide storage space for the duration of the project in Room LL09 (Building Storage). An area for laying down materials and equipment could be provided to the southwest of the building along the service drive. Laying down of materials and equipment shall not block exterior fire department connections or impede access to the building's loading dock.
Q12
Drawing Q 101 - General Note 15 - "Remove all "E" equipment no longer used as part of the elevator system, including any abandoned piping, conduit or raceways." Can the GSA be more specific or provide pictures and locations of existing conditions the GSA would like the contractor to remove?
Refer to Photo Sheet provided by GSA. This document is not intended to illustrate every condition requiring removal.
Q13
Drawings Q 101 - General Note 7 - A Hazardous materials assessment of the existing building has been completed…Can the GSA please share that assessment, It does not look like it was included in the solicitation.
The Pre-Alteration assessment report is included as Appendix A of the specification booklet.
Q14
Can the GSA advise if there is an Abetment contractor that is familiar with the facility? If so, can you please provide a point of contact for the Abetment vendor?
GSA does not have a specified abatement contractor for this location.
Q15 Please provide contact information for existing building Fire Alarm vendor.
Shambaugh & Sons – Anthony Pensari, 248 640-0580, apensari@shambaugh.com
Q16 Please provide contact information for existing building Fire Protection/Sprinkler vendor.
Shambaugh & Sons – Anthony Pensari, 248 640-0580, apensari@shambaugh.com
Q17
Sequence of operation on M-802 and the Sump pump alarm monitoring notes mentions having the DDC Controller tied to the new AHU and sump pump for high water alarm level. Can the GSA please provide point of contact for the building's existing BAS/BMS Controls vendor?
a. If the facility has existing BAS system, please clarify all pieces of equipment the VA requests the contractor to tie to BAS System.
Siemens, Tom Wolfe, tom.wolfe@siemens.com
Q18
Can the GSA advise when the contractor that is awarded the project assumes responsibility for the maintenance, and please confirm if it is on the project elevator only, or the whole campus.
This only applies to this single elevator.
Q19
Can the GSA please advise on Combination Lobby Lantern/PI?
There is only a PI with car traveling lantern currently and the LL does not have either.
Install per drawings and specs.
Q20 Can the GSA confirm that Motion Control Engineering (MCE) is the only approved control system?
All equipment will be approved on a case by case basis. Preferred equipment is to be non-proprietary. MCE is not the only approved control system.
Q21 Spec Section 2.03(I) - call for remote set / reset on governor, is pit mounted type acceptable due to possible limited overhead space.
The existing layout for F3 should be kept.
Q22
Spec Section 2.03(f) - Specs call to replace all sheaves. Can the GSA please advise if the overhead sheaves could be refurbished instead of replaced due to lack of overhead space.
All sheaves must be replaced
Q23 Spec Section 2.05 – Is Wittur the only approved manufacturer of Door Operator? Can we substitute GAL?
GSA shall permit door operator manufacturers, but they must be closed loop linear operator.
Q24
Spec Section C.2 related work(R) calls to replace cab finishes, in
2.06 (F.7) the specs call to retain. Can the GSA advise as to which is applicable?
The existing finishes shall be retained and thoroughly cleaned.
Q25
Drawings A201 call to replace door frames and doors at the LL, specs call to retain frames but replace doors at LL. Can the GSA please advise which is applicable?
Replace the door frames and doors at the LL and the 1st Floor.
Q26
Can the GSA clarify if the elevator is on a dedicated emergency power circuit? How are we to control the other elevators in the building to make sure only one is running on emergency power?
Confirm if elevator operates under its own ATS Switch and is not tied into inner group.
a. If the contractor were to provide an emergency selector switch in the lobby is that acceptable?
The F3 elevator is currently planned to be re-circuited from the existing F3 elevator breaker in panel 3EPP0-1, which is fed by 3ATS0-2. If the controllers have previously communicated with this ATS, a pre-transfer signal should already exist to work with. The contractor shall verify that this signal is currently installed before proceeding with work as part of their scope. If there are issues with ATS, those will be dealt with as a contract modification.
Q27
Please confirm that the lobby panel will be operational for modernized cars and will have the ability to expand at a future date.
Confirmed.
Q28
Existing counterbalance is unknown. If additional weight is required, and there isn’t room in the frame, do we have to supply a new weight frame? No Cab required, so risk should be minimal.
Per Specification Section 14 22 12...
Retain and reuse counterweight frame and counterweights.
Provide new car and counterweight slide guides.
Q29 Can the GSA confirm design intent is to install an entire new entrance frame at the lower level?
Correct. Replace the frame.
Q30
During the site visit we were not shown an existing annunciator/lobby panel.
a. Is there one to be used in this project?
b. If so, where is it located?
c. Is it existing to remain or is the design intent to install a new annunciator panel.
d. Can the GSA please provide a picture of the existing panel.
e. Is the intent to have a new dedicated lobby/annunciator panel for this car only?
a. Yes. There is an existing annunciator panel installed. It was installed in 2023.
b. Located on the 1st Floor. Refer to the attached plan.
c. It is intended to remain and has a location already designated for this new work to connect to.
d. Attached is a photo and a shop drawing page.
e. The intent is to reuse this existing panel.
Q31
During the site visit, it was noted that the onsite print listed a 50 gpm (3000 gph) pump with a 1.5” discharge pipe with a 40ft rise.
a. A 3000 gph pump comes from the manufacturer with a 2" discharge outlet. Can the GSA confirm if we should price for a 2” or 1 ½” as shown on the plans?
Provide 2" discharge piping in lieu of 1-1/2" piping from SP-4.
Provide revised basis-of-design sump pump: Goulds Water Technology, Model WE0738H with Simplex Control Panel, Model SIM3PH. Refer to attached document. Equivalent performance by other manufacturers is acceptable.
Revised sump pump operates at 208V/3ph. Provide electrical service accordingly.
Q32 Can the GSA confirm the existing sump pump pit can be re-used?
Enlarge the existing sump pump pit to 24" sq or 24" dia x 24" deep. Or as required by the sump pump manufacturer. At a minimum, the depth shall be 24" based on Code. The existing sump pit is 18" x 18" x 18". Refer to attached sketch.
Q33 Is there any scope of work that should be priced during off hours?
There are numerous references to after hours work throughout the Drawings and Specifications that are too numerous to list here.
Generally speaking and without force upon the documents, noisy work, odor-producing work and abatement work shall be performed after normal business hours.
Q34 Can the GSA confirm the existing ladder location is being moved, as discussed during the site visit?
In lieu of installing the new ladder in the southeast corner of the pit (Keynote #12 on New Plan on Sheet A100), install in southwest corner of the pit.
Q35
Trench Drain at M-202 - Could you confirm whether this drain is connected to sanitary or storm drainage? If storm only, the current discharge configuration would not be Code compliant and a revision would be required if GSA determines they would like to comply. Of course, the City has a combined storm and sanitary system so I think how it leaves the building might help make GSA's decision.
The drain piping could not be definitively identified. The presumption is that the piping is connected to the sanitary system.
Therefore, the discharge location may remain as shown on the Construction Documents.
Q36
FS 101 has the following General Note:
7. ALL MECHANICAL WORK REQUIRED FOR THE F3 BASE
BID AND F3 OPTION WORK IS THE SAME.
Does this mean anything for the fire sprinkler scope of work?
It looks like we are demo'ing a total two or three sprinklers (Pit & machine room, possibly top of shaft.)
Can you confirm if there is just a single head in hoistway (pit) or two (pit & top) ?
Delete reference to "Option Work." The bid option for the project has need removed.
The scope of work for the fire spinkler is described on Sheet FS101 and Specification Section 21 13 15.
Q37 Should we replace the car sill? Yes. Replace the aluminum car sill a nickel car sill.
