About this file

This document is Amendment 0004 to a Request for Proposals (RFP) for a federal contract opportunity. The amendment provides responses to questions received regarding the new Grid-Supplied Carbon Pollution-Free Electricity (CFE) requirements. Key details include:

The solicitation, numbered 47PA0724R0004, is for the supply of electricity and delivery of CFE energy attribute certificates for federal facilities in Texas. The contract will be a 48-month firm fixed-price award beginning June 2024. The estimated annual electricity quantity is 82,250,250 kWh, with the contractor required to deliver CFE energy attribute certificates equal to 75% of the total actual usage. The amendment clarifies that voluntary CFE is separate from and not included in the Grid-Supplied CFE requirements. It also explains that if there is no renewable portfolio standard or clean energy standard, the Grid-Supplied CFE is equal to the energy attribute certificates sourced from the agency's pro rata share of any electric utility distribution provider's non-bypassable charges for CFE.

47PA0724R0004 GSA ERCOT COMPETITIVE ELECTRICITY BUY

Addional Quesons and Answers received as of Monday, March 25, 2024

Q1: Sec on A.12 states that “The electricity supplier shall track each MWh of delivered CFE in the supplier’s grid mix using EACs and deliver or re re those EACs on behalf of the customer base, including the Federal customer.” There are two types of re rements that are performed by retail suppliers: (1) re rements associated with TX state RPS mandates and (2) voluntary EACs acquired on behalf of the customer. Accordingly, is the “Grid-Supplied CFE” to be reported as part of this solicita on the sum of the TX state RPS mandate plus the 75% voluntary EAC requirement?

A1: Reference Secon A.11. Voluntary CFE is separate from and not included in Grid-Supplied

CFE.

Q2: When the current TX RPS mandate sunsets aer August 2025, is the “Grid-Supplied CFE” simply equal to the 75% voluntary EAC requirement?

A2: If there is no renewable porolio standard or clean energy standard, then the Grid-Supplied CFE is equal to the EACs sourced from the agency’s pro rata share of any electric ulity distribuon provider’s non-bypassable charges for CFE (e.g., a state program supporng exisng nuclear power). “Non-bypassable” refers to a tariff charge that may not be avoided by the tariff customer.

Q3: Also, Sec on A.12 (ii) makes reference to “any electric u lity distribu on provider’s non-bypassable charges for CFE”. Is there anything specific in ERCOT that is being referenced here?

A3: The language cited is general/universal and does not reference specific charges. It applies to any charges in ERCOT meeng the definion provided in the contract.

Q4: If any non-bypassable charge were to exist, a compe ve supplier would not deliver or re re such a ributes?

A4: Per Secon A.12, the "electricity supplier shall track each MWh of delivered CFE in the supplier’s grid mix using EACs and deliver or rere those EACs on behalf of the customer base". If the electricity supplier is not tracking CFE sourced from the agency’s pro rata share of the electric ulity distribuon provider’s non-bypassable charges for CFE using EACs and delivering or rering those EACs on behalf of the customer base, then that CFE is not "grid-supplied CFE".
