SMALL BUSINESS PARTICIPATION COMMITMENT PLAN
1. Prime Contractor Information:

All interested vendors (both small businesses and other than small businesses) shall provide a Small Business Participation
Commitment Plan (SBPCP) to demonstrate intentions to maximize the participation of small businesses in accomplishing task order requirements. This required information will be used to evaluate the extent of the vendor’s participation and commitment to use U.S. small businesses in the performance of the task orders issued under the Indefinite Delivery Indefinite Quantity (IDIQ)
Contract. These commitments will be incorporated into any resulting IDIQ Contract terms and conditions as specified below.
The small business concerns (SBC) as defined in FAR Part 19 that are to be used in the proposed approach to satisfying the requirements of the IDIQ contract for the entire performance period, including company name, business category(ies), description of products or services to be provided by each SBC and the nature of the commitment with the SBC (i.e., contracting teaming agreement, letter of commitment etc.) shall be listed. Binding commitments shall become enforceable under the terms and conditions of the IDIQ contract.

SMALL BUSINESS PARTICIPATION COMMITMENT PLAN
The offeror’s (prime contractors and small business subcontractors) proposed quantitative participation in terms of the value of the total acquisition value (total IDIQ value). Offerors shall provide detailed explanations and documentation to support quantitative small business participation. Binding commitments shall become enforceable under the terms and conditions of the Contract.
Proposed Total IDIQ Value: Estimated volume is up to $125 million. Annual accomplishments will be calculated using the established percentages. For example, the total estimated dollar value is $125 million. If commitment is made to contract 50% of the total estimated dollar value to small business, and the total task order awards in the first year is actually $10 million, the Government will expect $5 million (50%) to be awarded to small businesses in the first year.
