Pre-Submittal Meeting Subjects

Purpose of the Meeting: Become familiar with the work intended for this project, and information regarding the solicitation and the selection process. This is a small business set aside and a Firm Fixed price contract is intended. This is Phase I of II.

This Request for Qualifications stage requires A/E Firms to respond to the RFQ. The evaluation factors for Stage I consist of:

1) Past Design Performance 35%,

2) Philosophy and Design Intent 25%

3) Lead Mechanical Engineer Portfolio 25%,

4) Lead Mechanical Engineer’s Profile 15%

The Selection Process for Stage I in accordance with FAR 36, Brooks Act and the

Design Excellence Program (evaluation, board members, ODC Central Office, selection) for the selection of the best and most creative A/E firm who specializes in

MEP Systems to complete this work. A/E Firm must have experience with HVAC and

Fire Alarm repair/replacement projects at a historical facility

The RFQ’s are due on Wednesday, October 28, 2020 at 2:00 pm. Once the RFQ’s are received they will be evaluated by the Source selection team and together with them a

Title: Design Excellence Two (2) Phase A/E Selection, HVAC and Fire Alarm Upgrades, Gignoux Federal Building, Portland, Maine short list of the most qualified A/E Firms will be selected. At that time, Stage II Team

Interviews Invitation letters will be issued to the shortlisted firms, and posted on beta.SAM. There will be a Stage II submission which will consist of the factors listed in the announcement, interviews and evaluation, and final selection.

The Brooks Act and FAR Part 36 apply. NAICS Code 541330 and small business size standard in $16.5M (a calculated average annual receipts over the past 3-5 years)

Schedule: Award of the A/E is anticipated by April 2021. Selection, Design and

PCCS Period of Performance will go through July 2025

A CMa Construction Manager as Agent and Commissioning Agent (CXa) will be part of this prospectus project.

Limited Scope Project information: The Edward Gignoux U.S. Courthouse is an occupied three story masonry historic structure. Tenants who occupy the building include the US Courts and US Marshals service. Two Program Development Studies

(PDS) were completed in 2016 and 2018.

We are looking for an A/E firm for the replacement of the building HVAC system and

Fire Alarm system. The main project goal on the HVAC side is to address the ventilation issues at the occupied historical Courthouse, including ventilation rate, air circulation, and air quality. Currently we have 5 air handlers in the building, which four of them draw outdoor air at the ground level. As part of this project we are going to move them to the roof level or at minimum to 40-ft above ground. As stated on the

SOW, we are also replacing ductwork, piping, and other terminal units throughout the building. Since this building is fully occupied, phasing coordination is the key of this project to minimize impact to tenants’ operation.

The other Mechanical, Electrical and Plumbing (MEP) project scope include: HVAC, BAS and Air handling unit upgrades; Relocate remote radiator for emergency generator; Rooftop protection and heating plant upgrades; Removal of rooftop condensing units and domestic water entrance; Install return air duct for HVAC;

Replace air volume boxes, fan coil units, fire sprinkler piping, existing supply and return ductwork; Heating and cooling modifications, Improve MAU-1 ductwork.

The selected project delivery method is Construction Manager as Constructor (CMc).

With that, we will bring in the CMc to the design at the Design Development Phase to provide design phase service including constructability review.

For the Fire Alarm replacement scope, the selected design firm will be responsible to develop the Design Build SOW which will then be issued to the CMc as part of the construction package for the actual system design and installation.

Specific Issues: Historic building, Occupied Building, Security: This contract will require the Awarded A/E Firm physical access in the federally controlled facility, and will need to meet all security requirements prior to the performance of work. All contractors who will be working primarily on this project shall go through the HSPD-12 clearance process. Site access needs to be coordinated with the GSA and the Court.

Sustainability: GSA has a list of high performance or GSA Proving Ground

(GPG) technologies that the selected AE team should consider if the LCCA turns out to be reasonable.

Preservation: The Gignoux is a national registered historical facility. The selected firm will need to work with the GSA Regional Historical Preservation Officer

(RHPO) throughout the project

4. Can you please expand upon the geographic boundaries for the project, specifically where 35% of the A/E services must be performed?

a. The geographic boundary for the project is the six New England States –

Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and

Vermont.

5. Under the Past Performance evaluation factor, the first sentence says each project has a maximum of 5 pages per project, but later it states the section has a limit of 10 pages, so if we provide 5 projects that would mean we have a 2 page limit per project. Can you please clarify what the page limit is for this section? Is it ten pages for the section or 5 pages per project?

a. 5 pages or less for each project with a total limit of 10 pages for the entire section.

6. Is there an existing HSR describing the mechanical systems? I did not see one mentioned in the Scope of Work but if any documentation exists we are interested in reviewing it.

a. A Historic Structure Report (HSR) [Appendix Z] will be shared with the awardee.

7. It is anticipated all ductwork will be replaced?

a. Correct.

8. The Lead Mechanical Engineer Portfolio has a provision for presenting qualifications for a team. Can a Profile be submitted for a second discipline lead, and what would be the submission format (number of pages, etc.)?

a. GSA is looking for profile for the lead mechanical engineer only during stage I. Profile should be no more than three pages long as specified.

9. Representative Floorplans and photographs are required for the past performance section. We are utilizing Federal Project examples (to include

Federal Buildings and Courthouses) that cannot be sent via regular email. What is the GSA's preferred method for submitting the proposal securely?

a. Please follow the submission instruction shown on the Synopsis published on beta.sam.gov on 9/28/20.

10. Confirmation that October 28th is the due date for the RFQ.

12. Where and how do we submit the qualifications?

a. Instruction are posted on beta.sam.gov.

13. Is Part II required to be submitted at the same time as Part I?

a. As provided by solicitation ID 47PB0020R0057, Stage I requires General Qualifications from the submitting Firm’s and a complete Standard Form 330 Part I and Part II is to be provided with the Stage I submission.

14. Could we please request clarification on the Past Design Performance section page limits? The solicitation states "submit a portfolio of not more than five relevant projects completed in the last ten years (maximum of five pages per project)" which would equate to 25 pages. It also states "This section is limited to a maximum of 10 pages." What is the maximum number of pages that can be submitted for this section?

a. 5 pages or less for each project with a total limit of 10 pages for the entire section.

15. The Past Performance Section asks for "representative floor plan, rendered views, or other appropriate drawings, and a minimum of two photographs must be included for each project." Are the floor plans, graphics and photographs included in the section page limit?

a. “A representative floor plan, rendered views, or other appropriate drawings, and a minimum of two photographs” are excluded from the section page limits.

16. For Stage I of this A/E Design, HVAC and Fire Alarm Replacement procurement project, are SF330 Part IIs required for intended subcontractors or just for the lead mechanical engineer’s firm?” We are of the opinion that you just want to see the Part II information for our mechanical engineer and the portfolio project at this time.

a. SF330 Part I and II is requested for Stage I. A completed SF330 will be required as a response to Request for Qualifications in Stage I.
