Statement of Work

1. Project Title: MJPCH Fire Alarm Panel Replacement

2. Project Number: 18-009

3. Date: 16 February 2018

5. Building Location Hours: 0700-1700

6. Purpose: The intent of this project is to: Replace existing malfunctioning fire alarm panel components on various floors in Matthew J Perry Courthouse. Any interruption of the existing office operations or daily operation must be minimized.

The contractor shall provide all labor, materials and supervision to complete this project and work may have to be accomplished after hours or on the weekend at no additional cost to the U. S. Government.

8. Notice to Proceed:

8.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.

8.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees.

9. Period of Performance: 180 Days

9.1 Kick off meeting: TBD

9.2 Contractor Notice to proceed: TBD

9.3 Demolition: TBD

10. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in this SOW and all contract documents.

10.1 Demolition: In locations identified below, the contractor shall perform the following in Matthew J Perry Courthouse:

10.1.1 Room L419 – Remove existing Notifier 2020 fire alarm panel and three (3) each Notifier amplifiers.

10.1.2 Room 1103 - Remove existing three (3) each Notifier amplifiers.

10.1.3 Room 2220 - Remove existing three (3) each Notifier amplifiers.

10.1.4 Room 3220 - Remove existing three (3) each Notifier amplifiers.

10.1.5 Penthouse - Remove existing two (2) each Notifier amplifiers.

10.2 Renovation: In locations identified below, the contractor shall perform the following in Matthew J Perry Courthouse:

10.2.1 Room L419 – Provide and install new fire alarm control panel. New panel shall be compatible with existing field devices installed throughout the building and have sufficient capacity.

10.2.2 Room 1103 - Provide and install three (3) each new fire alarm amplifiers. New amplifiers shall be compatible with existing field devices installed throughout the building.

10.2.3 Room 2220 - Provide and install three (3) each new fire alarm amplifiers. New amplifiers shall be compatible with existing field devices installed throughout the building.

10.2.4 Room 3220 - Provide and install three (3) each new fire alarm amplifiers. New amplifiers shall be compatible with existing field devices installed throughout the building.

10.2.5 Penthouse - Provide and install two (2) each new fire alarm amplifiers. New amplifiers shall be compatible with existing field devices installed throughout the building.

10.2.6 Provide and program all new panels. Main fire alarm panel shall have bypass switches to disable the following: 1) Air handling unit shutdowns 2) Elevator recalls 3) Audio/visual notification circuits 4) Smoke pressurization fans and 5) Secure door lock release. Two hard copies of final programming points list and an electronic copy of the final programming points list in PDF format shall be provided to GSA.

10.2.7 Clean up area and remove trash from site.

11. Liquidated Damages: Liquidated damages of $229.89 per day will apply.

12. Other Requirements:

12.1 The Contractor shall submit a work schedule which will provide the most productive use of man hours without affecting the quality of the finished product; causing the least disruption to the tenant agency. Some work may need to be scheduled outside of normal business hours which are; Monday thru Friday 7:00AM to 5:00 PM at no additional cost to the government.

12.2 Contractor is responsible to move equipment or other items in use as required to perform work. Care should be taken to protect all non-affected areas. Work site shall be kept clean and neat at all times during business hours and the space shall be returned to the government for use each morning by 7:00 AM weekdays where occupied by federal employees.

12.3 This scope is not intended to be all inclusive. It’s the contractors’ responsibility to visit the site and to include all work necessary for a complete job. Work must meet all applicable codes, building standards, manufacturer’s requirements, and standards of workmanship. Contractor will provide or have on hand documentation needed to show removal/installation/application of material to show proper installation of items being installed.

12.4 Contractor shall warranty all materials and workmanship for a period of one year after acceptance of project completion.

12.5 Waste Diversion: NA

12.6 Purchase Equipment: Contractor shall purchase all equipment, supplies and components necessary for a complete and functional project.

12.7 Separate parking is not available during performance of this contract. Contractor may utilize existing parking facility during project.

12.8 All employees entering and leaving the facility shall be escorted at all times during performance of this contract. All contractors, employees, or subcontractors entering and leaving the facility during performance of this contract must have security / background clearances. This clearance shall be annotated on a Government provided Form.

12.9 A contractor project superintendent is required to be on site during project execution. This superintendent shall have a completed security clearance.

12.10 Clean entire work area at completion of project.

13. Submittals: All submittals shall be turned in electronically to GSA on GSA Form 2401 for approval.

13.1 Waste Diversion: NA

13.3 Product brochure/specifications : Fire alarm panel, Amplifier panel

13.4 Estimate: As required by Request for proposal.
