MLK ROOF REPLACEMENT PROJECT

AMMENDMENT #2

Clarifications:

1. As previously noted in Amendment #1, the lawn area on the Mulberry St. side of the building will be made available to the Contractor for demolition and waste removal purposes. Access to this area is available via removable bollards along Beach St. Additionally, another grass area along Beach St. will be made available to the Contractor for some demolition and staging activities. See Attachment #1 for more information. Contractor is responsible for restoring all grass areas impacted by the Work with sod upon the completion of the Work.

2. Installation of a material elevator (for material ‘delivery) and/or scaffolding for personnel access to the roof will be considered, and allowed if the Contractor is able to submit a plan for this equipment to GSA which meets the safety and security concerns of GSA and building tenants. Contractor will be required to provide necessary submittals for review and approval, including submission of design shop drawings signed and sealed by a NJ P.E., and meet with the project team and U.S. Marshals personnel to review and address safety and security concerns.

3. The Drawings indicate the Contractor shall provide new camera mounting plates as shown on Detail C3/WP5.11. However, the Contractor is only responsible for installing the camera mounting plates as shown on the Drawings. The mounting plates will be furnished by the U.S.

Marshals Service (USMS).

4. The Drawings note in several places that the Contractor is responsible for re-installing the roof mounted security cameras after installation of the new roof. This is not accurate. The Contractor will NOT be responsible for relocating or installing existing security cameras.

Demolition, relocation, and installation of security cameras will be performed by the USMS Security Contractor (except for the mounting plates discussed above) outside the scope of this contract. The Contractor WILL be responsible for providing GSA and the USMS with a detailed schedule, and coordinating closely with the USMS security contractor to facilitate removal of existing security cameras prior to performing work in an area, and communicating with the USMS Security Contractor to reinstall existing cameras, or install new cameras, after work in an area is complete.

5. Contract time requirements shall be revised as follows:

• The work shall be Substantially Complete (as defined in the Contract Documents) 150 calendar days from Notice to Proceed (NTP).

• The work shall be ready for Final Acceptance 30 calendar days from Substantial Completion.

6. Roof system warranty requirements have been revised. See Changes to Solicitation Documents later in this amendment.

7. All Contractor personnel, including subcontractors, requiring access to the site must comply with HSPD-12 suitability investigation requirements. Contractor is responsible for providing a workforce capable of meeting the suitability requirements. For more information, visit http://www.GSA.gov/HSPD12. Obtaining required clearances and credentialing is considered part of the Work, and delays due to the security clearance process will not be considered.

8. Work performed above the courthouse main entrance must be performed during off-hours for the protection of courthouse visitors. This includes work on the 2nd floor portico roof, and bird netting.

9. Contractor is responsible for protection of plaza pavers if accessing front of building via boom lift or other equipment, and is responsible for repair/replacement of any pavers damaged by the Work.

10. Contractor is responsible for ensuring the safety and protection of pedestrians and property below during the course of the work. Closing sections of the plaza and sidewalk below may be required, and it will be the responsibility of the Contractor to coordinate this with GSA and other stakeholders.

11. Orchard Street, Walnut Street, and Beach Street are part of the federal campus, and are not public roadways. However, these roads must remain open to vehicle traffic during normal business hours. Deliveries and other activities requiring temporary road closures must be coordinated after hours.

Changes to Solicitation Documents:

1. Solicitation: Revise the Statement of Work, Part 2.C as follows

C. Period of Performance:

• The work shall be Substantially Complete (as defined in the Contract

Documents) 150 calendar days from Notice to Proceed (NTP).

• The work shall be ready for Final Acceptance 30 calendar days from

Substantial Completion.

2. Solicitation: Replace the contents of Paragraph II.D Technical Proposal (beginning on page 7 of 24) with the following:

a. At minimum, the Technical Proposal shall consist of the following forms and documents to demonstrate the Offeror meets the minimum requirements of Section VI.B. Lowest Price Technically Acceptable Evaluation Process. Refer to Section VI.B.

for detailed requirements.

i. Past Performance Questionnaires demonstrating the Offeror meets the minimum requirements of Non-price Factor One: Past Performance.

ii. Documentation demonstrating the Offeror meets the minimum requirements of Non-price Factor Two: Installer is Manufacturer Certified. Note: If the Offeror intends to provide a roofing system by a manufacturer other than that named as the basis-of-design in Section 075213, the Offeror’s proposal must include adequate product information to demonstrate conformance with the requirements of Section 075213.

iii. An Installer projects list and Installer Certificates demonstrating the Offeror meets the minimum requirements of Non-price Factor Three: Installer Experience.

iv. Sample Warranty Documentation demonstrating the Offeror meets the minimum requirements of Non-price Factor Four: Sample Warranty Documentation.

3. Project Manual: Section 075213, Paragraph 1.10, WARRANTY, replace with the following:

1.10 WARRANTY

A. Special Warranty: Manufacturer agrees to repair or replace components of roofing system that fail in materials or workmanship within specified warranty period.

1. Special warranty includes membrane roofing, base flashings, roof insulation, fasteners, cover boards, roofing accessories, and other components of roofing system.

2. Warranty Period: TWENTY FIVE (25) years from date of Substantial Completion.

B. Special Project Warranty: Submit roofing Installer's warranty, on warranty form at end of this Section, signed by Installer, covering the Work of this Section, including all components of roofing system such as membrane roofing, base flashing, roof insulation, fasteners, cover boards, substrate boards, vapor retarders, and walkway products, for the following warranty period:

1. Warranty Period: TWO (2) years from date of Substantial Completion.

Response to Questions:

1. Question: During the site walk through it was determined that the single staging area would not be sufficient for debris management. The grass field adjacent from the main staging area was suggested to be used as a debris management only area, to avoid costly demolition debris transport. The added staging area is surrounded by parking bollards. For the area adjacent to the predetermined staging area to be used for debris management some bollards will need to be removed during the 100-day performance period. Will we be required to have temporary bollards, or some other form of vehicular restraint barriers installed during the performance period?

GSA Response: As noted in Amendment #1, the grass area on the Mulberry Street side of the courthouse will be made available for demolition purposes. Refer to clarifications and requirements for using this space provided elsewhere in this amendment. Contractor vehicle access will be avialalbe to this space via Beach Street, where two removable bollards exist.

Removing these bollards provides approximately an eleven foot wide path for vehicles when.

See Clarifications section of this amendment for further information.

2. Question: Are there specifications for the bollards that can be supplied for the purposes of bidding?

GSA Response: There are existing removable bollards on the Beach Street side of the lawn.

New or replacement bollards will not be required unless existing bollards are damaged by the Contractor during the course of the work, therefore no specification is provided.

3. Question: Normally there are “Bid Forms”. Which are filled out, and clear Instructions on what forms of certifications and Licenses are required to be submitted along with the Bid. As it appears to me. I only see 4 pages that need to be submitted Which are…SOLICITATION OFFER AND AWARD, Form 1442 page 1 thru 3, A Unit Pricing sheet, (not named), showing Items A.1-A.3 and B.1- B.5. Is it possible the documents were missing from my packet?

GSA Response: The Solicitation documents available on FBO.Gov are complete documents.

Refer to Section II of the Solicitation for Proposal content requirements, and other sections of this amendment for further clarification.

4. Question: Are core cuts available for various sections of the roof?

GSA Response: Yes. See attached excerpt from a roof inspection report completed previously.

5. Question: Will other staging areas be provided?

GSA Response: See GSA response to Question #1, Clarification #1, and Attachment 1.

6. Question: Is it possible to extend the 100 day completion time frame?

GSA Response: See revised contract time described elsewhere in this amendment.

7. Question: Specified bird net is to be installed on the North Elevation of the building. What is the protocol to bring in an 85’ boom lift at the location?

GSA Response: Accessing the North Elevation (Walnut St. side) of the building via lift must be accomplished outside of normal business hours for the safety of courthouse visitors.

Contractor is responsible for protecting the existing plaza pavers from damage, and replacing any damaged pavers. Prior to accessing the plaza, Contractor must submit a plan to GSA for performing this work, including the size, weight, and model of the lift, schedule of work, and plan for protecting pavers.

8. Question: The question would be, based on the previous information I sent and the attached sample of our 30 year warranty, would the Siplast 2 ply system be acceptable? And,may we be listed as an "Approved equal" in the specification prior to bid date?

GSA Response: Refer to other sections of this amendment for clarifications regarding roof system warranty and proposal requirements for offerors intending to provide roofing systems other than the basis-of-design.

9. Question: After reviewing the project drawings, specifications, and visiting job site, we believe the contract time (100 calendar days) for the performance of the scope of work is not adequate or reasonable to complete the work as specified in the contract drawings. The degree of difficulty and the lack of access to other areas of the building for the use of staging areas make this project arduous to complete in the time frame provided. Please advise.

GSA Response: See GSA response to Question #6.

10. Question: Is a material elevator or cranes allowed to be installed in our staging area.

GSA Response: Installation of a material elevator or crane within the staging area will be allowed if the Contractor is able to submit a plan for this equipment to GSA which meets the safety and security concerns of GSA and building tenants. Contractor will be required to provide necessary submittals and meet with the project team and U.S. Marshals personnel to review and address safety and security concerns.

11. Question: Please see attached aerial photo with additional staging areas for possible crane/hoist installation.

GSA Response: Refer to Clarification #1 and Attachment #1.

12. Question: Section 075213 paragraph 1.10B.1 Special Project Warranty, states that there shall be a Warranty Period of Five years from the date of Substantial Completion. Bonding Companies allow only 2 year Contractors Warranty. Please advise.

GSA Response: The Special Project Warranty duration will be reduced. See Changes to Solicitation Documents elsewhere in this amendment.

13. Question: Will propane tanks be allowed on the roof while work is being performed? They will be removed and lowered to the designated staging area and locked up at the end of every work day.

GSA Response: Yes, however, the Work must completed in accordance with applicable NFPA regulations, including NFPA 51B and NFPA 241. Hot Work Permits will be required.

Plans for on-site storage of propane tanks must be approved by GSA Building Management, GSA Fire & Life-Safety, the U.S. Marshals Service, and Federal Protective Services.

General Services Administration - Region 2

Roof Inspection & Infrared Scan Martin Luther King Jr. Federal Building

Newark, New Jersey

ROOF CORES

Based on the results of the infrared scan, the amount of wet insulation found, and a few sections where the infrared readings were not conclusive, RRI recommended performing roof cores to further evaluate the existing conditions. GSA exercised the roof core option of the contract, and RRI was on-site Friday, July 18th, 2014 to take the required roof cores. The purpose of taking the roof cores was to confirm the areas of wet insulation with inconclusive readings, further investigate an active leak area, and determine the composition of the existing roof system for budgetary purposes.

RRI took cores on several different low slope roof sections. All low slope roofs consist of built -up roof (BUR) systems with gravel. The cores provide a representative sampling of the existing system in place. The results of the cores are as follows:

Roof Area 01: Concrete Deck; Vapor Barrier; Tapered Isocyanurate; 1/2” Fiberboard; BUR w/ Gravel Roof Area 03: Metal Deck; 3/4” Gypsum Board; 3” Isocyanurate; 1/2” Fiberboard; BUR w/ Gravel Roof Area 08: Concrete Deck; Vapor Barrier; 3” Isocyanurate; 1/2” Fiberboard; BUR w/Gravel Roof Area 10: Metal Deck; 3/4” Gypsum Board; 3” Isocyanurate; 1/2” Fiberboard; BUR w/ Gravel Roof Area 13: Metal Deck; 3/4” Gypsum Board; 3” Isocyanurate; 1/2” Fiberboard; BUR w/ Gravel Roof Area 15: Concrete Deck; Vapor Barrier; Tapered Isocyanurate; 1/2” Fiberboard; BUR w/ Gravel Roof Area 19: Concrete Deck; Vapor Barrier; Tapered Isocyanurate; 1/2” Fiberboard; BUR w/ Gravel

RRI had planned to take several cores underneath the mansard on the north east corner of the roof to further evaluate active leaks in this location, but it appeared that pigeon waste was still in place. Due to the existing conditions, RRI did not enter this area. The crew took cores just outside the mansard wall (Core 3 & Core 9). The core on the south side of the mansard was found to be dry, while the core on the north side was wet, which confirms the infrared scan results as well. Please see the roof plan for all core locations. All cores were properly repaired with mastic and reinforcement fabric. The following provides typical photos of the roof cores, examples of the moisture meter readings confirming the presence of moisture, and typical repairs.

Martin Luther King Jr. Federal Building

Newark, New Jersey

GSA had reported an ongoing leak underneath RA-08 in the mechanical penthouse. When RRI was on-site to perform the infrared scan, this area had been covered with a tarp which prevented RRI from being able to adequately scan this section. No obvious deficiencies were observed during RRI’s visual inspection. RRI took several roof cores in the vicinity of the leak area and utilized a moisture meter to detect any moisture in the system. Based on the readings, the insulation in this area is dry. It appears that the origination of the leak is from the roof perimeter.

Photo 64 - Reading taken in Wet Area 12 confirming the presence of moisture in the insulation system.

Photo 65 - Reading taken in Wet Area 24 which shows that the area of suspected wet insulation is dry.

RRI utilized a moisture meter to also confirm the infrared camera readings. A couple of areas identified as wet during the infrared scan were inconclusive. All questionable areas tested confirmed the presence of wet insulation, with the exception of the reading taken in Wet Area 24 which indicated that the insulation in this location is dry.
