II. Scope of Work The HAZMAT assessment was conducted on Oct. 11, 2017 at the request of Colby Engineering. The site of the assessment was the U.S. Border Station in East Richford, VT. The areas inspected included the basement, first and second floors, attic, public restrooms, garage bays, and exterior. The object of the assessment was to inspect the areas for hazardous materials. The materials inspected for included asbestos, lead paint, PCBs, and Mercury.

The building assessment was conducted to establish the following:

● Assess the potential for Asbestos Containing Materials (ACM) in the building.

● Physically inspect building materials, sample and analyze materials.

● Collect environmental samples and analyze via Polarized Light Microscopy to determine if the material has ACM.

● Identify interior areas with elevated levels of lead containing paint (Pb) that exceed 1.00 mg/cm² using an X-Ray Fluorescence (XRF) analyzer.

● Inspect materials that may contain PCBs.

● Inspect materials that may contain Mercury.

● Throughout the process, consult other qualified professionals if necessary or desired.

III. Asbestos Findings:

Asbestos containing material (ACM) is material containing >1% asbestos.

The type of ACM is categorized as Surfacing (Surf.), Miscellaneous (Misc.), and Thermal System Insulation (TSI). The ACM is also determined to be either friable or non-friable.

Additional asbestos sampling was conducted by another firm prior to ARA conducting this inspection (GSA, 2013a). Those materials that tested positive for asbestos in prior inspections and detailed in the site’s Asbestos Management Plan (GSA, 2013a) are included in the summary below.

Two materials that tested positive for asbestos in prior inspections were not observed by ARA on Oct. 11. 2017. Those two items were:

1. Brown pipe insulation under floor in 1st floor southwest bedroom.

ARA inspected under an accessible hatch in the floor, but did observe pipe insulation.

2. Grey pebble flooring in hallway in public restrooms. According to Border Patrol personnel, this restroom area was recently renovated. A grey floor was present, but appeared to be a newer rubber flooring.

The current flooring material was not deemed by ARA to be suspect

ACM and was not consistent with pebble-pattern flooring that is commonly known to contain asbestos.

1. Summary of present ACM as of Oct. 11, 2017:

IV. Lead Findings Painted materials were tested using an XRF on the interior and exterior surfaces of the building for levels exceeding 1.00 mg/cm² of lead. The XRF was calibrated onsite before use on Oct. 11, 2017.

A previous lead survey was conducted by a contracted representative of Federal Occupational Health (FOH) on March 29, 2013 (GSA, 2013b). The report from FOH was used as guidance during the lead-paint determination conducted by ARA on Oct. 11, 2017. The goal of this survey was essentially to confirm the results from the survey conducted in 2013. (GSA, 2013b) The XRF readings collected by ARA were consistent with those collected by

FOH.

In addition, the following materials were tested by ARA that were not observed in the FOH report.

V. Mercury Findings Items inspected that were suspected to contain mercury included thermostats, light switches, and light bulbs.

Below is an overview of the findings:

• The thermostats on the second floor are assumed to contain Mercury

• The fluorescent light in the second floor Kitchen ceiling fixture is assumed to be Mercury-containing. There was no “low-Mercury” stamp on this fixture.

VI. PCB Findings:

Items inspected that were suspected to contain PCBs include light ballasts and caulking. A representative number of fluorescent light ballasts were checked for PCBs and window caulking samples were collected from the exterior.

Below is an overview of the findings:

• The light ballast in the second floor Kitchen is assumed to contain PCBs. There was no label on the ballast suggesting otherwise.

• The following caulking materials were sampled for PCBs. Four window caulking samples were collected from exterior windows on the front of the building. Windows are labeled going from south to north along the front of the building with Window 1 being on the south side of the building, next to the Garage door. All arachlors results at approximately less than 1 µg/g.

Asbestos Identification Laboratory

Dear Jason Muchmore, Thank you Jason Muchmore for your business.

Michael Manning Owner/Director

Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project .

The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S. Government Agency.

Laboratory results represent the analysis of samples as submitted by the customer. Information regarding sample location, description, area, volume, etc., was provided by the customer. Asbestos Identification Laboratory is not responsible for sample collection activities or analytical method limitations. Unless notified in writing to return samples, Asbestos Identification Laboratory discards customer samples after 30 days. Samples containing subsamples or layers will be analyzed separately when applicable. Reports are kept at Asbestos Identification Laboratory for three years. This report shall not be reproduced, except in full, without the written consent of Asbestos Identification Laboratory.
