Scope of Work (SOW)

USCG North Kingstown Housing Units 216, 264, and 296 Signal Road
North Kingstown, Rhode Island 02852 (GSA Case #:1-X-RI-0524-AA)
February 03, 2020
1.0 Introduction
1.1 Purpose
The U.S. General Services Administration (GSA) Region 1 Real Property Utilization & Disposal Division (1PZ) on behalf of the United States Coast Guard (USCG) seeks to procure Abatement of Damaged Friable Asbestos-Containing Materials (ACM) services in support of the divestiture of the USCG N. Kingstown Housing site. The impacted vacant residential buildings are located at 216, 264, and 296 Signal Rock Road, North Kingstown, Rhode Island 02852 (the “Property”).
1.2 Objective
The objective of this scope of work (SOW) is to procure abatement services for damaged friable ACMs as identified in the ACM Condition/Risk Assessment report dated December 19, 2019.
1.3 Background
Property Description:
The USCG owns the vacant multi-family residences at 210, 216, 224, 232, 240, 256, 264, 272, 280, 288, and 296 Signal Rock Road, North Kingstown, Rhode Island 02852. The Site consists of eleven 1,512 square-foot, single-story, wood frame, vinyl siding, shingle roof, slab-on-grade, residential housing units with an attached garage and asphalt driveways.
In preparation for divestiture of the property, the Government contracted environmental services which included Asbestos-Containing Material (ACM) Condition/Risk Assessments reports in October 2014 and in December 2019. The assessments of condition and evaluations were conducted in accordance with practices provided in the Rhode Island Department of Health (RIDOH) asbestos regulations R23-24.5-ASB, and the federal Asbestos Hazard Emergency Response Act (AHERA) regulations 40 CFR 763.
As provided in the ACM Condition/Risk Assessment Report of 2019, in the 1970s, certain friable ACMs were banned in the United States, although many asbestos products were manufactured more recently. Non-friable ACMs such as floor tiles, mastic, and roofing products are found in more recent construction. A thorough inspection of all buildings regardless of age is required prior to renovation/demolition under the federal National Emission Standard for Hazardous Air Pollutants (NESHAP) regulation, 40 CFR 61. The NESHAP regulation refers to the inspection and sampling protocol in the Asbestos Hazard Emergency Response Act (AHERA) 40 CFR 763. Rhode Island Department of Health (RIDOH) also regulates ACM in renovation and demolition. Prior to undertaking a renovation or demolition project, ACMs identified during the inspection must be abated in accordance with RIDOH Rules and Regulations for Asbestos Control (R23-24.5-ASB) and Occupational Safety and Health Administration (OSHA) Asbestos Standard for the Construction Industry (29 CFR 1926.1101).
Although it is not the intention of the USCG to renovate or demolish any structures at the property, friable asbestos is being abated according to the USCG policy in the Real Property Manual Section 4.6.4 B that states:
Friable and Non friable ACM. Friable ACM contains more than one percent (1%) asbestos by weight and can, by hand pressure, be crumbled, pulverized or reduced to powder. It is Coast Guard policy that damaged friable asbestos, that is, ACM that has in fact been crumbled, pulverized or reduced to powder, allowing for the release of fibers into the air, shall be abated prior to disposal of the property. Non friable and undamaged friable ACM shall remain undisturbed.
In the final Tetra Tech ACM Condition/Risk Assessment Report dated December 19, 2019, the contractor identified Damaged Friable ACM in various locations at 216, 264, and 296 Signal Rock Road. The report is attached for reference.
2.0 Scope of Work (SOW)
2.1 This section specifies the damaged friable ACM abatement requirements and the Contractor's applicable asbestos procedures to be used during the project. This includes removal or encapsulation of materials containing damaged friable asbestos, transportation, disposal, storage, containment of, and housekeeping activities involving asbestos or products containing asbestos, on the site or location where activities are performed.
2.2 The locations are listed in the ACM Condition/Risk Assessment report dated December 2019 and in Table 1-1 (See below). Please note: Quantities of asbestos containing materials to be abated should be determined from the drawings. The contractor is the sole responsible party for validating all dimensions and quantities of asbestos that requires abatement.
