Furnish and install 4" cove base. This line item shall also be used to close openings in the wall, where doors, window, etc. are removed. Price shall be determined by the square feet of one side. But the ceiling portion would not require the cove base. Please clarify. Cove base is not be required on the ceiling.
Disassemble and remove existing system furniture cubicle including sorting all parts and transporting to building storage area as designated by Government. Price determined by square footage of cubicle. – this line item states it needs to be calculated per SF but the excel sheet provided provides a unit pricing in LF.
Please clarify
SF is the correct price calculator. The bid sheet has been updated to include a measurement of SF for Line item 21.
Once the General Contractors are selected for the IDIQ, does every General Contractor on the IDIQ Contract have to bid every Task Order that is issued?
Your firm is not required to bid on every project that gets sent out, however, if you do not respond to a project during the based year and do not receive an award, your firm will not reccieve the minimum guarentee. In additon, Consistant unresponsiveness will be factored into GSA's determination whether or not to exercise an option.
Line 18- To what elevation are we to figure for the light removal? Office ceiling height.
Line 80- How far are we to figure the relocation of the fire alarm device? Relocation is within 50 LF Line 92- Are we to assume the other circuit is near the rezoned light fixtures? Assume that it is in close proximity.
Lines 93 to 95- How far are we to figure for the relocation? Relocation is within 50 LF Line 96- Are these modules for a floor duct system? They are for whips connected to PDU's.
Line 97- Is the branch circuit already in place? If not how far for new branch circuit? The circuit will be within 50 LF.
Line 98- What is the distance for the branch circuit? The circuit will be within 50 LF.
Line 100- How far is the electrical closet?
Electrical closet locations will vary. Pricing should include up to 50 LF. For project over 50 LF, line item 112 will be used.
Line 102 & 103- Are the floor outlets Poke-Thru, or does the floor have to be saw cut and patched?
No poke through oulets will be used. Floor outlets shall be run through a floor duct systerm.
With regard to the referenced RFP, could your office kindly provide a list of the buildings involved in each of the counties. We did try to get the information ourselves on the GSA website but we do not find buildings in all of the counties cited in the RFP.
GSA does not provide this information as there are many buildings in our inventory and these buildings may change over time.
The intent of this contract is to compete RFP's for each project among the awardees, and in situations where adequate price competition is available, the Government will generally not request a price breakdown. Rather, GSA envisions that most project proposals will be submitted on a lump sum basis and the offerors shall include all mark-ups related to that project and all proposed preparation costs within that lump sum price. While some circumstances may arise in which a price breakdown is required for a specific RFP, it is the Government's intent to use the not-to exceed mark-up rates requested only in situations where GSA and the offeror/awardee are negotiating a price in a sole source environment.”1. In regards to the above paragraph found in attachment DB201A-SB/APRIL 2019- it is our understanding that “it is Government’s intent to use the not-to exceed mark-up rates requested only in situations where GSA and the offeror/awardee are negotiating a price in a sole source environment”. On the previously held contact, most task orders are utilizing unit pricing within the competitive RFP and not in the context stated above. Please clarify the use of the unit prices under this follow on contract.
The intent of this contract is to compete RFP's for each project among the awardees. RFP's may include pre-negotiated line items, negotiated line items, or a mix of pre-negotiated and negotiated line items,. "Sole Source Negotiations" as mentioned in this section means either sole source for new task orders or for modifications to existing (awarded) task orders.
The RFP states that task orders will range from $30K-$3M. However, under the previously held contract, many of the task orders fall under the Simplified Acquisition Threshold. Please provide a more concise cost range under which task orders will be given.
The intent of this contract is to award task orders ranging from $30k-$3m, however there may be individual orders with lower or higher costs placed against this contract.
Bid documents DB201A-SB/April 2019 page 9 paragraph B state that “Completed PPQ’s should be submitted with the proposal”, the pre-proposal conference agenda states in Section IV paragraph L/5 that the PPQ’s should be submitted to GSA and will not be accepted from the Offeror. Which is the correct method of submission of PPQ’s?
Completed Past Performance Questionnaires shall be submitted by the proposal due date by the reference. GSA will not accept past performance questionnaires submitted by the offeror.
SF1442 section 17 for amount, do we use the term “SEE ATTACHED” to reference the Line Item Bid Sheet?
Please place the total evaluated price (extended pricing for Base and All Options) in this box.
For Bid Submission, is a downloadable link (OneDrive/drop box) acceptable or are individual files as attachments requirements?
Please provide your submission as invidual attachments or a zip file.
What is the timeline for award?
The current Contract ends in Decemeber, therefore GSA hopes to award the contracts before December 2019.
The entire bid package can be sent by email?
Yes, please submit via email to both daniel.langan@gsa.gov and samantha.bohne@gsa.gov
WIll task orders be based on line items?
Some task orders will use line item pricing, some projects will use line item pricing and negotiated line items and some projects will strictly use negotiated line items.
Should we be proposing as the most expensive county would be?
Yes, line item pricing shall be based on the highest Wage Determination, which is Montgomery County. A revised bid sheet will be included in the amendment to remove references to Travel Multipliers. Wage Determination NJ190035 01/04/2019 NJ35 shall be used for pricing purposes. Please note offerors will have the opportunity to discount line item pricing on task orders.
Please consider accepting more than 3 relevant projects. It is difficult to meet the nine project characteristics cited in II.D. Factor 1 with just 3 projects
GSA will only accept a total of three relevant projects. Projects exceeding the 3 requested relevant projects will not be reviewed.
I.H. Receipt of Offers states both 4pm and 5pm on June 20. The SF1442 and the RFP cover page both say 5pm as well. Please advise which is correct. Please see Amendment 0001.
Daniel Langan's email on the RFP cover is written danile.langan. Please submit proposals to daniel.langan@gsa.gov What are you looking for in those percentage boxes? Travel Multiplier is normally based on the size and timeframe for the projects. Along with team members traveling. This area is a little gray. Or do you want us to make some rough estimates that would be negotiated?
Travel Multipliers have been removed. The Mercer County Wage Determination shall be used for pricing purposes. An updated Bid Sheet has been provided that removes these boxes.
Will task orders be issues to insert a single outlet?
No, projects will be within the $30k-$3m range and will be for a project and not a single line item.
Will there be a Quality Assurance Control person on each task order? This may be determined on a task order basis.
How does it work with permits and inspections; are townships included in that?
This may be required in lease property depending on the municipality. Projects in federal space should not require permits to be pulled.
Will we need local licensing? Yes, if yuo are performing work in a lease space.
If you have two firms that are 8(a) and have the same price, how do you choose?
In this scenario, the firm that is the best value to the government would be awarded the "reserved" 8(a) award as long as pricing is determined to be reasonable and the firm has a rating of "acceptable" or higher. After chosing firms for the one reserved 8(a) award and one reserved SDVOSB firm, GSA will make awards based on best value, pooling from all firms who submitted (excluding the possible 2 reserved firms).
In relation to Section II.D, (b) Factor 2 – Past Performance on Relevant Projects – Paragraph C states that offerors shall NOT incorporate by reference in to their proposal PPQs previously submitted for other RFPs. However, Paragraph E states that the Government may review any other sources of information for evaluating past performance. Other sources may include …, previously submitted PPQ information, …May we submit previously completed PPQs with our proposal?
Offerors shall not submit PPQs with their proposal. Past PPQ's submitted by your firm with your proposal will not be evaluated.
PPQs shall come directly from references on the PPQ sheet provided in the solicitation, only.
Shall we place the SFLLL_1_2_P-V12a - Disclosure of Lobbying Activities form in the Price proposal or the Technical proposal? You can place the SFLLL forms in your price proposal.
