For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

Is this project sales tax exempt? If the project is sales tax exempt will the government/ GSA provide a sales tax exemption certificate?

Pursuant to FAR 52.229-3 Federal, State, and Local Taxes, the Contract price includes all applicable Federal, State, and local taxes and duties. This same clause further states that the Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State, or local tax when the Contractor requests such evidence and a reasonable basis exists to sustain the exemption. The U.S. General Services Administration (GSA) has no authority to exempt the Contractor from Federal, State, or Local taxes. The Contractor’s performance under this Contract is that of an independent contractor. The Contractor under this Contract is neither an agent nor principal of the United States Government or GSA. GSA is an Executive Agency of the United States Government

Can the SSHO positions required be fulfilled by the qualified superintendent?

If the “SSHO” refers to a site safety & health officer, then yes if the site superintendent is qualified they can act as such.

Is there a Basis of design or approved manufacturer for the existing elevator?

The basis for Design is MC (motion Controls) and the basis of design for the gearless motors will be Imperial Electric.

Who is the company that has the inspections/ service contract for this unit?

The contractor is responsible for removal, contract document work and inspecting and commissioning their own work. An independent testing agency will be hired by the GSA to complete the final acceptance testing. If the independent testing agency does accept the final test it is upon the contractor to remediate any issues before the GSA will accept the final product and the GSA receives acceptance from the independent testing contractor. Also please refer to spec sections 01 40 00

Is commissioning by owner?

Commissioning shall be completed by the contractor of award and GSA will hire a 3rd party consultant to oversee the commissioning process.

Is there any designated parking spaces for workers accessing the construction site?

Limited parking will be available for one vehicle based on the availability of Space.

. Is there any designated dumpster area for construction debris?

A Bay at the loading dock will be made available for limited time windows for efficient removal of debris.

Who is the Government fire alarm servicer that they currently work with?

What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Information to be provided upon award.

Has the work area been checked for asbestos? Mastic floors only?

JFK had an Asbestos abatement project completed in the 90’s and the only known remaining asbestos area is encapsulated in the structural columns.

Project has the $40K allowance, is that to be included in base bid?

Please refer to spec section 14 21 23 - 46 which states, “Include in the bid an allowance to cover the supply of elevator cabs delivered to the job site of $40,000.00. This allowance is to be free of any handling charges, applicable sales and/or use taxes (which shall be included in the Elevator Contractor’s base bid.)”

How long after the award will the Government announce if they will grant that allowance or reduce the contract?

To be determined after the award and supporting documentation from the contractor.
