Solicitation 47PE0719R0007, Amendment 0003, Page 2

The purpose of this amendment is to:

1. Revise paragraph two of Section II.C.(3) of the Solicitation, Additional Proposal

Requirements, on page 9 of the solicitation package, as follows. As a result of this change, no breakdown is required to be submitted with the proposal.

The Coefficients listed on the offer form should contain the offeror's Overhead Rate, G&A (General & Administrative Expense) Rate, and Profit. The offeror shall provide a breakdown of the Coefficient on a separate sheet showing the details that make up the Overhead Rate and the G&A Rate. The Profit can be shown as a single number with no details. The Offeror’s Overhead Rate and G&A Rate must be in compliance with the guidance contained in FAR 31.205.

2. Provide responses to questions received in response to the solicitation. Questions and Answers are provided starting on page 3.

**A signed copy of all RFP amendments shall be returned with proposal.**

ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.

Question Answer

What should be included within the contractors coefficient? (bonding , profit , overhead)

Contractors Coefficient should include contractor's G&A, Overhead, and Profit. The Coefficient should be adjusted for inflation for the base and each option year for the Construction Line Items. For the RS Means Coefficient, those prices are updated, revised and adjusted on an annual basis by RS Means, so this should be taken that into consideration in developing these factors. Bonding should not be included because this is handled as a separate line item on a task order basis, as applicable.

RS means has a line item for superintendent and a project manager but the government line item list does not. How do we cover this cost if the government PM developed the task order list from the government line item list?

There is no adjustment. If the task order price is developed using the Construction Line Item list, superintendent cost must be incorporated into the Coefficient. If the task order price is developed using RS Means, contractor has the ability to include the cost of superintendent in the price.

Knowing the government line item list does not have a line item for an on-site manager should we account for that cost as a non pre priced line item?

No. That cost would have to be incorporated in the contractors Coefficient when using the Construction Line Item list. Using RS Means, the contractor can list a PM as a separate Line Item

Are individuals with HSPD 12 security clearances allowed to escort workers or subcontractors that do not have a security clearance. ? If so how many persons can be escorted by 1 cleared individual?

GSA PMs/CORs should consider the type of project and proximity to escorted contractors when determining the number of personnel reasonably escorted by the same escort. It is suggested that 5-7 people per escort is typically manageable.

What should be included on the breakdown to be turned in for G&A and overhead? See revised language in this amendment (0003). The breakdown is no longer required to be submitted.

See question above . Does GSA have a form or template that we should use to meet the contract requirements? See revised language in this amendment (0003). The breakdown is no longer required to be submitted.

Can the government please provide a definition of what is considered G&A?

Per FAR 2.101: “General and administrative (G&A) expense” means any management, financial, and other expense which is incurred by or allocated to a business unit and which is for the general management and administration of the business unit as a whole. G&A expense does not include those management expenses whose beneficial or causal relationship to cost objectives can be more directly measured by a base other than a cost input base representing the total activity of a business unit during a cost accounting period.

Will the task orders have a mixture of line items from the government list and RS means?

No. Only one pricing method will be used to generate the cost estimate for each task order, at the government's discretion.

Is the intent of developing a task order to utilize the government line item list first with a coefficient and use RS means for additional items that might not be on that list with a separate coefficient?

No. The government's Construction Line Item list was developed based on items of work that are performed on a regular basis. The RS Means data is being introduced in order to increase the items of work that may be performed.

Can the contractor develop the task order list based off the RFP and submit to the government PM for review? No. The government is not looking for the contractor to generate their own Task Order list.

Can a on-site manager be added to the government line item list at an hourly rate similar to how a carpenter is on that list now?

Please see Section III.L. of the solicitation on page 67 of the solicitation package, Additional Terms Governing Task Order and Contract Line Items, regarding the potential addition of items of work during the contract term.

At at a recent pre-proposal site visit for the GA IDIQ/Partitions Contract; we were told that GSA was not going to use RS Means for that contract. Does GSA still intend to use RS Means- with a separate coefficient for this project?

Yes, RS Means is being used for this contract. Two sets of coefficients are to be provided, one for the Constructlion Line Items and one for RS Means.
