Combined synopsis/solicitation 47PA03190048 (unrestricted) is hereby modified as follows. Any contradictions between this information and previously provided information is resolved in favor of this most recent Amendment:
1. The due date for offers is extended to May 28, 2021, at 5 p.m. EDT.
2. The term for each awarded contract is revised from a base year plus up to 4 one-year options to a five year term.
3. Prime A/E firms and Subconsultants may now team with multiple contractors in all zones, for both the SB setaside and the unrestricted Solicitations. We are no longer restricting zonal participation.
4. Zone D is revised to delete the reference to SPD and provide the definition of
Metro District of Columbia Area as Virginia, Maryland and District of Columbia.
1) The description of relevant projects in the Selection Criteria section has been revised as follows: Relevant Projects are
a. Designs of new construction or major renovations with construction costs of $500,000 or more, (Examples include multi-story office buildings, Land
Port of Entry facilities, court houses, or laboratories) and
b. Completed within the past 6 years of issue date of the Request for Qualifications.
c. Federal and institutional/commercial projects will be considered relevant.
5. The standard for Past Performance in the Selection Criteria has been modified to say: The standard may be4 exceeded by: Submitting references, rated as satisfactory or better, on four (4) or five (5) Federal projects or by receiving performance ratings of Very Good or Exceptional on past projects.
6. The requirement to submit a Small Business Participation Commitment Plan and the template have been added.
7. GSAM Provision 552.217-71 Notice Regarding Options has been deleted.
8. The SF 330 form is attached for reference.
9. The Contracting Officer’s email address is verified as: arnetha.wiggs@gsa.gov.
10. The synopsis/solicitation numbers are: 47PA0320R0010 (set aside) and
47PA0319R0048 (unrestricted).
11. The following answers are provided to questions received since the publication of
Amendment 1 which are not specifically addressed in changes to the
Synopsis/Solicitation content. Multiple questions of similar content and nature have been consolidated into a single question and answer for efficiency.
a. Question: Does the architect need to have a professional license in each of the states in the zone we pursue?”

Answer: We recommend that your firm be licensed in at least one of the
Zonal states that your firm is applying for. After award, we will give your firm 45 days to get the necessary licenses for work required in other states.
b. Question: In reference to Question 16 in Addendum 1, it is understood that each discipline listed by GSA is required to submit a Design Approach
Statement within Section H. Please clarify that in addition to this, should
Section H also include Portfolio's for each Key Personnel with a resume in
Section E, or should a Portfolio only be included for the Lead Architectural
Designer, and the Lead Engineering Designer?
Answer: In SF330 Section C is the proposed team inclusive of the prime and subconsultants Section D- Org chart with proposed team inclusive of prime and subs, Section E, Resumes of Key personnel( if disciplines are provided by Subconsultants, the personnel must tbe identified with
Resumes, Section F, Example projects requested by the GSA
Solicitation...PROJECTS WHICH BEST ILLUSTRATE PROPOSED
TEAM's QUALIFICATIONS FOR THIS CONTRACT (Present as many projects (at least 3, not more than 5 projects) , Section G, Key personnel participation in example projects, Section H. Additional Requirements requested by GSA beginning on Page 10.
c. Question: Do the representative projects need to be construction complete, or design phase completed for the scope contracted?
Answer: Construction must be completed on representative projects.
d. Question: Do all the representative projects submitted need to be from the prime firm? Can we submit representative projects from the Prime firm and the sub-consultant firm(s)?
Answer: Yes, you may submit from both.
e. Question: Can we submit the PBS Past Performance Questionnaire from a combination of the Prime Consultant and main subconsultant partner(s)?
For example, can we submit three (3) from the Prime and two (2) from the subconsultant(s)?
Answer: Yes
f. Question: Can the past successes working together on 2 relevant projects include current on-going projects, which the Prime and Sub-consultant(s) successfully completed design development of large scale project?
Answer: Yes if construction is completed.
g. Question: Explain font and margin limitations.
Answer: Form SF330 may be in any font. Margins do not have to be changed in the SF 330. All other submitted materials must meet our specified guidelines.
h. Question: Where do the PBS forms go in the submission? Should they be sent as separate attachments or rolled into the pdf?
Answer: Please send your full submital to the referenced CO and CS, arnetha.wiggs@gsa.gov, and shirley.rohmer@gsa.gov. PBS forms must be sent as separate attachments in a single email.
i. Question: Please confirm that an architecture firm as prime teamed with a building services engineer as a subconsultant is an acceptable teaming arrangement for the two key roles of Lead Design Architect and Lead Design
Engineer—the expectation is not that these personnel must be employed by the same firm or that we must formalize a JV, correct?
Answer: This is acceptable.
j. Question: Can you share the awardees for the previous Zonal A/E IDIQ contracts?
Answer: These are 2 new acquisitions. There are no previous awards.
