Questions and Answers

Project Title: Region 4 Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) for the Job Order Construction Contract in the States of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee

The purpose of this document is to record questions and answers from the Solicitation that was posted to beta.sam.gov on April 21, 2021, for the above referenced project.

Q1: I am reaching out to you regarding Solicitation #47PE1921R0002 -- Region 4 Single Award IDIQ JOCC in States of AL, FL, GA, KY, MS, NC, SC, & TN. I was wondering if there is an incumbent contractor that fulfilled the same or similar efforts? If yes, could you please provide the incumbent contract ID and the Contractor's name for the effort? Additionally, I found multiple requirements on beta.sam.gov in various statuses; Are these efforts related to/ the incumbent contracts for Solicitation #47PE1921R0002?. Below I have attached the Notices.

Multiple Award IDIQ Alabama and Mississippi Multiple Award IDIQ Tennessee and Kentucky Multiple Award IDIQ North and South Carolina Multiple Award IDIQ North Carolina Multiple Award IDIQ Florida Multiple Award IDIQ Georgia

A1: This is a new contract requirement.

Q2: What is the ceiling for this IDIQ?

A2: See the R4 JOCC The Agreement, Section I. Subsection ID. (3) Maximum Limitation.

Q3: Price. Base on the supplement to the SF 1442, It appears that the government is seeking a mark up rate. However, this needs to be defined. Is the mark up to include all supervision, project management, qc. Safety, overhead, admin fees and profit?

A3: See the R4 JOCC The Agreement, Section II. Prices, Subsection II.A. Basis of Pricing.

Q4: We would like to submit offers for all geographical areas for SIN 333241-Food Service Equipment.

A7: No, You are to utilize this form and the Supplement to SF1442 to indicate the proposed bid factors for the base and the option years.

A8: Yes. On the Supplement to SF1442 document check mark the geographical location by indicating the bid factors for the base and all option years for only ONE (1) geographic area.

Q9: Do I need to send 3 separate emails proposals for the 3 Georgia markets we are interest in?

A9: Yes, a separate email proposal must be submitted for each geographic area evaluation.

A10: No, a bid bond is not required.

Q11: Please confirm copies of subcontractor agreements are to be submitted. If so, is the front page and signature page of each subcontractor agreement sufficient?

A23: No. Subcontractors must be located within the proposed geographic area within the last three

(3) years.

Q24: Is the geographical area specific to the specified states or would neighboring states be considered part of the geographical area?

Q29: On page 6 of the Solicitation H.C. (1) it states, “ the bid factors offered by the contractor may be negotiated during the source selection process.” Please explain this comment.

Q31: Solicitation, pg 35, para VII.A, Supplement to 1442 - Are no other pricing breakdowns (RS Means summaries) required?

A31: See the R4 JOCC The Agreement, Section II. Prices, Subsection II.A. Basis of Pricing.

Q32: Solicitation, pg 9, para II.E (1), Qualifications of Offerors - Offerors are instructed to complete the representations and certifications provided in Solicitation section VII.E

(Offerors Reps & Certs). Are offerors also required to complete those listed in Solicitation section IV (FAR/GSAR Solicitation Provisions)?

A32: No, Offerors are to complete the questions on the R4 C301 Certs_Reps.docx and submit as part of the Offeror’s proposal.

Q33: Solicitation, pg 30, para VI.F.1, Project Experience and Past Performance - Instead of requiring one project from each contract value range ($2K-$100K, $100K-$250K, and $2K-$250K), would the government consider allowing all 3 projects to be within the $2K to $250K range?

A33: No, Offerors are to submit 3 separate projects in the 3 separate contract value ranges.

Q34: Solicitation, pg 30, para VI.F.1, Project Experience and Past Performance - Offerors are currently instructed to provide projects showing experience in 7 trades through only 3 projects under $250K. Would the government consider increasing that value to $500K?

A34: No, the dollar value for the individual task orders range from $2,500 to $250,000.

Q35: Solicitation, pg 30, para VI.F.1, Project Experience and Past Performance - Are example projects required to have been executed within the region offerors are bidding?

A35: No.

Q36: Agreement, pg 23, para III.M (3) - Please confirm the requirement of 24-hour response time is intended for acknowledgement of receipt of a task order request and NOT the timeline for a full bid/proposal response.

Q36: Correct. Intended for acknowledgement of receipt of task order request.

Q37: Agreement, pg 10, para II.A.3, Basis of Price - Included in the list of costs which should be incorporated to create an “all inclusive” Bid Factor, the government has listed ‘Subcontractor Costs’ and ‘Subcontractor Mark-Ups’. However, there is no project scope being bid at this time and no way to predict what subcontractor’s costs or mark-up would be.

Please clarify the intent for including these costs into offeror’s Bid Factors and in what way these costs should be addressed within the Bid Factor.

A37: Since we are using the Facilities Construction Cost with RSMeans Data Book, all construction line items are known regardless of project scope and the contractors Bid Factor adjusts the line item pricing lower or higher depending on the anticipated costs in the specific geographic area. If a contractor believes the subcontractor costs and subcontractor mark-ups are higher in a particular geographic area, they should submit a Bid Factor that is higher to account for those anticipated costs. All contractor costs should be included in their bid factor by the proposal due date.

No Bid Factor will be renegotiated at the task order level

III.G. Contractor Performance Information

(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process.

CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment.

Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.

(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.

(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.

(4) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer http://www.sba.gov/ http://www.cpars.gov/ https://www.cpars.gov/lc.htm will request the name and email address of the person that will be responsible for the CR role on your award.

Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.

GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.

Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.
