Gignoux Courthouse Lobby Screening, Temporary Parking, and Vehicle Barrier Project Amendment 0002

Government Responses to Industry’s Questions 4/8/2021

Please confirm if taxes should be carried in proposals?

Pursuant to FAR 52.229-3 Federal, State, and Local Taxes, the Contract price includes all applicable Federal, State, and local taxes and duties. This same clause further states that the Government shall, without liability, furnish evidence appropriate to establish exemption from any

Federal, State, or local tax when the Contractor requests such evidence and a reasonable basis exists to sustain the exemption. The U.S. General Services

Administration (GSA) has no authority to exempt the Contractor from Federal, State, or Local taxes. The Contractor’s performance under this Contract is that of an independent contractor. The Contractor under this Contract is neither an agent nor principal of the United States Government or GSA. GSA is an Executive Agency of the United States Government.

Please confirm if any state, local, and/or Federal permits will be required on this project?

City of Portland permitting will be required.

Please confirm if there are any known hazardous materials?

Refer to note #5 on A001 for the assumed hazardous materials.

Please confirm if there is Contact info for TYCO security or is all Security wiring done by the Marshall Service?

Security scope in the lobby renovation provided under a separate contract per keyed note #2 on sheet E-101-01.

It was noted during the site visit that the Marshalls office is located on the second level and it's the only location to tie in new card readers for the temporary parking area. Does the GSA have a route and estimated wiring distance for this to be completed? Does this need to be in conduit the entire length for security purposes or soft cable upon getting into the building structure?

Note: This is different from what was stated at the site visit. Provide gate with a mortise type lock assembly that will accommodate Medeco Rim & Mortise Cylinders. Key core shall be an "A" type. Locking mechanism shall adapt to the standard pipe size of the gate. Similar to the Securitron GL-1 Gate

Lock. Manual operation required only.

On the back exterior of the building for temporary parking is it acceptable just to clip the conduits to the ground along the building and then secure them to the fence as needed? Conduit Sch 40 PVC

This is acceptable, with this one requirement. Any conduit that crosses the walk way is shall have a protective cover over it.

Please confirm in the rotunda if there is an estimated floor thickness? It is noted that they want flexible connections from the floor. Would a Wiremold 4FF series be an acceptable fire rated transition device?

Wiremold 4FF series is acceptable (UL listed and UL Fire Classified for for tile and terrazzo). There is no estimated floor thickness.

Please confirm if there is any data wiring where the steel reinforcing beams are in the rotunda floor? And if the floor should be scanned before core drilling?

We do not believe that our layout conflicts with any steel beams in the floor, however there have been no recent scans of the Rotunda floor. We recommend scanning the floor prior to core drilling.

Is it acceptable to substitute mid-wall supports in lieu of HSS low wall supports?

(6/A-501)

Not Acceptable, please provide per contract documents.

Keynote 5/A001 indicates the presence of lead paint - however no Haz/Mat report has been provided with the bid documents. Is the GC required to include cost for a Haz-

Mat survey, and required abatement?

LBP should be assumed to be present in the area identified and testing and abatement included in the base bid.

Will engineered & stamped fire protection drawings be required?

Refer to spec 211313, para 1.4 (C) for the requirements.

Please provide an allowance value to include for replacement of unsuitable soils.

Any deviations from plan quanitiy to be paid for via Change order

Please provide a product specification for the required vehicle crash gate.

Please see SECTION 347113.19 - ACTIVE VEHICLE BARRIERS Barrier systems used shall be listed in either the Department of State (DoS) certified or Department of

Defense (DoD) approved anti-ram vehicle barrier lists. Such as the Hysecurity

Strongarm M30

Please clarify if the existing site condition includes granite pavers, or if the pavers (as denoted) are an aesthetic feature of existing pavement.

In additon to the large ganite pavers which are to be removed and reset, there are also asphalt pavers which will need to be removed and reset as needed, see detail

C3, C-501 of the contract documents. Also, refer to Site Plan Details drawing from the

1993 design. Site photo is also attached for reference.

Please provide an allowance value to include for duct cleaning & filter replacements.

Adhere to para 3.02 Protection of HVAC Systems for requirements associated with the HVAC systems during construction.

Costs to meet this requirement must be included in the base bid and not an allowance.

Who is responsible for the reinstallation of the x-ray and the metal detector? Is this a specialty vendor contracted by the GSA? Or is the GC expected to include turn-key installation?

Per A-101 Keyed note 5 & 6 Existing Metal Detector/X-RAY Machine, NIC. Shown for reference only. Client to Reinstall.

Please provide details on the floor assembly/floor thickness at the lobby to determine correct requirements for coring.

There is no estimated floor thickness.

Please provide approximate linear footage from lobby to existing electrical room to establish lengths of new circuitry.

General note #3 on sheet E-101-01 states, "Panel "PPC" located in computer room 119, 150 linear feet from lobby" - please use 150' as a value measuring directly from the center of the lobby to computer room

119.

Please clarify the metal gauge requirement for the chain link fencing used for the temporary parking enclosure.
