For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

Q1. Does the Combined Synopsis/Solicitation posted as solicitation number 47PE0618R0030 on FBO contain requirements similar to an existing contract or will this be a new requirement? If possible, please provide the current contract number.
A1. The solicitation contains requirements for the existing O&M contract in Asheville and Winston-Salem, NC. The current contract number is GS-04-P-15-EW-D-7018.
Q2. If the Offeror is an SBA certified joint venture, past performance will be accepted from either party or a combination of both parties. Will you accept submissions from offerors in teaming arrangements other than JVs?
A2. Yes, submissions from teaming arrangements will be accepted.
Q3. On the Cover Page to the solicitation (Page 1) it states that the due date in September 20, 2018 by 2:00 PM EST. In Section L.3 is says quotes shall be submitted NLT 2:00 PM EST, September 26, 2018. Which is the correct due date? (If I get a choice I will take the 26th September)
A3. The correct due date is September 20, 2018.
Q4. Section L.5, Volume I, RFP Documents – Do we have to submit Representations and Certifications if we are current and updated in SAM?
A4. Yes, even if you are a current contractor and your SAM record is updated up still have to submit the Representations and Certifications.
Q5. No Factor 1 “Minimum Performance Standards” worksheet was provided as an additional attachment. Only the PPQ for Factor 2, Past Performance was provided.
A5. The minimum Performance Standards worksheet is attached to section J as attachment J.25.

Under Factor 1 projects must be at least 40,000 Square feet or greater. In Factor 2 they must be at least 50,000 square feet or greater. I think this an error, because in Section M, under ratings, Factor 1 & 2 show 50,000 square feet. I think the 40,000 square feet or greater in Section L, Factor 1 needs to be changed to read “50,000 square feet”
A6. Yes, the 40,000 square feet or greater in Section L, Factor 1 should read 50,000 square feet.
Q7. Please see page 305 of Solicitation, Section L.3 which indicates RFI deadline is September 14, but earlier it states Sept. 7 on page 3.
A7. All questions pertaining to the solicitation is due no later than September 7, 2018; All answers will be posted in FBO no later than September 14, 2018.
Q8. Are both days guided tours with the two Asheville buildings toured on Wed, Sept 5 and the Hiram H. Ward building on Thurs, Sept 6?
A8. Yes, the guided tours will cover the Buildings in Asheville on Wednesday, September 5; and the building in Winston-Salem on Thursday, September 6.
Q9. To register for the guided site visit, do we contact Robert Stephenson and Ted Case? Or do we contact these folks only if we want to tour/inspect the facilities on our own time outside of the September 5 & 6 dates?
A9. Your email inquiry serves as notification that your company has intention to be in attendance for the site visit on the designated days. These dates are scheduled in order to have all interested vendors at the site visit on a specific date/time. Visits outside of the scheduled time frame are not encouraged but can be arranged with Robert (Asheville) and/or Ted (Winston- Salem) if/when their schedule permits as they both have daily duties they must accomplish.
Q10. Please tell me the $/month on the current contract for Ashville O&M?
A10. The current monthly price is $72,799.63.

The purpose of the site visit is to provide a guided tour of the work areas, so that proposers may ascertain the general conditions that could materially affect your proposal. However, you are expected to visit the site to become familiar with all the variables prior to completion of your quote.
We consider attendance at these site visits to be vitally important to the preparation of a cost effective debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

L.3. ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS
COMMERCIAL ITEMS
1. Replace paragraph (b) entitled “Submission of offers” with the following instructions:
LI.Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Only offers submitted onthe Standard Form (SF) 1449 will be accepted. At a minimum, offer must show --
i. Quote Instructions. Failure to provide all required documents or information may exclude the responder from further consideration.
ii. This is an electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to FedBizOpps.GOV under the applicable Solicitation Number. It is the responsibility of each Offeror to review the webpage for notice of amendments, updates, or changes to current information. All questions pertaining to this solicitation is due by September 7, 2018 at 2:00 PM EST.
iii. Offers shall provide pricing for transition effort. Transition pricing shall not include any pricing for operations and maintenance service efforts. See section L.5 “Quote Preparation Instructions” for further details.
Quotes shall be submitted as stated on the SF1449 no later than 2:00 PM EST, September 20, 2018.
L.4. GENERAL INSTRUCTIONS:
These instructions are designed to provide general guidance for preparing quotes as well as providing specific instructions on quote organization, format, and content. Offerors should include all documents and information requested and should be submitted in accordance with the instructions. The Offeror is cautioned to follow the instructions carefully, as the Government reserves the right to make an award based on initial quotes received without discussion.
However, the government reserves the right to conduct clarifications if the Contracting Officer later determines them to benecessary.
(a) If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer (CO) in writing with supporting rationale.
(b) The quote must be presented in a manner that clearly addresses the requirements, as set forth in the PWS. Quotes that are overly verbose or include marketing material may distract
