2.0 BACKGROUND

Wyoming Area Office Lake Minatare Cabin Property located at the south of Lake Minatare Reservoir in Scotts Bluff County, Nebraska. There are thirty-nine cabin lots.

Plans for the area were created in 1956 where there were to be forty cabin lots. After more than sixty years, markers need to be relocated, replaced, and captured in a GIS with defined coordinates. This project is intended to provide project support for the Lake Minatare Cabin area.

3.0 TASKS

3.1 Boundary Survey

Complete land records research with Scotts Bluff County and other agencies as needed to determine the record location of the subject lots (refer to Attachment 1) and adjoining parcel boundaries, right of way limits, and easements. Complete a field reconnaissance of the subject and adjoining lots to uncover boundary evidence such as iron pipes or rods, monuments, fences, walls, and road markers.

Complete a field survey in accordance with current Standards of Professional Land Surveying Practice in Nebraska to locate all uncovered boundary evidence, lot improvements, and utilities.

Prepare an electronic base map of the field data using mapping software. Reclamation requires that corner points be received in ESRI ArcGIS shapefile and a MS Excel spreadsheet.. Analyze the physical evidence found during the field survey as it compares with record information to determine the accuracy of found monuments or the location of missing/obscured corners that need to be established.

Draft a recordable boundary survey plat showing the results of the survey, all field data/lot improvements, potential encroachments with maximum extent clearly dimensioned, adjoining lot owner names, and notes. The plat will be drafted according to the State of Nebraska and Scotts Bluff County recording requirements. Install any missing or obliterated boundary corners. The Surveyor will provide a copy of any Corner Record filed as part of this survey.

3.2 Monumentation and Staking

Easement and boundary corners requiring monumentation shall be monumented with a minimum 5/8” x 30” rebar with a plastic cap, installed to grade level, or below, accompanied with a metal fence post guard.

Temporary Stakes required (and offset as necessary) shall be a minimum standard 1.5” x 1.5” x 8” wooden survey stake, with a 4’ wooden guard stake, securely driven in the ground.

3.3 Electronic Drawing and Data Files

The contractor will furnish electronic copies of all documents and drawings pertaining to the surveys. Each drawing shall have a legend containing an explanation of line types and symbols, scale, north arrow, basis of bearings, title block, and the following note:

“Surveyed at the Request of the United States Bureau of Reclamation. Horizontal units shall be in U.S. Survey Feet (One Foot = 12/39.37 Meters)

The electronic data will consist of:

Drawing files in ESRI format. Each drawing file shall be adequate to reproduce each of the drawings furnished in its entirety; i.e. include all external references, image files, fonts or anything else necessary to reproduce each of the drawing files in its entirety.

All surveyed points with columns of Lot Numbers, Corner Designation (NW, NE, etc), Northings, Eastings, Elevations, and Descriptions in a Microsoft Excel spreadsheet along with an ESRI shapefile format. Descriptions for points should be self-evident or a key should be provided which explains the meaning of point descriptions.

Executive Order 12906 states that any drawing, map, contour data, planimetric feature data, image data, elevation data in digital or hardcopy format which has geographic coordinates tied to or embedded in it requires Federal Geographic Data Committee (FGDC) compliant metadata to include: identification, data quality, spatial data organization, spatial reference, entity and attribute, distribution, and metadata reference, citation, time period, and contact information. Contractors shall provide FGDC compliant metadata in a separate layout in each ESRI file. If necessary, contact the Contracting Officer’s Representative for a metadata template or clarifications.
