TBD

24. MEETING CLOSE-OUT / FINAL QUESTIONS AND ANSWERS

Person Q A Answered by:

Jennifer West - Ritz

Construction

Can the prior experience include experience on projects as a subcontractor?

As provided in C201

- The Solicitation Section II.D, under Technical Factor 1, "the Government is looking for prior experience by the prime contractor or joint venture". Prior experience performed as a subcontractor will still be evaluated though may be considered less relevant than if it had been performed as a prime contractor. PS

Chad Lipscomb

AM I incorrect in assuming that each Task Order RFP will be a lump sum solicitation? Will quantities be provided in the smaller task order RFPs?

No. Individual RFPs will specify whether proposals should be provided using each contractor's accepted bid coefficient(s) or lump sum pricing. For projects estimated at $50,000 or less, proposals will be prepared utilizing each contractor's accepted bid coefficient(s). For projects estimated to exceed $50,000, proposals will be PS prepared using lump sum pricing (see revised C201 included in amendment 0001).

Chad Lipscomb

Is there a sample proposal breakdown form for individual task orders? Not at this time. PS

Chad Lipscomb

If quantities will not be provided, how can the various competitive proposals in the smaller task orders be compared on a price basis?

Unless otherwise specified on the task order level, task order awards will be made to the lowest bidder. Task order pricing will be based on a number of factors, one of which will be accurate application of the contractors accepted bid coefficient to the applicable RSMeans data. Task Order pricing will also depend on other variables such as labor and material quantities, any bid coefficient discounts offered by the contractor, etc. PS
