About this file
This document is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract and accompanying Request for Information (RFI) Responses for the Piegan Housing Complex Parking Garage project (47PD5526R0046), issued by the PBS Office of Acquisition Management/Acquisition Project Delivery Contracting Division West/Contracting Branch E in Washington, DC.
The amendment (0001, effective 9/17/2026) provides responses to 19 RFIs submitted by prospective contractors regarding the construction project. Key clarifications include: an administrative Notice to Proceed (NTP) will be issued prior to the construction NTP to allow time for submittal review and long lead item procurement; pre-alteration hazardous material survey/testing is not required; water and electricity are available onsite with contractor responsibility for meter pole installation; PDF redlines (not CAD drawings) are acceptable for as-built documentation; design and specification manuals are not required as this is construction-only work on a 7-bay garage; geotechnical recommendations override drawings regarding unsuitable material removal and structural fill requirements; geotechnical observation, earthwork, and concrete testing must be third-party subcontracted by the general contractor as a separate contract line item while GSA handles structural observations; fire protection engineering subcontractors and sprinkler/fire alarm systems are not required; detail sheets 2-S4.00, S-S4.01, and 2-S4.02 are the only detail sheets available; R-49 blown-in fiberglass insulation (not spray foam) is required for the attic; overhead doors require minimum R-7 thermal rating with three-button interior control, programmable exterior keypad, and two remote operators; 1-hour fire barriers separate garage bays with specific assembly requirements; cove electric heaters constitute the entire heating system with no mechanical ventilation or carbon monoxide detection required; 1-inch water service line pricing should include separate allowance for curb stop replacement; heat cable for gutters is rough-in only; and access control, video surveillance, and intercom/PA systems are excluded from scope. The offer due date remains 09/30/2026 by 4:30 PM MST, and all other terms and conditions remain unchanged.

Piegan Housing Complex Parking Garage- 47PD5526R0046 RFI Response Sept 17, 2026
1. Will an administrative NTP be issued prior to a construction NTP to allow time for submittal review and long lead items? 120 calendar days will not be long enough if that includes preconstruction activities.
Yes, an administrative NTP for submittals and procure of long lead items will be allowed.
2. Please confirm which hazardous material testing applies to this project from solicitation section 2.10, if any. We do not see a need for any hazardous material testing.
Pre-Alteration Survey / Testing is not required
3. Is water available onsite for contractor use?
Per CBP - Water is available onsite, via the closest housing unit, at least until we have a hard freeze.
4. Is electricity available onsite for contractor use?
Per CBP - Electricity is available, but the contractor would have to put in a meter pole at either the location of the garages or where job trailers go in the gravel lot near the housing dumpster.
5. Please confirm red-lined as built are acceptable. Please confirm CAD drawings are not required.
PDF redlines are acceptable. They will be reviewed for legibility. Please ensure information is neatly documented.
6. The solicitation package references some design and spec manual requirements. Please confirm there is no design or spec book requirements to be provided by the contractor on this project.
From solicitation package – “Sections 1.4 and 4.1 state this is design-bid-build.
5.4.3 states for us to provide a spec manual from final design.
II.D. Technical proposal states for us to submit a plan for managing the design.”
These requirements are not applicable. This solicitation is construction only. Design and specifications are 100% complete and provided as part of the solicitation.
7. Please confirm the apartment-building work and the site-wide pole-light replacement are not part of this proposal package.
Project consist of the 7-bay garage only. Light poles and existing building work is not included in this contract.
8. The geotechnical report states that uncontrolled fill containing organics extends to a depth of approximately 3 feet below existing grade and that "all existing fill materials should be removed from the entire site under all construction areas (building and driveway/parking) and replaced with Structural Fill." The report further recommends that the building floor slab be supported on a minimum of 12 inches of structural fill and 4 inches of crushed base course. Drawing 2-C2.00 Detail 1 Note 2 requires only that native material be scarified to 12 inches and recompacted, and no sub-slab section or unsuitable-material removal is shown on the civil or structural drawings. The report also states that the borings "were not completed to exactly quantify the depth of removal of unsuitable material." Please confirm the required extent and depth of unsuitable-material removal and structural fill replacement beneath the building and paved areas.
Per Engineer of Record - The direction of the geotechnical report override the drawings.
Concrete slab section is shown on 5/2-S4.00 for interior and 4/2-S4.00 for exterior slabs. On Detail 2-C2.00 (asphaltic paving) not 2 should be revised to meet the Geotech and 1’ of the subgrade should be proof rolled/compacted, not scarified per the note.
9. Drawing 2-S0.02 Note A states that "Special inspections shall be completed by an approved independent agency employed by the Owner," and that structural observations shall be completed by the Engineer of Record. Specification 01 4000 §2.02.C.6 likewise refers to "GSA’s agency." SOW §4.8 requires the Contractor to obtain and include the cost for special inspections as a separate line in the Contract Sum. Please confirm which party employs and pays for (a) the special inspection agency required by IBC Section 1705 and the tables on Drawing 2-S0.02, (b) the geotechnical observation and earthwork testing required by the geotechnical report, and (c) the Engineer of Record’s structural observations.
Geotechnical observation, earthwork and concrete testing should be third party subcontracted by proposing GC. Provide this as a separate line in the Contract Sum. Structural observations will be handled by GSA.
10. SOW §2.9.4 requires the Contractor to engage a separate subcontracted Fire Protection Engineering firm employing at least two qualified fire protection engineers to witness acceptance testing. Drawing T0.01 identifies the building as a detached, non-sprinklered Type VB, Occupancy U structure of 2,520 square feet. The drawing set contains no fire protection or fire alarm sheets, and the project manual contains no Division 21 or Division 28 specifications. Please confirm that SOW §§2.9.1 through 2.9.4 are not applicable to this project and that no sprinkler work, fire alarm work, or third-party Fire Protection Engineering subcontractor is required. If any portion applies, please identify the specific system and the governing design documents.
Sections do not apply. Subcontracted FPE is not required. There are no fire protection items beyond fire rate wall, door and frame.
11. Drawing 2-S1.00 Note A directs the Contractor to "See 2-S4.00–S4.10 for typical foundation details," and Drawing 2-S2.10 Note A directs the Contractor to "See 2-S4.10–S4.20 for typical wood framing details." Can these sheets be provided?
Per Engineer of Record - Detail sheets are 2-S4.00, S-S4.01 and 2-S-4.02 are the only detail sheets.
12. Drawing T0.01 requires a minimum attic value of R-49 and Specification 07 2126 §2.02.B.2 specifies R-49, while Specification 07 2119 references an R-value of 54. Specification 07 2119 requires foamed-in-place insulation "at roofs along grid 2" and "from grid 2 north," although no foamed-in-place insulation is shown on any drawing and the referenced location cannot be reconciled with the building geometry, in which Grids 1 and 2 are the two long walls of a 30-foot by 84-foot building under a 3:12 gable roof. Please confirm the required attic R-value and identify on a drawing the exact area, depth and R-value of foamed-in-place insulation required by Specification 07 2119, or confirm that blown insulation per Specification 07 2126 applies throughout and that Specification 07 2119 is not applicable.
Per Engineer of Record - Specification 07 2119 Foamed in Place Insulation does not apply to the attic. No spray foam is required in the attic. The attic will be insulated with fiberglass blown in insulation to an R value of 49. This thickness will be slightly compressed at the eave vent baffles.
In other spec sections, airtight sealing is required around the windows and doors which can be obtained with either spray foam insulation or fiberglass batts.
13. The door schedule identifies seven 10′-0″ by 9′-0″ insulated metal sectional doors without a stated thermal value. Drawing T0.01 states a maximum garage door value of U-0.31, while Specification 08 3613 §2.02.A.4 requires a minimum of R-7. Please confirm the governing thermal requirement. Regarding operators, Hardware Set HDW-6 requires an electric operator, remote opener and exterior mounted keypad opener with code, and Drawing 2- E2.10 Keynote 5 requires a push button control and two remote controllers per door, while Specification 08 3613 §2.03.D provides only an interior three-button momentary-contact control station. Please confirm whether exterior keypads and two remote controllers per door are required in addition to the interior control station.
Per Engineer of Record - The U value on sheet T0.01 refers to the code requirements. In this case the U0.31Max converts to a Minimum R3.2. But the specification require a Minimum R7.
The specifications should be followed for a minimum R value of 7.
The overhead doors shall receive all the controlling hardware called out in the Construction Documents. This includes:
Three button interior control station Programable exterior 2 remote operators
The exterior keypads are properly called out in the specifications along with the interior push buttons. The remote operators are not mentioned in the specifications but are required according to the drawings.
14. Drawing T0.01 requires each garage bay to be separated by a one-hour fire barrier constructed to the standards of IBC Section 707, while Wall Types B.1X and B.3XS on Drawing 2-A1.10 are labeled "1HR fire wall." No tested assembly or listed design number is cited for the wall assemblies or for the gypsum board ceiling shown at 10′-6″ on Drawing 2- A2.10. Please confirm (a) the required assembly type and the listed design number for the bay separation walls, and (b) whether the fire barriers terminate at a fire-resistance-rated roof-ceiling assembly, in which case please identify that rated assembly, or extend through the attic to the underside of the roof sheathing. If the barriers extend to the roof sheathing, the attic is divided into seven compartments, and the ventilation calculation on Drawing T0.01 is computed for the roof as a single 34-foot by 88-foot space; please confirm the balanced ridge and eave ventilation required for each compartment. Please also reconcile the number of attic access openings, as Drawing 2-A2.10 indicates a one-hour rated attic access at each bay while Drawing 2-S2.10 Keynote 6 indicates a single attic access hatch location.
Per Engineer of Record - The separate between bays is required to be a 1-hour fire barrier according to T0.01. The term “wall” on sheet 2-A1.10 is used in the generic sense and is not meant to identify this wall as a “code fire wall”. That separating wall is only required to be a “code fire barrier”.
This separation uses a combination of the fire barrier extending up to the ceiling, and then a horizontal assembly at the ceiling level. Therefore the 1 hour fire barrier does not continue up to the bottom of roof sheathing. All these separations are to be 1-hour.
The Fire Barrier is built according to Section 707.
Build to wall type shown on sheet 2-A1.10. These would be either B.1x or B.3Sx depending on if structural called out the requirement for sheathing. Both sides receive one layer of 5/8” Type X Gypsum as shown. These walls only need to be built to the fire resistance, not the sound rating.
Below is one tested assembly that meets the intent, but there are others that would comply as well.
The Horizontal Assembly is built according to Section 711.
Roof/Ceiling assembly should be built according to the R-1 Roof Type note as shown on sheet 2-A3.00. However, a resilient channel at 12” on center should be added between the wood truss and a proprietary gypsum wall board. Below is one tested assembly that meets the intent, but there are others that would comply as well. The other options also have a proprietary GWB, but with different options for this board. Additional File Numbers that comply include: RC 2603, 2604, 2606, 2608, 2609, 2612 and 2613
For the access opening, drawings 2-A2.10 and 2-S2.10 do NOT disagree. Because the fire barriers do not separate the attic space, only 1 attic access is required. This attic access is required to be 1-hour fire rated according to the drawings and should be built to the same standards as the method used for the horizontal assembly. Alternatively, a pre-built 1 hour rated attic access be used instead.
15. Doors 66 through 71 are noted in the Remarks column as "1 HR FIRERATED
FRAME/DOOR,"
but the Label column is blank for all doors in the schedule. Please confirm the required fire protection rating and label for these six openings and provide a compliant hardware set.
Per Engineer of Record - The hardware schedule on sheet 2-A8.00 is correct. Doors 66-71 are required to be 1 hour rated. These are convenience only and not required by the code or for egress. The individual hardware pieces shall meet the 1 hour designation, but no panic exit hardware is required.
16. Please confirm (a) that the electric cove heaters shown on the electrical drawings constitute the entire heating scope and that no Division 23 work is required, and (b) that no mechanical ventilation or carbon monoxide detection is required for Bay 7 given its occupancy classification.
Per Engineer of Record - Yes, the cove heater is the only heat source. These are residential garages and no vehicle maintenance is permitted or taking place within them. This eliminated the requirement of mech ventilation (source capture) and carbon monoxide detection. CO2 detection is only required in the residential portions of a house.
17. Drawing 2-C1.10 Keynote 4 directs the Contractor to extend a new water service from the existing curb stop "if curb stop is in good condition," to "replace existing curb stop if required," and to field verify the size of the existing water service, with the new service to match the existing size. Neither the size nor the condition of the existing service is stated in the contract documents. Please provide the existing service size, or confirm the size to be carried in the proposal, and establish an allowance for curb stop replacement.
Price service line as 1-inch. Provide price for procurement and replacement of 1-inch curb stop as separate line item.
18. Drawing 2-E2.10 Keynote 1 requires rough-in only for future heat cable in gutters and downspouts, consisting of wires, a breaker and a blank weatherproof cover on a junction box. Please confirm that the heat cable itself is not within the scope of this contract.
The heat cable is not in the scope, it’s provisions only.
19. Does the bid include any access control, video surveillance, and intercom/PA solutions?
These items are not in the scope.
