1 PROJECT DESCRIPTION

This Statement of Work (SOW) is issued by the Public Buildings Service of the United States General Services Administration (GSA), Southeast Sunbelt Region, Atlanta, GA, hereinafter referred to as the “Government”, to obtain Design-Build Services of a Design Build General Contractor (DBGC) (also referred to as Offeror or Contractor) who shall be singularly responsible to satisfy the terms of the resulting contract.

This project shall provide design and construction services for the replacement of the existing CSO Screening Station located in the first floor lobby of the Abernethy Federal Building in Aberdeen, MS and for the alterations to the existing CSO Screening Station located in the first floor lobby of the U.S.

District Courthouse in Oxford, MS. The work required is shown on the design intent drawings and stated in the Owner’s Project Requirements.

The Design Build (DB) Contractor shall provide all labor, materials, and equipment to successfully fulfill all requirements of this scope of work.

Attendance at the pre-proposal site meetings (one at Aberdeen and one at Oxford) is mandatory for this project. If a Design Build Contractor does not attend these meetings, their cost proposal will not be considered for award on this project.

See Appendix A for the Owner’s Project Requirements.

1.1 Project Type

This is a Design Build project.

1.2 Project Goals and Objectives

GOALS:

The overall strategic project goal of the Design-Build Contractor is to provide successful design and construction services for the CSO Screening Station replacement and alterations meeting all the needs of the U.S. Marshal Service as shown on the design intent drawings and stated in the Owner’s Project Requirements.

OBJECTIVES:

Expedite execution of the Design-Build project delivery process with minimal interruption of the normal security screening process at each building in a good coordinated effort.

1.3 Project Delivery Approach

Work shall be performed by a qualified Design-Build contractor who follows the Design-Build project delivery method. The Design Build contractor is responsible for Design services provided by the Architect-Engineer firm during Project Design phase as well as Construction services provided during the Project Construction Phase. DB Contractor is responsible for all work performed by consultants during all phases.

1.4 Materials

Design and construction work shall comply, as a minimum, with the latest edition and most restrictive of all applicable national and local codes and standards that govern this facility. Designs shall be in accordance with the most restrictive of all applicable building code requirements.

2 GENERAL REQUIREMENTS

The requirements set forth in this section apply to all phases of the project as described in the Scope of Services section below.

2.1 Contract Parties and Contract Work

The parties to this contract are the Contractor, hereinafter referred to as the Design-Build (DB) Contractor, and the United States Government. For purposes of this contract, the office representing the Government is the General Services Administration (GSA), Southeast Sunbelt Region, Public Buildings Service, hereinafter referred to as the GSA.

The individual authorized to act on the behalf of the GSA in the administration of this contract is the GSA Contracting Officer. The GSA Contracting Officer may delegate certain of his or her authorities to others, and if so, will notify the DB Contractor in writing of the specific authorities delegated to, and limitations placed upon, named authorized representatives. The DB Contractor shall not take any direction, or act upon any information, from individuals other than those having the requisite authority as confirmed by the GSA Contracting Officer’s written notification.

This contract includes both Design Stage services and Construction Stage work, all to be performed by the DB Contractor. The DB Contractor shall proceed with the Design Stage services upon receipt of the GSA notice to proceed with that portion of the work. The GSA will issue a notice to proceed with the Construction Stage work upon completion of the Design Stage services and the GSA approval of the DB Contractor final Construction Document submission.

The DB Contractor shall be the Architect of Record for the project and shall bear all responsibilities and liabilities attendant thereto.

The specific activities, tasks, and deliverables required of the DB Contractor are further delineated in this Statement of Work.

2.2 Professional Ethics and Standards of Practice

In the conduct of all activities required for or otherwise related to the performance of the contract work, the DB Contractor shall conform to and uphold all established ethical principles and professional standards of practice governing the DB contractor segment of the construction industry, including the International Union of Architects (UIA) Accord on Recommended International Standards of Professionalism in Architectural Practice, the American Council of Engineering Companies (ACEC) Ethical Guidelines, and the tenets of professional ethics contained in the Design- Build Institute of America (DBIA) Design-Build Manual of Practice.

2.3 Project Delivery Team Roles and Responsibilities

In the performance of the requirements of this contract, the DB Contractor shall work in concert with other parties on the Project Delivery Team. The Project Delivery Team will include the U.S. Marshal Service, the GSA personnel, and other stakeholders. The GSA will develop, periodically update, and maintain throughout the course of the project, a listing of the Project Delivery Team membership and respective roles and responsibilities.

The GSA may engage other parties to perform specialized duties and requirements as appropriate for the project.

2.4 Owner’s Project Requirements (OPR)

The Design Stage services and Construction Stage work under this Statement of Work must comply with the GSA owner’s project requirements (OPR) documentation provided in Appendix A.

2.5 Budget

The cost range for this project shall be stated in the solicitation.

2.6 Schedule

Anticipated Award Date: First Quarter of FY2018

Total time for Design Phase of the project is 90 calendar days which includes design submission reviews. Total time for Construction Phase of the project is 60 calendar days from Notice to Proceed to Substantial Completion. The NTP for Construction will not be issued until the Contractor has all the materials ready to do the work. The intent of the project at each building is to get in and complete the work as quickly as possible to minimize down time.

Schedule delays: The DB Contractor will be responsible for any general conditions, extended overhead, and management costs resulting from work performed beyond the target date other than those resulting from Government initiated scope changes.

2.7 DB Contractor Team

The DB Contractor shall provide experts in disciplines listed in PBS-P100, Facilities Standards for the Public Buildings Service, and otherwise required in this section, with credentials as indicated, as they apply to this project. The DB Contractor shall provide sufficient staff of project managers, architects, engineers, superintendents, scheduling specialists, clerical and accounting personnel, etc. to perform the required work.

At a minimum, the DB Contractor key team members shall consist of the following:

• Project Manager

• Architectural Designer

• Quality Control superintendent

• Construction supervisor

The DB Contractor shall utilize the personnel named in its offer to perform the services required under this contract. In the event that any of the personnel named in the DB Contractor accepted proposal (incorporated into this contract by reference) become unavailable, the DB Contractor shall promptly submit a complete written resume for a proposed substitution, any other information necessary for the GSA to approve or disapprove, and a detailed explanation of the circumstances necessitating the proposed substitution.

In addition to the key team members, the DB Contractor shall provide administrative, clerical, and technical personnel as necessary to perform the services required under this contract.

During the performance of the services required under this contract, the DB contractor shall obtain the GSA written consent before making any substitution for subcontractors and outside associates or consultants specifically identified.

2.8 Performance Objectives

2.8.1 Standards and Criteria Documents

2.8.1.1 Applicability

All services must be conducted in accordance with the documents listed below. The applicable version of each document shall be the version current at the time of award of this contract. In the event of a conflict between the requirements stated in these documents and requirements provided elsewhere in this Statement of Work, the requirements in the Statement of Work will prevail.

2.8.1.2 Document List

U.S. Marshal Service Vol. III of Pub. 64

PBS-P100, Facilities Standards for the Public Buildings Service, including all applicable standards, criteria and guides listed therein. Design Stage submissions must comply with PBS-P100 Appendix A unless otherwise indicated in this Statement of Work.

Any conflicts or ambiguities within or among the referenced standards and criteria documents, or any deviations from requirements contained in the standards and criteria documents, must be reported to the GSA in writing, for determination as to applicability.

2.8.2 Sustainable Design/LEED®

The GSA is committed to incorporating principles of sustainable design and energy efficiency into all of its building projects.

The DB is responsible for incorporating the following sustainable design objectives in design and construction of this project. Designs shall meet the requirement of P100. The DB shall provide a narrative at each submission explaining how the design has incorporated sustainability.

3. Use Environmentally Preferable Products

4. Enhance Indoor Environmental Quality (IEQ)

5. Optimize Operational and Maintenance Practices

2.8.2.1 Green Purchasing Plan

GSA is required to buy recovered materials as designated by the U.S. Environmental Protection Agency (EPA) through the comprehensive procurement guidelines (CPG). Information can be obtained about the EPA list of designated products and accompanying recycled–content recommendations on the internet at www.epa.gov/cpg. Additional requirements for use of bio-based, rapidly renewable content, and recycled content materials are as per P100 2010 page 94.

2.8.2.2 C&D Waste Management Requirements

GSA's minimum requirement is to divert 50% of C&D waste from landfills/incinerators, with a higher goal of 70% diversion. The design specifications completed by the A/E must be consistent with these goals. The A/E must include the template Construction Waste Management and Disposal specification in the design. This document is a template and must be tailored to the project. The A/E must also include the C&D Waste Management Report form as an attachment to the specification.

2.8.2.3 Miscellaneous Green Requirements

In addition, the contractor shall develop the design in a way that implements the following environmental objectives:

• Eliminate or reduce the generation of hazardous waste and the need for special material processing (including special handling, storage, treatment, and disposal)

• Promote the use of nonhazardous and recovered materials

• Realize life-cycle cost savings

• Promote cost-effective waste reduction when creating plans, drawings, specifications, standards, and other product descriptions authorizing material substitutions, extensions of shelf-life, and process improvements

• Promote waste reduction through the use of duplexing (two-sides copying and printing) and electronic communications

2.8.3 Fire Protection/Life Safety

Except as otherwise indicated in referenced programming documents, fire protection and life safety design requirements must comply with PBS-P100, Chapter 7. As provided in PBS-P100 Chapter 7, NFPA 101 is the primary applicable standard. In cases where NFPA is silent on an issue, and IBC addresses the issue, the IBC requirement will apply.

2.8.4 O & M Requirements

Operations and Maintenance (O&M) Contractor support: The contractor performing work shall ensure that their price includes cost for paying the O&M contractor personnel for all support on the project. Such support could include, but is not limited to, draining and filling of systems, escorting of contractor personnel (during and after hours), operating or restoring fire alarm systems where placing system in bypass is required, disabling and enabling points are required, setting a fire watch, operating electrical or HVAC systems, tagging out of systems, or any other activity where the O&M contractor personnel are required in order to sequence the project requirements. The O&M contractor hourly price for this support is annotated in the O&M contract bid and shall be provided by the O&M contractor Contracting Officer.

2.9 Cost Management

2.9.1 Construction Cost Management

This contract is for a Firm-Fixed price for design and construction services.

2.10 Project Management Responsibilities

2.10.1 Communications Plan

The DB Contractor shall assist GSA in developing and complying with a project communications plan. This plan will be used and maintained throughout the project and modified as necessary to suit each project phase.

The DB Contractor’s contractual responsibilities is to GSA only and not to other contractors, tenant agencies or local community interests where the project is located. The DB Contractor shall direct all questions and requests from tenant agencies and local community interests to the GSA. Prior to contacting any parties other than the GSA regional personnel, the DB Contractor shall confirm all meetings and/or communications with the GSA.

The DB Contractor shall not release any oral, written or graphic information regarding this project to outside sources without obtaining prior consent from the GSA. All requests for information concerning the project must be referred to the GSA for response.

All presentations to non-GSA entities must be first approved by the GSA.

2.10.2 Detailed Project Schedule Development and Maintenance

The GSA overall project schedule is provided above in the Schedule section of these General Requirements.

Before starting any other work, the DB Contractor shall develop and provide a detailed schedule in Microsoft Project® or other approved scheduling software for completion of all Design Stage activities, tasks, and submissions required herein, leading up to and including the final construction documents submission(s). After the DB Contractor receives notice to proceed with the Construction Stage work, the DB Contractor shall provide and maintain a detailed schedule in Microsoft Project® for completion of all Construction Stage activities, tasks, and submissions required herein. The DB Contractor schedules shall itemize all required submission dates and review durations, and must conform to the milestones and durations provided in the GSA overall schedule and the Submission and Review schedule provided below in the Administration section.

The DB Contractor shall provide schedule updates to the GSA, showing progress on and completion of all required Design services and Construction work. If the schedule updates indicate that previously approved schedules may not be met, GSA will give immediate notice and request appropriate recommendations from the DB Contractor.

Refer to FAR 52.236-15 Schedules for Construction Contracts and to the Scope of Services Construction Delivery Phase section for additional schedule requirements.

2.10.3 Project Progress Meetings/Presentations

During the Design Stage, the DB Contractor shall host project progress meetings, and/or conference calls, with the GSA and the U.S. Marshal Service to keep all parties apprised of the design progress/status and the design submissions.

After construction begins, the DB Contractor shall conduct progress meeting(s) and subcontractor meeting(s). The DB Contractor shall also attend construction oversight meetings with representatives from the GSA and the Project Delivery Team.

2.10.4 Meeting Agendas, Attendance, Minutes and Correspondence The DB Contractor shall prepare and distribute an agenda for each DB Contractor hosted project meeting, in advance of the meeting date.

DB Contractor representation at all meetings shall include those individuals having knowledge of the agenda topics and authority to make decisions and commit resources.

The DB Contractor shall provide minutes of all DB Contractor hosted project meetings and presentations to all attendees identifying new and unresolved old action items and associated responsible parties. Minutes must be provided within seven calendar days after each meeting.

2.10.5 Design Quality Assurance

The GSA requires that DB Contractor design submissions undergo design review. The GSA and the U.S. Marshal Service will conduct reviews of all DB Contractor design submissions. In addition to these reviews, the following design quality assurance services will be performed during the Design Stage as further indicated under the Scope of Services below.

2.10.5.1 Owner’s Review

GSA will perform the owner’s reviews and provide thorough and detailed written review comments. The purpose is to ensure that established functional, aesthetic and other requirements of the project are satisfied.

GSA will conduct owner’s reviews to assure that:

• The design is responsive to the U.S. Marshals program goals, objectives and priorities.

• The renovated facility can be efficiently operated and maintained.

• The design adequately and efficiently accommodates the project requirements.

• Interests of local community groups and other external stakeholders are considered and accommodated to the extent possible.

2.10.5.2 Codes and Standards Review

GSA will perform codes and standards reviews and provide thorough and detailed written review comments. The purpose is to ensure that the proposed design complies with applicable regulations, codes, and standards referenced in the standards and criteria documents listed above under performance objectives.

2.10.5.3 Constructability

Constructability of the project as designed is the sole responsibility of the DB Contractor. To ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency, the DB Contractor should assure that:

• The level of design complexity is consistent with the project’s schedule and budget constraints.

• Materials, processes, equipment and labor are appropriate and available.

• Construction work required is in conformance with standard construction practices, and equipment, products, materials, fixtures, etc. are readily available in the marketplace, to the maximum extent possible.

• Building systems are compatible and viable.

• Drawings and specifications are complete and thoroughly coordinated among disciplines.

• Defects, omissions, inconsistencies, conflicts, and ambiguities in documents are identified.

• Drawings are coordinated for multiple construction phases, if applicable.

• Existing conditions are shown correctly and adequately.

• Construction details are appropriate, complete, thoroughly described and workable.

• Construction documents and construction phasing provide for continuous use of all building systems (including phone, data, fire alarm, security etc.) during all construction.

• Construction duration, phasing, and subcontracting plans are reasonable and logical.

2.10.5.4 Design Review Procedures

The DB Contractor will coordinate all design reviews, and prepare design review reports. For the DB Contractor final CD submission, the DB contractor will coordinate with the reviewing parties as necessary to reconcile any conflicting comments and consolidate all reconciled design review comments into the final documents.

• All reviewing parties are required to return comments no later than 7 calendar days prior to the end of the corresponding review period shown in the Design Stage Submission and Review Table in the Administration section below.

• The DB Contractor will prepare and submit the design review report with written responses within 14 calendar days after comment due date.

2.11 Electronic/Print Media

2.11.1 Computer Aided Design (CAD) Standards

Starting with the design development submission all drawing materials provided by the DB Contractor, including final as-built drawings, must conform to the GSA PBS computer aided design (CAD) standards. Go to http://www.gsa.gov/cifm for requirements.

2.11.2 Other Electronic Documents

In addition to any hardcopy submission requirements, all design submissions must also be submitted in an electronic format. All electronic media must be in a form readable by standard office automation applications.

Other documentation required as needed:

Project Team Directory – Contractor shall provide an updated directory of contact information for all companies, subcontractors and project team members who are engaged on this project.

Schedules – Contractor shall provide schedule updates throughout the project.

Meeting Minutes – Contractor shall provide meeting agendas, records and minutes for all applicable meetings as designated by the GSA PM.

Project Correspondence – Contractor shall manage and maintain all incoming and outgoing correspondence and associated logs for all correspondence related to the project.

Contract Management – Contractor shall provide administration of all contract tasks related to the project.

Pay Applications Requests (Invoices) – The Contractor shall submit draft invoices for review by GSA. Once the invoices are approved by GSA, then the invoices should be submitted to GSA per the instructions given by the Contracting Officer.

Design Drawings/Design Packages – Contractor shall submit design drawings and design packages.

Design Review Comments – Contractor shall provide and/or respond to design comments related to his/her role in the project team Daily/Progress Reports – The Contractor shall maintain construction progress reports, daily reports/logs, and documentation of inspections.

Inspection Reports – Maintain inspection reports on materials and/or workmanship to assure compliance with all construction requirements.

Safety/Injury Reports – Maintain reports on construction contractors' compliance with current safety regulations and standards.

Punch lists – Maintain list(s) of observed defects and omissions.

Request For Information (RFI) – Request for Information shall be provided and responded to by the Contractor.

Issue Tracking – Contractor to log and respond to issues that are related and affect other stakeholders within the project team.

Submittals –Contractor is responsible for providing submittal documentation and tracking the submittal process.

Change Management – Contractor shall be responsible for reporting potential changes and logging Requests for Change Orders. The Contractor shall also provide and manage all documentation supporting Requested Change Orders.

Shop Drawings – The Contractor shall provide all shop drawings for review by GSA.

As-built Drawings and Specifications – The Contractor shall record all approved specifications as well as all as-built construction documents.

GSA reserves the right to require the Contractor to provide other documentation not mentioned above that is needed to support the project.

2.11.3 Plans and Specifications

Provide electronic plans and specifications at each required design development and construction documents submission.

2.12 DB Contractor Personnel Security Requirements

In the performance of work required under this contract, all DB Contractor personnel must present proper identification to gain access to occupied building areas housing federal operations. DB Contractor personnel refers to DB Contractor employees and subcontractor employees at all tiers.

DB Contractor personnel requiring daily/weekly access to occupied building areas housing federal operations, over a period of 180 days or more, shall undergo background investigations conducted by the United States Government, and will be issued Government-wide standard secure and reliable forms of identification issued by the federal Government (i.e., federal personal identity verification (PIV) credentials) as required under Homeland Security Presidential Directive-12 (HSPD-12).

Credentialed DB Contractor personnel must wear their PIV credential cards visibly above the waist at all times while in occupied building areas housing federal operations.

All other DB Contractor personnel requiring access to occupied building areas housing federal operations will be issued visitor badges upon entry, must wear their visitor badges visibly above the waist, and must surrender their visitor badges upon exit.

All non-PIV credentialed DB Contractor personnel must be escorted at all times (including after hours) while in occupied building areas housing federal operations. The escort must be a PIV credentialed individual who has been found suitable after completion of the required background investigation. An exception to this requirement will be provided for DB Contractor personnel requiring daily/weekly access to occupied building areas housing federal operations, over a period exceeding 10 days but less than 180 days. These individuals shall undergo a law enforcement check. Those who receive favorable results will be granted unescorted access to specified building areas. Those who receive unfavorable results will be denied any access to occupied building areas housing federal operations, pending completion of any adjudication and/or appeal process or final determination.

2.12.1 Law Enforcement Checks and Background Investigations

The GSA will designate a Department of Homeland Security (DHS) Federal Protective Service (FPS) representative to coordinate the required law enforcement checks and background investigations. The DB Contractor shall justify the need for and obtain the GSA approval of all requests for DB Contractor personnel law enforcement checks or background investigations, before initiating further action.

For each DB Contractor employee (including subcontractor employees) required to undergo a law enforcement check, the DB Contractor shall provide a legible ten-print fingerprint submission.

For each DB Contractor employee (including subcontractor employees) required to undergo a background investigation, the DB Contractor shall provide the following documents:

• A completed Questionnaire for Non-Sensitive Positions (Standard Form 85)

• A legible ten-print fingerprint submission

• A Declaration for Federal Employment (Optional Form 306) with items 1, 2, 8 through 13, 16, and 17a completed (or a document containing the same information)

The required forms may be downloaded from the GSA website at: www.gsa.gov/forms .

The GSA does not provide fingerprinting for DB Contractor personnel requiring law enforcement checks or background investigations. Fingerprinting may be obtained from local or state law enforcement agencies. Any fees charged by these agencies shall be non-reimbursable.

The DB Contractor shall provide the documents required above to the GSA or directly to the designated DHS FPS representative, at least 30 days before the subject individuals will require daily/weekly access to building areas housing federal operations. The documents required for each applicant shall be provided in a separate sealed and secure envelope.

DB Contractor personnel for whom background investigations have been requested must appear at least once in person before the designated DHS FPS representative and present two acceptable original identity source documents. One of these documents must be a valid (unexpired) picture ID issued by a state government or the federal government.

DB Contractor personnel requiring daily/weekly access to building areas housing federal operations may be in possession of previously issued valid federal PIV credentials. For each such DB Contractor employee (including subcontractor employees), the DB Contractor shall provide evidence verifying that the employee: (1) possesses a valid (unexpired) federal PIV credential; and (2) has undergone the required suitability or national security level investigation comparable to or higher than that required on this contract. If both of these conditions cannot be met, a new background investigation shall be required.

2.12.2 Credentialing and Return of Credentials

A federal PIV credential may be issued after an initial background check has been completed. If the ensuing further background investigation results in a preliminary finding that the subject individual is unsuitable to occupy a position at the designated sensitivity level, the PIV credential may be revoked and the subject individual denied access to building areas housing federal operations pending completion of any adjudication and/or appeal process or final determination.

Unsuitable individuals may be escorted out of building areas housing federal operations by DHS FPS, Immigration and Customs Enforcement (ICE), or other law enforcement entities, if necessary to protect government employees, property, and interests.

To receive an approved PIV credential, the applicant must appear in person before the designated DHS FPS representative and again present an original valid (unexpired) picture ID issued by a state government or the federal government. Additionally, the applicant must sign an affidavit attesting to acceptance of the PIV credential and related responsibilities.

The DB Contractor immediately shall deliver to the GSA each federal PIV credential obtained for performance of this contract, under whichever of the following conditions occurs earliest:

• Receipt of notification from GSA that the PIV credential has been revoked

• Determination that the subject individual no longer requires daily/weekly access to building areas housing federal operations

• Release of the subject individual from DB Contractor or subcontractor employment http://www.gsa.gov/forms

• Completion of subcontract work (for PIV credentials issued to subcontractor employees)

• Expiration of this contract

In the event that a DB Contractor PIV credential is damaged, lost, misplaced or stolen, the DB Contractor immediately shall notify the GSA and, if needed, request a replacement. Damaged PIV credentials shall be returned to the GSA.

2.12.3 Subcontracts

The DB Contractor shall incorporate provisions in all applicable subcontracts as necessary to ensure compliance with all requirements provided in this DB Contractor Personnel Security Requirements section.

2.13 Document Security

Sensitive but unclassified (SBU) building information will be generated and/or must be disseminated to and stored by various parties in the course of executing this project. SBU building information is information that, if misused, poses a potential security risk to a building, its occupants and visitors, and/or its contents. The DB Contractor shall comply with the following requirements regarding SBU building information.

2.13.1 Documents

As used in this section, the term “documents” means any media or devices used to capture, store, and transmit information, including printed images and electronically or optically stored forms of graphic and written information, as well as physical or virtual models.

2.13.2 Identification and Labeling/Marking

Original DB contractor generated documents that contain building information must be reviewed with the GSA to identify any SBU content, before the original or any copies are disseminated to any other parties. If SBU content is identified, the DB contractor shall affix SBU document labels/markings to the original documents and all extant copies, as instructed by the GSA, prior to any dissemination.

2.13.3 Copying from Labeled/Marked Documents

Any documents containing SBU content copied from SBU labeled/marked documents must have the same SBU labels/markings affixed, unless the copies are redacted and reviewed as provided below.

2.13.4 Redacting

The DB Contractor may redact complete or partial copies of SBU labeled/marked documents to remove or completely and unalterably obscure the SBU content. The DB Contractor shall review the redacted copies with the GSA to ensure that all SBU content has been removed or obscured.

Copies so redacted and reviewed are no longer subject to these requirements regarding SBU building information.

2.13.5 Safeguarding and Storage

The DB Contractor shall properly safeguard any documents bearing SBU labels/markings at all times while those documents are in DB Contractor possession. Access to such documents when in use by the DB Contractor must be limited to individuals having a need to know the content in order to perform work required under this contract. When not in use, SBU labeled/marked documents in DB Contractor possession must be securely stored such that they can be retrieved only by those individuals having a need to know the content.

2.13.6 Dissemination

Other than within the Project Delivery Team, the DB Contractor shall disseminate SBU labeled/marked documents only to parties assigned or authorized to perform a role in the execution of the project and having a resultant need to know the document content. Documents may be disseminated in face-to-face meetings, by courier or secure shipment with evidence of delivery, or by electronic transmission. Electronic transmission of SBU information shall be encrypted as provided in current National Institute of Standards and Technology (NIST) data encryption standards and cryptographic module security requirements for processing SBU information.

2.13.7 Destruction

SBU content that is no longer needed shall be purged from all SBU labeled/marked documents and destroyed, or the complete document shall be destroyed, such that the SBU content is rendered unreadable and incapable of being restored. Data storage devices containing SBU information that is no longer needed shall be destroyed or the SBU content shall be erased using a permanent erase utility or comparable method.

2.13.8 Reporting

The DB Contractor immediately shall report to the GSA any known or suspected instances of improper dissemination of SBU information, or other circumstances in which the security of SBU information may be compromised.

2.13.9 Subcontracts

The DB Contractor shall incorporate provisions in all applicable subcontracts as necessary to ensure compliance with all requirements provided in this Document Security section.

2.14 Record Keeping

The DB is responsible for preparing correspondence and other documentation and maintaining accurate and detailed records of the project's progress during each Phase. The DB is responsible to maintain records so as to facilitate document storage and retrieval. Refer to the Scope of Services section below for detailed requirements for project documentation.

2.15 Construction General Requirements

The construction specifications must be prepared following the GSA MasterFormat 2004 Version and must include Division 1 General Requirements. Additional Construction Stage requirements are provided in the Construction Stage section of the Scope of Services below.

3 SCOPE OF SERVICES

The DB Contractor shall perform all services described in this Scope of Services (including services required under exercised options, if any) in accordance with applicable requirements and provisions set forth in the General Requirements above.

3.1 Design Stage

3.1.1 Construction Documents (CD) Phase

3.1.1.1 CD Coordination

3.1.1.1.1 Construction Work Sequencing and Coordination Plan

Submit a detailed breakdown of the planned construction work sequencing, timing, and required coordination among the DB Contractor and the subcontractors.

3.1.1.2 In-Progress CD (65% Complete Design) Submissions

For all construction work to be performed, prepare and submit the in-progress (65%) CD submission in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work. The submission shall consist of plans and specifications.

3.1.1.3 Pre-Final CD Reviews

Reconcile review comments, and provide the GSA with written responses to all comments.

3.1.1.4 Pre-Final CD (95% Complete Design) Submissions

For all construction work to be performed, prepare and submit the pre-final (95%) CD submission in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work. The submission shall consist of plans and specifications.

3.1.1.5 Pre-Final CD Reviews

Reconcile review comments, and provide the GSA with written responses to all comments.

3.1.1.6 Final CD (100% Complete Design) Submissions

For all construction work to be performed, prepare and submit the final (100%) CD submission in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work. The submission shall consist of plans and specifications.

3.2 Construction Stage

Upon receipt of notice to proceed for the Construction Stage work, the DB Contractor shall perform all services described in this section as a part of the Construction Stage work. Construction shall not interfere with the current tenants of the federal building. The majority of the construction work shall occur after normal working hours as to not interfere or disrupt the current security screening process at each building.

3.2.1 Construction Delivery Phase

3.2.1.1 Construction Start Coordination

3.2.1.1.1 Pre-Construction Conference

Participate in the pre-construction conference.

3.2.1.1.2 Pre-Construction Photographs

The DB Contractor may want to submit pre-construction photographs for the record of damaged areas not specified to be repaired or replaced in this contract.

3.2.1.2 Construction Administration

3.2.1.2.1 Schedule of Values

Prepare and submit a schedule of values for GSA approval.

3.2.1.2.2 Construction Delivery Phase Record Keeping

Provide record keeping as stated in this SOW.

3.2.1.2.3 Construction Progress Reporting

Provide progress reporting as stated in this SOW.

3.2.1.2.4 Construction Safety Program

DB Contractor shall submit their safety plan to GSA for approval which will be reviewed for adherence throughout the project.

3.2.1.2.5 Project Progress Meetings

Coordinate progress meetings as stated in this SOW.

3.2.1.2.6 Construction Schedules

The DB Contractor shall provide and maintain construction schedules in accordance with the requirements of this SOW.

3.2.1.2.7 Submittal Processing

Prepare and submit a submittal schedule as required in this SOW. Ensure that all subcontractors understand, agree to, and conform to their respective roles, responsibilities, and timeliness requirements for submittal processing.

Promptly correct and resubmit any submittals returned unapproved, allowing sufficient time for re-review in order to maintain the project schedule.

Upon receipt of submittal approvals, coordinate as necessary with all involved subcontractors.

Refer to FAR 52.236-21, Specifications and Drawings for Construction, for further submittal and shop drawing review requirements.

Expedite the processing of submittals to minimize approval times.

3.2.1.2.8 Inspections and Testing

Develop an overall inspections and testing plan (if applicable).

3.2.1.2.9 Clarifications/Requests for Information/Change Orders

Each RFI must include a specific description of the issue requiring clarification, citing the specific related contract document item requiring clarification. RFI’s should only be submitted after performing due diligence to confirm that the contract requirements in question are in fact unclear or otherwise inadequate.

Upon receipt of the response to each RFI submitted, coordinate the response with all involved subcontractors to ensure understanding and appropriate action.

3.2.1.2.10 DB Contractor As-Built Drawings and Specifications The DB Contractor shall update drawings (as-built drawings) and specifications (as-built specifications), at least monthly, to document changes that occur during construction.

3.2.1.2.11 DB Contractor Payment Requests

Update the construction schedules monthly prior to each payment request. Provide documentation evidencing the cost of work performed or materials stored which will be included in the payment request. Acceptance of costs shall be in accordance with FAR

31.105 and 31.2.

Before submitting each payment request, meet with GSA to review the advance copy of the construction progress report. Ensure that GSA is in agreement as to the progress of the construction work and the value of the work completed.

Based upon agreed value of work completed, submit monthly payment requests to the

GSA.

3.2.1.2.12 Construction Checklists

Complete the construction checklists as the work is accomplished.

3.2.1.3 Turnover Process

3.2.1.3.1 Substantial Completion

Prior to substantial completion, assist the GSA in conducting a pre-final walk-through.

3.2.1.3.2 Punch-List

After the GSA certification that the work or each designated portion thereof is substantially complete, assist the GSA in conducting a final inspection and preparing a punch-list documenting remaining work.

Participate with the GSA in conducting follow-up inspections to administer resolution of punch-list items.

3.2.1.3.3 Operation and Maintenance (O&M) Manuals Submittal

Prepare and submit complete and properly organized O&M manuals at the completion of the project (if applicable).

3.2.1.3.4 Warranties, Guarantees and Certificates

Prepare and submit warranties, guarantees, and certificates, ensuring that the GSA rights and responsibilities are clearly defined.

3.2.1.3.5 Final As-Built Drawings and Specifications

The DB Contractor shall prepare and submit final CAD as-built drawings and electronic as-built specifications for review and approval at the completion of the construction.

3.3 Closeout Stage

3.3.1 Final Project Photographs

Not used.

3.3.2 OPTION Building Preservation Plan (BPP)

Not Used

3.3.3 DB Contract Closeout

Resolve all remaining punch-list items.

Submit release of claims.

4.2 Payment for Construction Delivery Phase Work

Refer to FAR 52.232-5 Payments under Fixed-Price Construction Contracts and FAR 52.232-27 Prompt Payment for Construction Contracts.

4.3 Travel

Unless otherwise indicated in the Scope of Services sections, the DB Contractor is responsible for travel costs to support the requirements contained in this Statement of Work, including all progress meetings, reviews, and site visits. The DB Contractor shall assume all travel will be within the vicinity of the project site.

4.4 Reproduction and Delivery

Printing, reproduction and delivery costs necessary for execution of this contract shall be included the contract price.

APPENDIX A - Owner’s Project Requirements

CSO Screening Station at Aberdeen, MS

Provide design and construction services for the replacement of the existing CSO screening station including a new CSO station counter and desk area with ballistic railing and glass, relocating the existing x-ray machine and metal detector, removing existing desks and related furniture, adding a ballistic gun closet with gun lockers inside, installing a new transaction window with deal tray and counter at the CSO station, constructing gate and railings and counters as shown on the design intent drawing, relocating the existing mail cabinet to the location shown on the design intent drawing and making space adjustments as required for the cabinet to fit, and providing the required electrical service for the metal detector, x-ray machine, CSO desk, and Gun Closet. At the CSO station desk area, the desk shall have drawers, and there shall be grommet holes in the counter for electrical wiring/cables. Provide a door release from the CSO desk area to the Gun Closet door. Provide a light with a switch in the Gun Closet.

CSO Screening Station at Oxford, MS

Provide design and construction services for alterations to the existing CSO screening station including modifications to the CSO station (desk area), relocating the x-ray machine and metal detector, removing existing enclosures for the x-ray machine and metal detector, adding an optical exit turnstile, adding a ballistic gun closet with gun lockers inside, adding a ballistic rail and glass partition by the gun closet and metal detector, replacing the ballistic glass and the transaction window around the CSO station, constructing railings and counters as shown on the design intent drawing, and providing the required electrical service for the optical exit turnstile, metal detector, x-ray machine, and Gun Closet. All new materials used in the alterations shall match finishes and design existing at the current CSO screening station. Optical exit turnstile shall be Glassgate 300 V2 by Fastlane or equal. Provide a door release from the CSO desk area to the Gun Closet door. Provide a light with a switch in the Gun Closet.
