About this file

This amendment modifies solicitation 47PB0124R0001 from the General Services Administration Public Buildings Service seeking proposals for Internet-Based Computer Accessible Real Property Informational Services. Offerors must provide a web-based platform and mobile applications allowing federal agencies and the public to access property information and maps. The amendment extends the response deadline to April 15, 2022 and changes the period of performance start date to October 1, 2022. Pricing will be fixed for the base year with option years priced as percentages of the total contract value. The solicitation is unrestricted and available to all responsible sources. 1. As far as the pricing sheet is concerned, the services we are planning to lease offer access to the Real Property Informational Services platform with the purchase of (1) annual license for the entire organization and not per user. Is there a "best" way to reflect this pricing?

We have individuals in offices and remote locations across the entire United States, as long as that license would accommodate a significant number of these individuals who can access the website simultaneously at any time during normal business hours and obtain the data and/or surveys they require, I believe that would be OK. The price should reflect GSA's total annual cost for said license/access.

2. Reviewing the Dec 8th, revised SF 1449, the Qty shows 1 for each year. Is that the new and correct reflection to mean 1 license per year over the 5-year period? Please confirm or clarify quantity of licenses per year in the solicitation or revised document?

No, it is not correct, we have a significant number of GSA individuals in offices and remote locations across the entire United States that will require their own license (right) to access the real property data and surveys you provide. GSA has 11 separate Regions and Central Office which will each contract for the individuals who need the service for the base year and subsequent option years. Currently we have almost 20 active BPA Calls

(contracts) that procure from about 6 to about 35 licenses each.

3. Can you award this directly to a Hub Zone company and/or a small disadvantaged business?

GSA deems has determined it most viable to solicit these services as Full and Open

Competition to extend opportunity and garner the best proposals from interested parties.
