REQUEST FOR INFORMATION (RFI) LOG

Solicitation No: 47PE5426Q0022 Project Title: Roof Replacement

Location: 11 West Quincy Court Federal Building, Chicago, Illinois

Master No. RFI / Clarification Response

1 I have questions concerning the methods for getting materials to the roof.

My team has been checking with the city and is getting stonewalled on using a crane. They said no because you can’t block the streets. They also asked about a helicopter; the answer was no again because of the Daley Center.

They also asked if we can use the court blocked off to the north of the building, but they said no because judges don’t want to look at them while eating lunch.

Is there an approved way to complete the job already? A freight elevator could be used; however, the problem is that the insulation they want to use comes in 4x8 sheets and you need 600 sheets to meet the city's energy code.

Also, the TPO rolls are 10 feet long and weigh 800 lbs each, so none of this will fit.

Would we be able to use smaller material formats? Instead of: 4x8 insulation boards switch to 4x4 or tapered smaller sections For 10' TPO rolls switch to 5' or 3' rolls?

We understand that internal access is very limited so would this method be approved?

Use of smaller material formats are acceptable from a transporation standpoint. Any applicable energy codes that this buildout should follow are outlined in PBS Interim Core Building Standards.

2 The scales for the Site Access Plan and the 01 Level Reference Plan, on Sheet A101, are incorrect as listed in the drawings. At these two Drawings the scales should be changed to read "Not to Scale". All other roof, demo and ceiling plans are drawn to the correct scale.

3 On page A103, Keynote 2, is the contractor responsible for reconfiguring the entire ceiling system in all areas where Keynote 2 is indicated?

Keynote #2 indicates to reconfigure above ceiling system as required to facilitate roof drain installation. Keynote #4 provides the geneal location of the roof drains. Ceilings and above ceiling compnents only need to be reconfigured in the general area of the roof drains, in order to complete the drain scope of work.

4 On page A103, what is the total square footage we should carry for the damaged ceiling areas requiring repair as identified by the keynote?

Assume 1/3 of the room area where Keynote 1 is listed.

5 The plans state torching a vapor barrier (F2), but the spec calls for an SA vapor barrier and primer.

Either method can be utilized.

6 Can you provide structural drawings notating uplift pressure requirements? Wind uplift criteria is noted per B6/A101.

7 What is the Rvaule the contractor needs to meet for code? Roof insulation thickness are to be provided as indicated in the Drawings.

8 Does the contractor need to pull a roofing permit for this project, or is GSA getting the permits?

Contractor is responsible for permits. Permits are not required for the roof replacement on federal property, but permits do apply on city property as applicable.

Want to send this one because I just came across it, the scale on the drawings is way off. Per my measurements on site and google earth. The scale that you have on the drawings are showing way less than what is there.

Will there be any update drawings with the correct scale? We will all need this in a timely manner due to the bid date being at the end of the month. Thank you.

9 Per the specifications under Section 07 54 23 – Thermoplastic Membrane Roofing, the membrane is described as:

PVC per ASTM D4434, Type II Reinforced with non-woven fiberglass However, the listed acceptable manufacturers appear to conflict with this requirement:

Carlisle SynTec membranes utilize a woven fiberglass reinforcement, not non-woven Duro-Last membranes utilize a polyester reinforcement, not fiberglass Given this discrepancy between the specified reinforcement type and the listed manufacturers/products, can you please clarify the following:

Are Carlisle and Duro-Last systems acceptable as listed, despite not meeting the non-woven fiberglass reinforcement requirement exactly?

Is the intent of the specification to allow equivalent reinforcement types (woven fiberglass or polyester) provided they meet ASTM D4434 performance requirements?

Or should the membrane strictly comply with non-woven fiberglass reinforcement, in which case the approved manufacturers list should be revised?

Please advise on the intended basis of design and acceptable manufacturers so we can ensure compliance in our bid.

Duro-Last was removed from the specifications as an accpetalbe manufacturer during GSA SME review.

It is suspected that the incorrect project manual has been issued with the Bidding Documents. The most current Project Manual is dated July 31, 2025 and is incorporated herein.

10 Per Detail F3, it notes the use of cold tar. CAN night work be performed for this project?

Work accomplished during Governmnet Unoccupied hours shall be performed at no addtional cost and should be included in the base bid per Section 01 14 00 1.3.

11 Working hours are provided in Section 01 14 00 1.3Also, can you confirm the anticipated working hours? Are weekend work hours permitted as well?
