About this file
This document is a Request for Information (RFI) log for GSA Region 3 Full Services Architectural and Engineering (A/E) Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation, RFP #47PD0325R0003. The solicitation is a total small-business set-aside for three IDIQ contracts, specifically focused on architectural services under NAICS code 541310. The RFP is a recompete for three existing IDIQ areas, with the North and South Carolina contract being a new offering. The solicitation requires a two-stage selection process, with firms submitting a comprehensive proposal limited to 30 single-sided pages, including SF330 Part I and II forms, key personnel resumes for 7 specific disciplines plus a project manager, and five project examples completed within the last 8 years.
Key requirements include that the prime contractor must be a small business with the NAICS code for architectural services, and when forming a Contractor Team Arrangement (CTA), all team members must meet the same socioeconomic status. The proposal is due on October 24, 2025, at 2:00 p.m. EDT, and each IDIQ will be awarded to a single firm for specific geographic states. Proposals must include past performance questionnaires, and firms can indicate interest in one, two, three, or all four contract regions. The government will provide at least 3 weeks' notice for Phase II presentations, and successful awardees are expected to work only within their assigned states, with GSA requiring state licensure for the work being performed.

REQUEST FOR INFORMATION LOG
RFP#: 47PD0325R0003
Due Date: October 24, 2025 at 2:00 p.m. EDT Region 3 Full Services A/E IDIQ
RFI # Request for Information Response Date 1 I am reaching out to you regarding the GSA Region 3- Full
Service Architectural and Engineering Services IDIQ (Notice ID 47PD0325R0003). It notes that (3) of the IDIQ contracts are to be competed as a total small-business set-aside. Does this mean that all firms/team members (i.e. engineering consulting firms) that are included in the team must be Small Business?
Or only that the Prime submitting firm must be a Small Business and others may be larger firms?
When forming a formal Joint Venture or Partnership or Contractor Team Arrangement (CTA) in response to a small business set-aside, all team members must meet the socioeconomic status for the set-aside. For all Contractor Team Arrangements (CTAs) submitted in accordance with FAR Subpart 9.6, the Limitations on Subcontracting (FAR 52.219-14) apply, (i.e., the small business team members must perform at least 50% of the value of the work to be completed).
9/24/25
2 With the potential scope of work indicated, there are a large number of specialty consultants that may be needed on the project (Industrial Hygienist, Cost Estimator, Historical Architect, Commissioning Agents, etc.). Does GSA request that all proposed specialty consultants have an SF 330 part E resume included in the Key Personnel? Or does GSA only request Key Personnel resumes for the Prime Architecture and Engineering firm? If the prior, it would seem that the submission would become very cumbersome in terms of number of pages. Please confirm.
See Question 19. 9/25/25
3 Page 6 of the RFP states that we are to submit an SF330 Part I and II for the prime offeror. Could GSA confirm whether or not subconsultants should submit an SF330 Part II, specifically?
See Question 47. 9/26/25
4 Page 6 of the RFP states that the proposal is limited to 20 double-sided pages. Could GSA confirm if this is equivalent to 40 single-sided pages?
Page 7 of the RFP will be revised to state, the SF 330 is limited to 30 single-sided pages. The SF330 Part II, cover letters, letter of interests, table of contents, dividers/tabs, and Past Performance Questionnaires are excluded from the page count.
9/26/25
5 Are any pages excluded from the page limit (for instance, SF330 Part II, covers, and dividers)?
See Question 4. 9/26/25
6 On page 6 of the RFP, it's stated that we should include a project synopsis in box 25 of the SF330-F. Typically project synopses are included in box 24 of the SF330-F, as box 25 is for identifying which firms provided work on a project, their location, and their role. Could we provide a project synopsis in box 24 instead of box 25?
Yes, please include the project synopsis in Box 24 of the SF330. This typo has been corrected in the RFP as well.
9/26/25
7 Does GSA want us to submit a resume for a project manager? Yes, please submit a resume for a project manager.
9/26/25
8 Can multiple key staff member resumes be submitted per role (eg, can two mechanical engineer resumes or be submitted)?
No. See Question 19. 9/26/25
9 The solicitation’s NAICS code is 541310 (architectural services). However, the incumbents appear to be engineering firms under NAICS 541330 (engineering services). Will the Government allow engineering firms under NAICS 541330 pursue as small business prime?
The previously awarded IDIQs for architectural services, which utilized NAICS Code 541310 (Architectural Services), were awarded to Mills & Schnoering Architects, Peck, Peck & Associates, and Renaissance 3 Architects.
For the current solicitation, NAICS Code 541310 will be the only applicable code, as the primary focus of these IDIQs are architectural services, not engineering services. We already have separate engineering service IDIQs within the Region that are currently valid until March 2027.
9/26/25
10 Are you able to tell me if this is a new solicitation or a recompete? If this is a recompete, where can I find the A/E firms that were awarded? Thanks for your assistance!
Yes, this is a recompete for 3 of the areas IDIQs. See Question 9 & 12 for the A/E firms.
The North and South Carolina IDIQ, is a new A/E IDIQ and not a recompete.
9/26/25
11 We would also appreciate confirmation that subconsultant experience can be included under Criterion 1 when clearly documented in the proposal.
Yes, subconsultant experience can be included under Criteria 1, please annotate in your proposal that they are a subconsultant.
9/28/25
12 Previous IDIQ contracts with GSA Region 3 PBS have been issued under NAICS code 541330 - Engineering Services. Is this contract restricted to small businesses with 541310 – Architectural Services NAICS code? If so, will there be another IDIQ open to small businesses with 541330 NAICS code? Can you please advise?
See response to RFI 9. 9/29/25
13 GSA Region 3- Full Service Architectural and Engineering Services IDIQ, if the government shutdown does occur, will this push the due date? Or will this still be due even if a shutdown occurs?
The proposal due date remains October 24, 2025, by 2:00 PM EST.
Should there be any extension to this deadline, an official Amendment will be posted on SAM.GOV. It is the responsibility of each offeror to regularly monitor SAM.GOV for all updates and changes related to this solicitation.
9/29/25
14 The RFP will be revised to remove the requirement for branch offices and consultants to include project samples.
10/1/25
15 See Question 14. 10/1/25
END OF AMENDMENT 1 ISSUED RESPONSES.
Section VII indicates that branch offices and consultants need to provide project samples, “…branch offices and consultants must submit Part II of Standard Form 330 that should include project samples.” Please clarify whether this is a list of relevant projects or actual samples of their work product (in other words, example projects on form SF330 Part I Section F).
Should branch office and consultant project samples be included following each office’s SF330 Part II form or would you prefer to have these in SF330 Part I Section H?
16 The offeror should select the five (5) best projects that meet the requirements of Criteria 1: Specialized Experience. No more than five (5) projects should be submitted inclusive of the main office & branch offices/consultants. The page limit is revised to 30 single-sided pages.
10/1/25
17 Please confirm that only Key Personnel Resumes are required. See Question 19. 10/1/25 18 Are there any pages of this submission that are excluded from page count? For example, SF330 Part II forms, tab pages, cover letters, etc.
See Question 4. 10/1/25
19 There are 16 key personnel listed on page 2. That requires at minimum 16 resumes for our team and multiple SF330 Part II forms. We respectfully request an increase in page count and the exclusion of SF330 Part II forms from the page count.
The 16 key personnel are disciplines that may be required to be included on the A/E team. However, the RFP will be revised for Criteria #2, Key Personnel, to clarify that only the following 7 disciplines resumes are required to be submitted: 1) Architect 2) Landscape Architect 3) Mechanical Engineer,
4) Structural Engineer, 5) Fire Protection Engineer 6) Civil Engineer 7) Electrical Engineer. The project manager role resume must be submitted as well. Offerors have the option to include resumes for as many as two
(2) additional disciplines to complete a comprehensive, full-service A/E team. See also Question 4.
10/1/25
20 Is it permissible to use an SF330 template that includes the same information as the provided PDF or are we required to use the SF330 PDF as provided?
Yes. 10/1/25
21 Is the intent of the government to award one (1) contract to one A/E firm per geographic area, or to multiple A/E firms for a geographic area? For instance, would multiple A/E firm contracts be awarded for Pennsylvania, or would just one firm be selected?
Yes, one contract will be awarded per geographic area. These are not multiple-award IDIQs; one firm will be selected for each IDIQ. We are awarding four separate, single-award IDIQs that correspond with the geographic areas stated in the solicitation.
10/1/25
22 We’d like to request a clarification for RFI #1. In the first line, is “or Contractor Team Arrangement (CTA)” incorrectly included?
It seems that the second sentence only pertains to CTAs?
Moreover, please clarify that teams would meet required goals if small-certified prime architect and subconsultants perform at least 50% of the value?
Contractor Team Arrangement is not incorrectly included. Refer to the RFP Section V. Joint Ventures/Partnerships/Contractor Teaming Arrangements. All team members must meet the socioeconomic status for the set-aside if they are forming a joint venture/partnership/contractor teaming arrangement. However, subconsultants that are not formally part of a joint venture/partnership/contractor teaming arrangement do not have to be a small business.
10/2/25
The submission is limited to 5 example projects, if consultants and branch offices are to provide example projects (project samples per Section VI), will those projects count against the 5-project limit? Will these projects count against the submission page limit?
23 For these contracts, will the DGS Green Procurement Policies apply? Or any other specific sustainability standards or goals?
Do you anticipate the need for a sustainability sub-consultant?
Compliance with EISA 2007 § 433(a) requirement which stipulates that “sustainable design principles shall be applied to the siting, design, and construction” of new construction or major renovation projects may necessitate inclusion of appropriate team members. Team member constitution is at the sole discretion of the offeror.
10/2/25
24 Will this procurement round be followed by any subsequent proposal / fee proposal, interview, or other stage?
Refer to the RFP Section III. Summary of Selection Process for more information. This is a 2-Stage process.
10/2/25
25 Confirming GSA is working and will respond to RFIs in support of 47PD0325R0003 Region 3 AE IDIQ and that RFIs submitted within the time frame (October 8, 2025 at 2pm) will be responded to.
Yes. 10/2/25
26 For the Solicitation Number: 47PD0325R0003, the RFP states that the preferred "Specialized Experience" is for projects where the proposing prime firm is the prime for this contract.
My question is, how will the experience be rated for projects where the proposed prime was architect of record for significant work and the prime may be a different discipline such as a contractor in a Design-Build contract or MEP or structural engineer?
As stated in the RFP, Criteria 1: Specialized Experience, the following elements may result in a higher rating: item b) projects where the offeror performed work as the Prime/Lead Architectural Firm. This will be revised to state Prime/Lead Architectural Firm/Architect of Record.
10/5/25
27 As this is a wosb/small business set-aside the firms will be partnering with various team members to fill out the broad range of capabilities as identified in the key personnel requirement. Per question 4, of the RFI log for RFP#:
47PD0325R0003, the response identified “the proposal is limited to 20 single-sided pages”, please confirm whether the SF-Part II’s for all team members are excluded from the page count.
See Question 4. 10/6/25
28 The RFP identifies (page 2 of 30) sixteen (16) key personnel.
We respectfully request the page count be expanded to 30 pages (not including part II’s) to accommodate all the information requested.
See Question 4 and 19. 10/6/25
29 We are a woman owned small business that will perform at least 50% of the contract. Our team is made up of small business and large unrestricted partner subconsultants, and we are not a JV or CTA . Would we be precluded for any reason for submitting an offer?”
No, you would still be able to submit an offer, as long as the WOSB prime is adhering to performing at least 50%.
10/7/25
30 The latest RFP currently states the page limit is 20-double sided pages. The latest RFI's note that this will be updated to 20-single side pages. What is the final page limit and will this be reflected in an RFP Amendenment?
See Question 4. 10/7/25
31 There seems to be a spelling/format issue in the CO email address noted in the RFP. Could you confirm the recipients of the RFP Response?
Please email responses to ching.hung@gsa.gov.
10/7/25
32 The RFP required 16 key disciplines, do we need a resume for each key personnel and their firm's part II? If there are 16 resumes and 16 part II's, this gets the document to 32 pages.
The project examples will take up 5 pages, putting the document at 37 pages. Counting one page for each other section, i.e. section a-c, d, this is a total of 39 pages. The requirements for section H will take more than 1 page to complete. The initial page limit was 20-double sided pages but the RFI notes a reduction to 20 single sided pages. How do we indicate all key personnel, their firms Part II's and other sections in 20 single-sided pages?
See Question 4 and 19. 10/7/25
33 IF the RFP does not require resumes for each key personnel for each key discipline -please identify which key disciplines a resume is required for.
See Question 19. 10/7/25
34 With the gov shut down will the deadline be extended? See Question 13. 10/7/25
35 Does the letter of interest and a table of contents count towards the page limit?
See Question 4. 10/7/25
36 if we're not providing resumes for all our personnel then how do we create an overlap between the matrix and personnel.
Can we list people in the matrix whose resumes we do not include?
Yes. 10/7/25
37 The downloadable SF330 PDF form does not allow to insert photos. are we allowed to add supplemental pages to section H pages for diagrams and photographs?
See Question 20. 10/7/25
38 Please confirm that the requirements under RFP Section V.
Joint Ventures/Partnerships/Contractor Teaming Arrangements do NOT apply to Small Business Administration (SBA) approved mentor-protégé joint venture agreements (refer to 13 CFR § 125.9(d)).
Correct, this will not apply to SBA approved mentor-protege joint venture agreements.
10/7/25
Are you able to elaborate on the response to RFI #1 in the RFI log dated 9/29? We will be forming a Contractor Team Arrangement (CTA). The response to RFI #1 appears to require that a CTA both contain ONLY firms that are of the same socio-economic status and, adhere to FAR Subpart 9.6 which requires the small-business team members to performs at least 50% of the value of the work.Typically, adherence to FAR Subpart 9.6 alone is sufficient.
In order to meet the small business set-aside requirement, any CTA being formed for the 3 IDIQ's that are for the small business set-aside must both have a small business status. For the women-owned small business set-aside IDIQ, any CTA formed requires that both contractors must have the women-owned status in order to qualify for the WOSB set-aside. The rule requiring small businesses to perform a certain percentage of the work ( 50% reference) comes not from FAR 9.6 itself, but from Small Business Administration (SBA) regulations (13 CFR § 125.6) and is implemented via FAR clauses like 52.219-14 "limitations on subcontracting" rule.
10/8/25
40 Is there a time limit on how recent you want the project examples to be?
Projects submitted under Criteria #1 should be completed within the last 8 years. RFP has been updated to match this.
10/8/25
41 Should we provide ten (10) project examples for a Standard SF330 submission?
Refer to the RFP, Part I, Item F (24): List no more than five projects, not five projects for each firm (joint venture/consultants).
10/8/25
42 Do all project examples need to be from the prime or can some from the subconsultants be included in the required amount as well?
See Question 11. 10/8/25
43 What is the GSA's definition of a completed project? Is it 100% Design completion and turned over to the client - or Construction complete?
For Criteria #1: A completed project will be when construction has reached substantial completion.
10/8/25
44 For project examples, are PPQ's required? And if so, do they need to be on any certain form/format?
Yes, they are required, a Criteria 3: Past Performance has been added to the RFP and Past Performance Questionnaire form is being issued as part of this Amendment. PPQ forms are excluded from the page count.
10/8/25
45 If any one firm is submitting for more than one of the regional contracts, would you like one overall SF330 response stating which contract regions we are submitting for? Or would you prefer separate SF330 submissions for each contract area we are planning to submit for?
Correct, one proposal should be provided stating the regions they are submitting for.
Per the RFP Sections VII: Firms shall indicate if they wish to be considered for one, two, three or all four of the contracts. However, offerers are to provide only one proposal in response to this solicitation.
10/8/25
46 Will the government shutdown affect the timing of this solicitation/submission date?
See Question 13. 10/8/25
47 Due to the page count limitation, please confirm that prime offerors are NOT required to include an SF330 Part II for each subconsultant on their team.
A SF330 Part II must be submitted for every firm on the team, including all subconsultants.
If a firm has branch offices, a Part II is required for each branch office that plays a key role on the project team. The SF330 Part II is excluded from the page count.
10/8/25
48 Can SF330 form be modified in any way (to accommodate project image sizes, etc)?
See Question 20. 10/8/25
49 Ongoing contract: how much notice is given before a GSA project arrives- so that office and consultant workload/ resources can be appropriately allocated?
The Government will try their best to provide as much notice as possible. However, this may not always be possible and projects may need to be awarded expeditiously at times. It is the Government's expectation that if you are bidding on this contract that the firm should have adequate work capacity.
10/8/25
50 If contracts are based on regions but teams can hypothetically receive projects from any part of the regions- how would licensure issues work in that case? A team working in the northeast US may not have credentials for California or the northwest.
Each IDIQ is assigned to specific states, and successful awardees are expected to work only on projects within those assigned areas.
In rare instances, we may ask a firm to work on a project outside of their assigned states, but this will not be a common practice. GSA requires licensure in the state where the work is being performed.
10/8/25
51 How far in advance does A & E team have to provide documentation if a consultant will be added/ changed for a specific project? What is GSA’s/ PBS’s turn around time for review/ approval of application?
The A/E team should notify the Government as soon as they are able. The Government will try to approve changes as quickly as possible as well.
10/8/25
52 How much notice will teams be given to prepare presentation for Phase II?
Firms that are notifed that they are on the shortlist will be provided at least 3 weeks notice prior to presentations.
10/8/25
53 Can you confirm that this opportunity will also allow for a non-architectural firm as prime, as long as we have all licensed professionals on staff or as subconsultants for this work?
No, this is not allowed, the prime will need to have the NAICS Code for architectural services.
