Amendment 1--R02 A/E IDIQ Clarifications and A/E IDIQ Request for Information Responses

Amendment No. 1 is hereby issued as follows:

1) For both Contract A and Contract B, reference is made to Factor No. 3 - Professional Qualifications. Under the section Key Team Members, Item f), remove “licensed geotechnical engineer’ and replace with ‘licensed civil engineer.’ All other requirements under this factor remain the same.

2) For both Contract A and Contract B, reference is made to Factor No. 6 - Geographic

Location - the term “A/E firm” is referring to the Prime firm or Joint Venture submitting the qualifications.

In the first paragraph under this factor, remove “contract fees” and replace with “contract services.”

3) The due date for all submissions is extended from March 10, 2020 to March 17, 2020.

Submission time remains the same at 3PM local time. Please ensure the SF-330 Architect-Engineer Qualifications Part I and II, qualifications package reflects the entire proposed design team.

4) The total qualifications package page limitation is increased from 50 to 75, as further clarified in the RFI responses below.

5) Requests for Information (RFIs) and responses:

Question 1: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

Response 1: This is a new requirement. A similar Multiple-Award A/E IDIQ Contract covering all of Region 2 will be expiring in 2020. The incumbent contract information for that IDIQ is:

Question 2: I was just reviewing the A-E Multiple-Award IDIQ Contracts Notice ID 47PC0319N0002, and noticed the NAICS Code listed is 541310. Our firm is classified under code 541330 for Engineering Services. Can we still submit our Letter Of Interest and SF 330 for this notice?

Response 2: Yes, you can still submit the full qualifications package.

Question 3: Can you advise if, and who the incumbent UNR and SB contractors are that are providing these services to Regions 2 and 1 now?

Response 3: Region 1 does not currently have an A/E IDIQ established for projects with an estimated construction cost at award equal to or greater than $8,000,000, described as Contract A in this RFQ. See Response 1 for Region 2’s incumbent contractors and corresponding contract numbers.

Question 4: Re: Classification: What is meant by the term “Partial Small Business Set-Aside” (pg 2)?

Response 4: The term “Partial Small Business Set-Aside” refers to the fact that Contract A and Contract B are being solicited under the same announcement. Contract A, as described in the RFQ, is being procured as full and open competition. Contract B, as described in the RFQ, is being procured as a total small business set-aside; making the RFQ, as a whole, a partial small business set-aside.

Question 5: What are the Small Business requirements as far as MWBE, SVDOB?

Response 5: Please refer to www.sba.gov for information pertaining to size standards, certifications, and socioeconomic programs.

Question 6: By the space given to ‘joint venture’ requirements, are you encouraging the submission by A/E Joint Venture Teams?

Response 6: The RFQ outlines the ‘Requirements of Joint Ventures’ for informational purposes should the proposing firm wish to submit as a Joint Venture.

Question 7: Does the qualifications and specialized design experience of subcontractors on our team count; or only that of primes?

Response 7: The Professional Qualifications of all Key Lead Team Members and Key Team Members submitted under Factor No. 3 will be considered equally, regardless of the contractual relationship (prime firm or consultant).

For Factor No. 1: Specialized Design Experience the projects to be considered for this factor must be submitted by the Prime A/E Firm/Joint Venture. Proposed consultants’ design experience will not be considered for this factor.

Question 8: We are not sure it was made clear that we wanted to know what is meant by ‘Key Team Members’. Is it that we need to have a Joint Venture listed as Key – which means we are all Prime?

Response 8: “Key” is a term being used by GSA to signify importance of the role to GSA in performance of the Contract. GSA will evaluate the A/E Professional Qualifications of the team members listed in the Key Lead Team Member and Key Team Member roles, regardless of the contractual relationship between the team members. There is no requirement for any specific contractual relationship. Key Lead Team Members and Key Team Members can work for the Prime Contractor, any part of a Joint Venture, or a Consultant.

Question 9: Factor No. 3: Professional Qualifications: Could the Government please describe the responsibilities and/or the credentials of both the historic engineer and the historic conservationist?

Response 9: Factor 3: Professional Qualifications: Professional qualifications are required to be submitted for the three (3) Key Lead Team Members and eight (8) Key Team Members. Neither the historic engineer nor the historic preservation consultant are part of the three (3) Key Lead Team Members or the Key Team Members. There are no specific professional qualification requirements for these roles, but it is desirable to have individuals with experience in these fields on the A/E teams. When these roles are required for a specific Task Order, responsibilities may be defined.

Question 10: Factor No. 4: Past Performance: Will the Government be evaluating CPARS and Past Performance Questionnaires (PPQS?)

Response 10: Yes.

Question 11: Factor No. 4: Could PPQs be evaluated in place of CPARS?

Response 11: PPQs will be evaluated in conjunction with CPARS.

Question 12: Factor No. 4: Should the completed PPQ forms be included within our submission?

Response 12: Yes.

Question 13: Per the Submission Requirements, the RFP lists a 50 page limit. Does the 50 page limit include Part II information and PPQs?

Response 13: The page limit is increased to 75 pages, which includes all materials submitted for Factors No. 1 through 6 with the exception of the PPQs included under Factor No. 4 and the Standard Form 330 Part II information. The 75-page limit also includes any supplemental materials that might contribute to Factors No. 1 through 6, including, but not limited to; a letter of interest or additional text, information, images or photographs presented in a format outside Factors No. 1 through 6. The 75-page limit excludes a cover page, table of contents, and blank divisional pages (company logos are acceptable on blank pages, but not project images).

Question 14: Please confirm the small business requirements for Contract A.

Response 14: Per the RFQ, the Small Business Subcontracting Plan is only a required submittal for firms who are shortlisted to the next stage of the selection. The Small Business Subcontracting Plan is only a requirement for large or other-than-small business concerns.

For informational purposes, GSA’s FY20 subcontracting goals are as follows:

24 percent of subcontracts for small businesses 5 percent of subcontracts for small disadvantaged businesses 5 percent of subcontracts for women-owned small businesses 3 percent of subcontracts for HUBZone small businesses 3 percent of subcontracts for service-disabled veteran-owned small businesses

Question 15: Is this small business percentage related to the total contract value or percentage of the subcontracted value?

Response 15: See Response 14.

Question 16: Should we include consultant disciplines that we might need that are not listed in the RFQ, for example AV/IT/Security and Acoustic consultants? Or should we include only the ones mentioned in the RFQ (Architectural, Structural/Blast, MEP/FP, Geotechnical, HazMat, and Cost Estimating) and add other consultants later as needed for specific projects/task orders?

Response 16: The complete listing of disciplines anticipated for this procurement can be found in the Statement of Work, Section 2.6 A/E Team (page 10). Disciplines beyond those identified in the SOW should not be proposed at this time.

Question 17: Can you tell us what firms had this IDIQ Contract the last time it was awarded?

Response 17: Please refer to Response 1.

Question 18: Can you share what the task order/project bid and award process will look like?

Will each of the contract holders have the opportunity to submit proposals for potential task orders?

Response 18: Specific ordering procedures will be established with the contract award. Fair opportunity will be ensured, in accordance with FAR 16.505.

Question 19: Under evaluation Factors for Contract B, the RFQ states that “A/E firm/joint venture shall submit three (3) projects for which construction was completed not more than 6 years prior to the submission due date….”, can we submit the project(s) references from our subconsultant? Or it needs to be from Prime only?

Response 19: See Response 7.

Question 20: Regarding GSA IDIQ 47PC0319N0002 for contracts for Regions 1 & 2 as well as just Region 2, are there any minimum participation requirements for Minority and Women-Owned Business Enterprises or Service-Disabled Veteran-Owned Businesses on our team?

Response 20: See Response 14.

Question 21: With regards to the subject Solicitation, can our firm pursue Contract B as a Prime while being subs in Contract A? If so, would it be acceptable to the government to have as a teaming partner in Contract B the firm serving as prime in Contract A?

Response 21: The RFQ does not have any restrictions on teaming arrangements.

Question 22: For Contract B can a Small Business Architectural firm joint venture with a non-SBA Architectural firm?

Response 22: A small business can joint venture with any business, as long as the joint venture entity as a whole still meets the small business requirements outlined by the SBA. For reference, see the SBA’s website: www.sba.gov.

Question 23: It is common in the industry for companies to be multi-disciplinary A/E firms with several operating units. While planning to perform the work as an architect-led, fully-integrated A/E, would it be acceptable for a firm to hold this contract with the government through one of their engineering entities for administrative purposes?

Response 23: Yes, if a full qualifications package is submitted through an engineering entity, it would be acceptable.

Question 24: Per Factor No. 3 in the Solicitation, the first paragraph states that narratives about the Key Team Lead Personnel cannot exceed one single-sided page; later in the Factor’s description, it reads that a maximum of three single-sided pages and three projects per Key team Lead Personnel may be submitted. Can the Government please clarify the requirements for the resumes of the three key personnel, in terms of page count and what information (ie projects) should be included? Can we assume that one of the pages for each Key Team Lead Personnel be the standard one-page SF 330 Section E form?

Response 24: Factor No. 3 Key Team Lead Members (Program Executive, Lead Designer and Lead MEP Engineer) using Form 330 Part I, Section E format to provide: education, qualifications, professional registrations and certifications, and professional experience, advanced degrees, awards, commendations, and peer recognition. Limit the Section E response to a single page. In addition, provide three project examples for each Key Team Lead Member, with a three page limit. Each Key Team Lead Member is therefore limited to four pages total, one page of qualifications and three pages for the three project examples.

For each of the Key Team Members (a through h) use Form 330 Part I, Section E format to provide: education, qualifications, professional registrations and certifications, and professional experience, advanced degrees, awards, commendations, and peer recognition. Limit the Section E response to a single page per Key Team Member.

Question 25: Is it or would it be possible to submit for the Caribbean portion of the IDIQ only?

Or do you have to have capacity to work in the entire North East to submit?

Response 25: It is not possible to submit solely for the Caribbean portion of either Contract A or Contract B.

Question 26: Is the identity of questioners shared with members of the selection committee?

Response 26: No.

Question 27: Factor No. 1: Specialized Design Experience: The first paragraph for this factor notes that for each of the three (3) projects submitted construction must be completed not more than 6 years prior to submission date. Does this apply to the project for item c) Master Plan or Design/Construction Study project with a construction estimate over $1,000,000? There are many Master Plan or Study efforts that involve more than 6 years before they reach the construction stage, let alone complete construction. Clarification if this requirement applies to c) would be most appreciated.

Response 27: Factor No. 1: Specialized Design Experience: The requirement that construction be completed no more than 6 years prior to the submission date applies to all three (3) project types.

Question 28: Factor No. 1: Specialized Design Experience (20%) states we should complete, "Part 1, Section F & H of the Standard Form 330". What information is required to go in Part H as it relates to Factor 1?

Response 28: Factor No. 1: Specialized Design Experience: Two pages of narrative are permitted for each project. Section F provides for only one page. Part H allows for a second page of narrative inside the space of the standard format of Standard Form 330.

Question 29: Factor No. 1: Specialized Design Experience (20%) states we should complete, "Part 1, Section F & H of the Standard Form 330". Additionally, Factor No. 2: Design Philosophy (20%) states we should complete "Part 1, Section H" and that Section H is limited to one single-sided page. Can you please confirm what information is required in Part 1, Section H?

Response 29: Factor No. 1: Specialized Design Experience: See Response 28.

Factor 2: Design Philosophy: Section H is a “blank sheet” within the standardized format of Standard Form 330. The information that is required in Part I, Section H is the information described under Factor 2: Design Philosophy.

Question 30: Factor No. 3: Professional Qualifications (20%) states we need to provide a narrative describing the education, qualifications, professional registrations and certifications for the following "key" A/E Firm and/or Team Lead Personnel. 1) Program Executive; 2) Lead Architectural Designer and 3) Lead MEP Engineer. Since there isn't really room for a "narrative" on Section E, does this mean that the narrative is in addition to Part 1, Section E?

Response 30: See Responses 31 and 32.

Question 31: Factor No. 3: Professional Qualifications (20%) states we need to provide a narrative describing the education, qualifications, professional registrations and certifications for the following "key" A/E Firm and/or Team Lead Personnel. 1) Program Executive; 2) Lead Architectural Designer and 3) Lead MEP Engineer. However, it then says we can include any awards, commendations or peer recognition for Lead Architectural and/or MEP designers and that a maximum of three single-sided pages may be submitted. Does this mean that we can submit Section E, a one-page narrative and three pages for awards, etc. totaling 5 pages per Key Team Member?

Response 31: See Response 24.

Question 32: Factor No. 3: Professional Qualifications (20%) states that a maximum number of three projects per key Team Lead personnel may be submitted. Is this in reference to Part 1, Section E, Block 19. Relevant Projects?

Response 32: See Response 24.

Question 33: Factor No. 3: Professional Qualifications (20%) states that the evaluation will consider the qualifications of key technical personnel including: a) Licensed Architect; b) Licensed Structural/Blast Engineer; c) Licensed Mechanical Engineer; d) Licensed Electrical Engineer; e) Licensed Fire Protection Engineer; f) Licensed Geotechnical Engineer; g) Hazardous Material Consultant and h) Cost Estimating Consultant. Does this mean that we need to complete Part 1, Section E for all Technical Personnel?

Response 33: Factor No. 3: Qualifications will be evaluated based upon the Professional Qualifications of the Key Team Lead Members and Key Team Members (a through h) submitted. Failure to submit qualifications for one or more Key roles may affect the overall evaluation for this factor. Part I, Section E of Standard Form 330 provides the standard format for Professional Qualification submission for the Key Team Lead Members and Key Team Members.

Question 34: Regarding the 50-page limit, does this include the Letter of Interest? Do dividers, covers, and table of contents count towards this 50-page limit?

Response 34: See Response 13.

Question 35: Please confirm that this is an electronic submission that will be emailed directly to you.

Response 35: All proposals shall be submitted electronically to Jordana Covrigaru, Contracting Officer, at jordana.covrigaru@gsa.gov , with a copy to Brad Edwards, Contract Specialist, at brad.edwards@gsa.gov.

Question 36: Will the government remove the requirement that one project must be located in Region 2's Metropolitan NYC area?

Response 36: No, this requirement will remain.

Question 37: Under Factor 5: Capacity to Accomplish the Work, it stipulates that the Organizational Chart and Project Management Plan shall not exceed four (4) 8-1/2”x11” single-sided pages (single-spaced, with a minimum of 11 point Arial font). Does this font restriction apply to the remainder of Section H, and Sections A-G, as well?

Response 37: This font restriction applies only to the Organizational Chart and Project Management Plan.

Question 38: This IDIQ contract has been advertised under the 541310 Architectural Services NAICS Code. Given that it will require architecture and engineering services, do small mailto:jordana.covrigaru@gsa.gov mailto:brad.edwards@gsa.gov businesses under the 541330 Engineering Services NAICS Code meet the small business requirements of Contract B?

Response 38: Please see Response 2. Firms classified under NAICS 541330 are eligible to participate in this procurement. Please refer to www.sba.gov for information pertaining to size standards, certifications, and socioeconomic programs, to verify if your firm meets applicable small business requirements.

Question 39: I understand there is a 50-page limit. Are there any sections or pages that don’t count towards this 50-page limit? (Part II, etc.)?

Response 39: See Response 13.

Question 40: Factor 1 - Specialized Design Experience requires one (1) project must be located in the NYC metropolitan area. Factor 6 - Geographic Location states that 35% of contract fees anticipated to be performed within 100 mile-radius of GSA region II New York, New York.

RFI: As a firm located in San Juan, Puerto Rico area and without past performance within the NYC metropolitan area, do we qualify to submit an offer for proposed contract concerning factors 1 and 6 as stated above?

Response 40: If none of the three projects submitted for Factor 1 is located in Region 2’s Metropolitan NYC area, it will negatively affect the Factor 1 rating. In order to receive full credit for Factor 6, the firm must demonstrate that 35% of contract services for all orders placed under this contract can be performed within a 100-mile radius of GSA Region 2 offices located at One World Trade Center, New York, NY 10007. If a submission demonstrates less than 35% for Factor 6, as described, it will negatively affect the Factor rating.

Question 41: For Contract B – Factor 4: Past Performance:

We are to submit an Owner/owner Representative Questionnaire form for each of the 3 projects we submit. The form is a few pages each and by submitting 3 forms it will consume a good portion of the limited 50 pages required for the total proposal. Is this what is expected?

Response 41: See Response 13.

Question 42: What are the subcontracting goals (SBE / MBE / WBE /DBE) for Contract A?

Response 42: Please see Response 14.

Question 43: The RFQ requires qualification packages submitted by joint ventures to provide supporting documentation of the joint venture (JV contract, operational details, financials, etc).

Is that same documentation also required for joint ventures who are engaged as subconsultants?

Response 43: The supporting documentation for Joint Ventures are required for the formal legal joint venture relationships for the prime A/E firm.

Question 44: Factor No. 1 requires one (1) Master Plan or Design/Construction Study project.

Is this criteria specific to a singular building Master Plan or do campus wide Master Plans fit this criteria as well?

Response 44: Yes, a campus-wide Master Plan would be an acceptable Study project for Factor No. 1.

Question 45: Factor No. 1 requires a project narrative (maximum two single-sided pages) for each example project. Are the two single-sided pages in addition to a completed SF330 Part 1, Section F? If so, should they accompany the completed Section F or should they be placed in Section H?

Response 45: The Factor No. 1 narrative has a two-page limit per project. The first page follows the Section F format and the second page follows a Section H format (a blank page).

The second page of the narrative (a blank page) should be included with the first page of the narrative in Section F.

Question 46: Factor No. 3 requires a narrative (maximum one page, single-sided) and project experience examples (maximum three projects and three pages, single-sided) for each Key Team Lead Personnel. Are these pages in addition to a completed SF330 Part 1, Section E? If so, should they accompany the completed Section E or should they be placed in Section H?

Response 46: See Response 24.

Question 47: On the instructions for the GSA Multiple-Award IDIQ Contracts, it says “All SF 330s must be signed and current reflecting a date not more than one (1) year from the date of this notice.” Does this refer to the date of the latest version of the SF 330 form? The most recent edition is from August 2016, which is obviously more than a year older than the date of the notice. To what does the above mentioned quoted text refer?

Response 47: By “notice” this statement is referring to Notice ID 47PC0319N0002, which is dated January 23, 2020 04:29 pm EST. Therefore the date of the signature on the SF330s shall be no more than one year before January 23, 2020.

Question 48: I think we identified about 30 relevant disciplines which should be part of the team. How does the GSA want to see these represented in the proposal? With a 50-page limit, there may not be enough space for a page per firm.

Response 48: Include all disciplines/sub-consultants in the organization chart, as appropriate in your Factor No. 5 response and include those disciplines/sub-consultants in Part II. (Part II is not included in the 75-page count.) See Response 13.

Question 49: Regarding Factor 3- excerpted below- they mention Section E of the SF330 which is the resume page, and a one-page narrative, and they mention project examples, etc. with “a maximum of three single-sided pages and three projects per key Team Lead Personnel”. Are all three items required? Please clarify.

Question 50: Should completed Past Performance Questionnaires be submitted in our proposal, or should we request our clients to send the completed questionnaire directly to GSA?

Question 52: Factor 1.c, states that one of our example projects must include “One (1) Master Plan or Design/Construction Study project with a construction estimate over $1,000,000,”. Can this project be a study that did not lead to final construction?

Question 58: For Factor 1: Specialized Design Experience, can you confirm that a project that includes a substantial new addition (with construction cost over $10mil) is acceptable for:

b) One (1) project that is a new building with a minimum construction cost of $10,000,000, which achieved a US Green Building Council (USGBC) Leadership Energy and Environmental Design (LEED) rating of certified or above. Projects that have a higher LEED rating (i.e. silver, gold, or platinum) shall be rated higher for this criteria.

Response 58: While not strictly a new building, a substantial addition will be considered as meeting the criteria of Project type b) if the narrative for the addition demonstrates that the scope and complexity of the addition is equivalent to a new building with a full range of building systems and that it meets the criteria for the category in every other regard.

Question 59: Factor 1: Please confirm that the three (3) Factor 1 Specialized Design Experience projects are to be submitted as SF-330 Section F Example Projects only.

Reference is also made to Section H. Are any Factor 1. Specialized Design Experience project credentials to be included in Section H?

Question 60: Factor 3: Key Team Lead personnel: Please define the role of the Program Executive on this contract.

Response 60: The Program Executive is the individual with responsibility and authority to oversee the cost, schedule and performance of the contract including ensuring adequate and proper resources are allocated, and that the Contract and task orders are properly administered and closed out.

The Lead Architectural Designer is the individual who will have primary responsibility to develop the concept and the project design for each task order. If applicable, the Lead Architectural

Designer will also be involved in commissioning an artist or artists for the project and in assisting with the successful integration of works of arts into the architectural design.

The Lead MEP Engineer is the individual who will have primary responsibility to develop the design and integration of all MEP systems for every task order issued with an MEP component.

Question 61: Factor 3: Please clarify requirements for Key Team Lead Personnel and Key Team Member Qualifications:

a) Please confirm that the 1-page narrative demonstrating professional qualifications and experience should be represented by SF-330 Section E resumes. Please confirm that Section E resumes are required for the Key Team Lead Personnel and Key Team Members in disciplines a. through h. only.

b) Please clarify the additional requirement to provide examples and experience for the Key Team Lead Personnel, not to exceed 3 pages and 3 example projects per Key Team Lead. Should this information be provided in Section H?

Response 63: Per the announcement: “The Organizational Chart and Project Management Plan shall not exceed four (4) 8-1/2” x 11” single-sided pages (single-spaced, with a minimum 11 point Arial font).” It would be acceptable for the Org Chart to be composed of (2) 8-1/2” x 11” single-sided pages, but that would limit the Management Plan to (2) 8-1/2” x 11” since the total for the Organizational Chart and Project Management Plan shall not exceed four (4) 8-1/2” x 11” single-sided pages.

Question 64: Are covers and tab dividers permissible?

Question 66: Can GSA provide a list of contract incumbents?

Question 67: If you are submitting as a Joint Venture, does the JV need to be registered in SAM prior to the submission or is it acceptable if both members of the JV are individually registered in SAM?

Response 67: For this stage in the evaluation, the Joint Venture does not need to be registered in SAM as a single entity. Per the RFQ, “All offerors are required to have an active registration in the System for Award Management (SAM) (www.sam.gov) at the time of offer submission.”

This stage of the procurement is seeking qualifications packages. Formal offers will be requested only from the selected A/E firms at the time of Request for Fee Proposal.
