LAN Room Construction

This project is for the construction of a LAN room at the locations listed below.

Project Scope

Contractor shall be responsible for obtaining all necessary local, state, and federal permits and licenses and payment of related fees.

All work shall comply with codes and standards applicable to each type of work through the course of this project. Contractor shall also comply with the requirements of GSA Build Green Standards, and PBS P-100.

The Scope of Work for this project is to construct a LAN room within each building as defined in the CBP Statement of Work.

All space impacted by construction will be returned to like new condition.

Work is being performed in occupied space and must be done in a fashion that has the least impact on the occupants.

The space needs to remain open to government personnel at all times.

This construction project which includes but is not limited to, interior construction and will involve Electrical and Mechanical construction trades.

All work is to be performed under a single prime contractor by certified/ licensed trade personnel.

The general contractor will have supervisory personnel on-site and available whenever work is being performed on this project.

Contractor will provide all necessary licensed trade personnel to disconnect and move all equipment necessary to complete this project.

All work on this project will be scheduled accordingly to minimize disruption.

Description of Work:

1. Construction of a LAN Room at each location identified per the Agency provided SOW & layout

2. All items left in work area shall be protected / covered.

3. Awarded contractor is responsible for all moving required for this project with the exception of computer equipment.

4. All work shall be performed during normal business hours between 7:00 am and 4:30 pm.

5. A proposed schedule must be submitted and approved prior to any work being performed.

6. Contractors are encouraged to attend the Site during the predetermined time in order to review the. Project

***Price Proposals shall be broken out by location to include Materials, Labor OH&P with a total bottom line combined cost

Other Special Instructions

• Contractors are strongly encouraged to visit the site prior to submitting proposals.

• If asked to stop construction due to noise by anyone in and around the construction area.

Stop work, ask for a name and contact information, and contact the GSA Contracting Officer and COTR immediately.

Submittals All products specified are to establish a standard of quality.

The contractor must provide submittals of all new products and finishes to be used on this project and gain the GSA Contracting Officers written approval prior to purchasing or installation.

□ Otherwise, the contractor will be liable to remove the unapproved products and to provide/install the approved products at their own expense.

Submittal response by the government shall be 14 days or less. If product samples are not submitted in a timely fashion, any delays caused by the contractor will not warrant a time extension

Equipment The contractor shall provide all equipment associated with the entire project, operate in a safe manner and adhere to all OSHA and GSA standards.

Equipment and Material Storage The contractor shall provide and store all equipment, the materials specified above, and any other materials that are required to complete the project. The materials are required to be kept clean and dry throughout the duration of the project.

Material Removal The contractor shall provide dumpsters as necessary to handle any demolition or excess materials from the project. The location of these dumpsters will need to be coordinated with the tenant and GSA at the start of the project. The contractor shall be responsible for the transportation of the waste material to a landfill as well as the disposal costs.

Proposal Pricing When submitting a proposal, provide a cost breakdown for each task into the following categories for each trade: Materials, Equipment, and Labor.

Contractor Use of the Premises During the period of the project, the contractor will have access to the site only during business hours of 7 AM and 4:30 PM Monday through Friday. No on-site work shall be performed outside these hours or on holidays unless otherwise directed by the Contracting Officer.

Limit use of premises to areas indicated.

Allow for Government occupancy and use by the public.

Keep driveways and entrances clear. Do not use these areas for parking or material storage.

Schedule deliveries to minimize on-site storage of materials and equipment.

The contractor, contractor employees and subcontractors shall make their own arrangements for vehicle parking off site in the event spaces are not available.

Repair all damage caused by construction.

Protect the building and its occupants during construction.

The Government will occupy the building during construction. Cooperate with the

Government to minimize conflicts and facilitate Government usage. Do not interfere with the Government’s operations.

The Contractor is responsible for protecting items from damage, including exposure to the elements. The Contractor shall repair or replace items damaged as a result of his operations. The contractor will be held responsible to restore all surfaces to as new condition before the project is considered complete.

Progress Meetings Progress meetings are not required for this project. The project manager and building team representative shall make regular inspections of the work progress.

Sanitary Facilities Contractors may use the public sanitary facilities within the building.

Telephone Telephone service is not available on-site for the Contractor’s use.

Utility Outages and Locates No utility outages will be approved without the written consent and approval of the project manager. Requests for utility outages (electrical, telephone, gas, water, chilled water, hot water, fire sprinkler system, and fire detection system) must be received two calendar days before the outage date.

Housekeeping The project site shall be kept in a neat, orderly, and safe condition at all times. The contractor shall provide enough containers for collecting construction debris and construction materials to be recycled.

Disposal Unless otherwise specified, all removed material becomes the property of the contractor and shall be disposed of outside Government facilities and land. The contractor shall dispose of refuse daily, in a legal manner, at a public or private dumping area. Document and provide to the Contracting Officer the quantity of materials disposed of through recycling and through sanitary landfills (CY or tons as appropriate).

Waste Management The GSA has established that this project shall generate the least amount of waste possible. The contractor shall employ processes which ensure the generation of as little waste as possible and avoid the generation of waste due to over-packaging, error, poor planning/layout, breakage, contamination, damage from weather, etc. Of the inevitable waste that is generated, as many of the waste materials as economically feasible shall be reused, salvaged, or recycled. Waste disposal to a landfill shall be minimized to the greatest extent possible. See also “Disposal” for record keeping requirements.

Transportation and Deliveries The contractor shall arrange deliveries of materials in accordance with construction schedules; coordinate with COR to avoid conflict with other tenants and other work conditions at the site.

Cleaning Before scheduling the final inspection, the Contractor shall accomplish five items: (1)

Remove all tools, equipment, surplus material, and rubbish; (2) Restore or refinish, to new condition, surfaces that are damaged due to the work of this contract; (3) Remove grease, dirt, stains, foreign materials, and labels from finished surfaces; (4) Pickup all construction debris from the site; and (5) At time of final inspection, project shall be thoroughly cleaned and ready for use.

Substantial Completion and Final Inspection When project, or designated portion of project is complete, request a final inspection.

Upon receipt of request that project is substantially complete, the Contracting Officer will proceed with the inspection within ten days of receipt of request or will advise the contractor of items that prevent the project from being designated substantially complete.

Hours of operations:

Work within the confines of the construction space – 7AM to 4:30PM.

Removal of construction waste: Everyday.

Security Requirements:

Homeland Security Presidential Directive – (HSPD-12) is a policy for a common identification standard for federal employees and contractors, which requires the implementation of a government wide standard for secure and reliable forms of identification. This process begins with a background security investigation for all contractors seeking the privilege of conducting business on or within federal facilities that are controlled and operated by the federal government. Such business activities include physical access to federally controlled facilities, as well as logical access to government information systems typically accessed through computer terminals within government facilities.

The Security Clearance process will be provided to the Awarded Contractor at the time of award.
