M. EVALUATION FACTORS FOR AWARD
M.1. FACTORS FOR AWARD
A. The proposals received in response to Solicitation 47PE0218Q0010 shall be awarded using Lowest Price Technically Acceptable procedures. A lowest price technically acceptable proposal is a proposal that offers the best price to the Government after minimum technical requirements have been met. Award may be made without negotiation or discussion. Therefore, offerors are requested to initially submit proposals to the Government on the most favorable term from a technical and price standpoint.
All proposals submitted will be evaluated on the basis of the evaluation factors listed below. It is the desire of the Government to perform an equitable and accurate assessment of each proposal. In order to accomplish this, offerors must submit proposals conforming to the structure described in Section L. Proposals which do not conform to all requirements may be rejected without further evaluation.
Technical proposals will be opened and evaluated prior to opening the price proposals. Evaluation of technical proposals will be based on the offerors responses to the technical criteria of this Request for Proposal. All factors are evaluated using the GO/NO GO decisional rule. Evaluation of price proposals will be based on the realism and reasonableness of the proposed price. The following categories will be evaluated using the scoring values as follows:
Adjectival Rating Assessment of Individual Factor
Acceptable GO The proposal meets all aspects of the standard for evaluation Unacceptable NO GO One or more elements of the Offerors Proposal does not meet the minimum requirement for the standard for evaluation.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements, is considered technically acceptable considering all factors as outlined in Section L, Contents in Technical Proposal, and offers the lowest price. Award may be made without negotiation or discussion. Therefore, offerors are requested to initially submit proposals to the Government on the most favorable terms from a technical and price standpoint.
Offerors failing to submit proposals conforming to the structure described in Section L will be rejected without further evaluation.
(1) Experience and Past Performance: Provide detailed information of current and previous contracts, a minimum of three (3), demonstrating substantive experience in buildings of similar size and complexity. Do not include any contracts that were completed more than three years ago.
(2) References: Offerors should give the reference check sheet contained in this document to a minimum of three companies listed in the Experience and Past Performance submissions. Reference check sheet should be returned under separate cover to GSA directly from Reference Source. Reference should complete the form and fax or mail to the Contracting Officer. Offerors are also permitted, but not required, to submit information on significant achievements or explain past problems they consider relevant to the proposed effort. Offerors shall be judged on the level, quality and satisfaction of services provided on current or past contract services, based on verification of references.
M.2. FORMULA FOR EVALUATION – PRICE PROPOSALS
The Total Evaluated Contract Price shall be the sum of the calculations computed by adding the following:
A. The total monthly price on the Bid Sheets multiplied by 12 months for the initial and each option year for janitorial services.
B. Plus, additional janitorial services x 400 hours.
The Total Evaluated Contract Price shall be the sum of the calculations in subparagraph 2-A and 2-B.
Any proposal which is materially unbalanced as to prices for the options and the initial contract period may be rejected as unacceptable. An unbalanced proposal is one which is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
M.3. FIXED PRICE CONTRACT PROVISIONS
This is a fixed price contract with economic price adjustment that provides for a price, which is not subject to any adjustments by reason of the cost experience of the Contractor in the performance of the contract, other than those provided for by the contract, as defined in FAR 16.203.
M.4. UNBALANCED BIDS
The Government may reject an offer as non-responsive if it is materially unbalanced as to price for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and some prices, which are significantly overstated for other work.
