Person Q A Answered By Jennifer West jwest@ritzbuilds.com

Where can we find the GSA Form 527? And can we use previously submitted 527 forms that were used during past proposals

I sent the form and showed them a screenshot of where it is located. I recommended a recent 527 to capture the most recent financial information. Form 527 is found on GSA.gov FORMS 527 Financial Responsibility.

There are numerous references to a bid guarantee to be provided with the submission for the IDIQ response. Should the bid guarantee be based on the total amount bid on the in the Excel Worksheet, ie.

$95,000 Total Evaluated Price? Please advise.

C201 pg 4 states (c)The amount of the bid guarantee shall be 20 percent of the bid price (meaning each individual proposal based on the IDIQ contractor selected from the 3-4 qualified contractors) or $3,000,000,whichever is less.

Answer: Correct, the bid bond should be 20 percent of the projected bid price for each individual task order over $35,000.

1) We are having difficulty finding Form C301 in the GSA Form Library, but we have found GSA3518A-13 Reps and Certs. Is it possible C301 was retired and is so, will GSA3518A-13 suffice if we decide to provide a response?

The C301 is under attachments in the SAM solicitation NM

Eric Poch epoch@aus-llc.com

2, Also, the screen shot below shows a document on SAM that shows unlocked but the hyperlink does not open. I believe is due to the fact that the one above is its replacement as per Amendment 01. Can you please confirm the document indeed inaccessible and/or the hyperlink is deactivated? (R&A DIQ Bid Sheet can not be opened in

SAM)?

Correct there are 2 duplicate links for the IDIQ Bid Sheet. Use the link that is operative. They are the same.

NM

Janis Jones GP Cntracting Janis.Jones@gp-contracting.com on page 9 it is stated, “Completed PPQs should be submitted with the proposal” "on page 11 it is stated, “Completed PPQs should be submitted by each reference directly to niki.mcfarlin@gsa.gov by the proposal due date.”

Could you please clarify how you would like the PPQs delivered?"

C201 Pg. 9 states PPQs should be submitted with the proposals. In Amendment 0001 Pg. 11 it states proposals should be submitted to the CS; therefore, please submit BOTH to the CS niki.mcfarlin.

Meridian west 1. Due to the proximately of Washington DC to the Alexandria and Arlington VA as well as Fairfax, Loudoun and Prince William counties, will the government consider DC as a state that will be favorably relevant to the prior experience?

2. On GSA Form 527 – Contractor’s Qualifications and Financial Information that is provided on the GSA website, under Section VII it requests offerors to provide “Construction/Service Contract Information (Public Buildings Service Contracts only)” Can the government please clarify if federal contracts are considered “Public Buildings Services Contracts”?

3. In the document TheSolicitation for 47PD1221R0022, PDF page 3 of 35, I. General Information,I.B. List of solicitation Document, states that an SF 1442–Solicitation Offer and Award was issued with the solicitation Documents but there was not SF 1442 issued. Can the government please provide this SF 1442?

4. In the document TheSolicitation for 47PD1221R0022, PDF page 7 of 35, II. Proposals, II.C Price Proposal, bullet (1) states“The Price Proposal for the Multiple Award Northern VA IDIQ shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated foreach price element shown on the pricing form included in Section II of the Agreement.”Can the government please clarify if offerors are to include a copy of the entire agreement (all 75 pages) following the SF 1442 and amendments in the Price Proposal?

1. Yes DC is releavant to the MD VA area.

2. Yes federal building of federally owened and leased spaces are considered Public Buildings Service Contracts abd cab be ysed to qy=ualify this requirement.

3. The SF1442 was added to the solicitation in amenment 0001 on 7-22-2021.

4. The SF1442 listed under The Agreement Section II B Contract Price Form says Plese see attached SF1442 Solicitaiton offer and Award. Therefore, the SF1442 is the price proposal form document requested from the Solicitiation pdf page 7 of 35. The full 75 pages are not required from the C101 and C201.

Meridian west 5.In the document TheSolicitation for 47PD1221R0022, PDF page 6 of 35, II. Proposals, II.B Proposal Format, bullet (1) sub-bullet b. Pricing Proposal states that the price proposal must contain the GSA Form C301, Representations and Certifications and GSA Form 527, Contractor’s Qualifications and Financial Information. Neither of these GSA forms were issued with the solicitation. Can the government clarify if offerors are supposed to pull these GSA forms from the internet or if the government will issue theseforms with the solicitation in an Amendment? Can the government please also clarify where in the proposal they would like these two GSA forms to be submitted? Would they fall underthePrice Proposal?

6. In the document The Solicitation for 47PD1221R0022, PDF page 11 of 35, II. Proposals, II.E Other Information to Submit with Proposal, bullet (1) Representations and Certifications (Reps and Certs) it states that“Offerors are reminded their SAM registration status must be “Active”, at the time their offer issubmitted, to be considered for award (see 52.204-7). Offerors submitting a proposal in response to this Solicitation shallcomplete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for Award Management. Offerors shall also submit with their proposal, the Annual Representations and Certifications (FAR 52.204-8), using the attached Offeror’s Representations and Certifications (C301-SAT).”

Can the government please clarify thattheofferor doesnot need to submit a copy of their registered Reps and Certs from SAMin the proposalbut rather just ensure theyare active and can be found by the government if required? n the document Annual Representations and Certifications issued with the solicitations,it has FAR 52.204-8 on pages1 through 5, but on the remaining pages there are additional FAR clauses. Can the government please clarify if offerors are to fully complete and include all 12 pages of the Annual Representations and Certifications or if offerors are only to complete and include FAR 52.204-8 from this document?

7. In the document The Solicitation for 47PD1221R0022, PDF page 11 of 35, II. Proposals, II.E Other Information to Submit with Proposalit requests that offerors include (1) Representations and Certificationsand(2) Qualifications of Offerors. Can the government please clarify where these responses should be submitted in the proposal? Should they fall under the Price Proposal?

8. Out of respect for our government POC time, can offerors provide a CPAR in lieu of requesting them to complete a PPQ for Factor 2–Past Performance on Relevant Projects?

5. The C301 is attached to the Solicitation attachments in SAM. The 527 is found on GSA.gov/Forms/527. Search results Federal Management Regulation (FMR) & Related Files | GSA.

6. The Contractor shall submit the C301 Reps and Certs located in teh attachments of the SAM solicitation 47PD1221R0022I.

7.Solcitiation C201 II.B. Proposal Format subsection b. Pricing Propsal states the Reps and Certs and 527 (Contractors Qualifications) should be submitted under the price proposal.

8. As per the PPQ requests under Factor 2–Past Performance on Relevant Projects, the CPARs is not a suitable replacement as the PPQ asks business centric details that may not be answered fully by CPARS.

Proposals, II.D Technical Proposal, bullet (A) Technical Evaluation Factors, Factor 2–Past Performance on Relevant Projects, under sub-bullet C. it states“Completed PPQs should be submitted with the proposal.”but on page 11 under Past Performance Questionnaires: it states “Completed PPQs should be submitted by each reference directly to niki.mcfarlin@gsa.gov by the proposal due date.”Can the government please clarify if offerors are allowed to submit PPQs (and potentially CPARS) in their proposal or if offerors are required to have the government POC submit them directly to Niki McFarlin before the proposal due date?

10. In the document The Solicitation for 47PD1221R0022, PDF page 10 of 35, II. If it is not outside of the page limit can offerors include this information on the cover of their technical proposal? If it cannot be included on the cover, can the government please clarify if they would like this response at the beginning orthe end of the technical proposal?

9. In Amendment 0001 Pg. 11 it states proposals should be submitted to the CS; therefore, please submit BOTH to the CS niki.mcfarlin prior to but not later than within the official proposal.
