About this file

This statement of work outlines requirements for a design-build project to replace chillers and pumps and integrate a new building automation system at the C.F. Haynsworth Federal Building in Greenville, South Carolina. The General Services Administration seeks a single contractor to provide design and construction services, including removing an existing chiller from 1962, installing a new 150-ton water-cooled chiller, replacing three pumps, and integrating the building's existing INET-7 system onto a Schneider Electric StruxureWare virtual server. The contractor must be licensed in South Carolina and work is to be completed within 150 calendar days of the notice to proceed for a fixed price between $250,000 and $500,000. The statement of work provides extensive requirements for the project delivery approach, sustainable design, cost management, quality assurance, and scope of services. Appendices provide the owner's project requirements and details on existing HVAC equipment.

Using the information contained in the Submissions, Reviews and A-E Fee Table at 5.1 above, the A-E shall identify all major work activities, estimate hourly work effort of personnel by position title required to perform each activity, correlate these resource estimates with the listed fee amounts, and include this information in the progress payment schedule.

The DB Contractor shall furnish monthly progress reports, addressing completed/resolved issues and outstanding/awaiting resolution issues, to be used by the GSA to ensure that information is forthcoming from the team and that the DB Contractor is taking information provided to the next level of development.

4.1.3 Progress Review Meetings

Upon receipt of each monthly progress report, the GSA will hold a monthly progress review meeting with the DB Contractor to review work to date against the progress payment schedule, identify any outstanding issues, and determine the amount of work completed as a basis for determining the monthly payment due. The DB Contractor will submit monthly invoices to GSA based on the outcome of these progress review meetings.

In the event of a DB Contractor caused delay, the DB Contractor shall be responsible for taking all necessary actions to ensure that succeeding contract stages, phases, and submissions remain on schedule. In such event, the DB Contractor shall submit for GSA approval a plan for getting back on schedule and a revised progress payment schedule.
