Solicitation No. 47HAA021R0001 - Advanced Metering, Utility, & Waste Data Tracking Government Responses
# Section # (start with #, i.e. 3.1) Offeror's Questions GSA's Answers
1 C.1
Can you provide more details on the Utility Data Processing you outline in section C.1. Does this include Automated Utility Capture from Utility Web Portal, Optical Character Recognition, Bill Pay File Ingestion, Manual Template Bulk Upload, Manual Statement Creation and other 3rd Party Utility Data Source Files
Solution should prioritize electronic data capture when all required fields are available from utility vendor. Otherwise, other technologies mentioned are acceptable.
2 C.1 If Automated Utility Data Capture is included, can GSA provide a List of all Energy, Waste and Recycling Vendors to validate support
Mettel accepts all including utilizing EDI as a utility bill delivery method/format. The Government does not have the information readily available on which vendors use EDI.
3 Section C.2 Background
Is it expected that the PME servers will be configured to "send/push" data files containing 15-minute interval data to the new enterprise system at set frequencies? If so, please confirm the common file formats (e.g. CSV, JSON, other) and file transfer methods (e.g. Email, FTP, SFTP, other).
Data can be extracted from Power Monitoring Expert (PME) periodically (15 minute or less intervals) via XML formatted data dumps or data can be pulled via an ODBC call to the PME SQL Server database.
4 Section C.2 Background
Is it expected that the new enterprise system will "poll" the PME servers for data at set frequencies via an API? If so, please confirm the type of API that will be available and if this will be accessible via a standard internet connection or via a private secure network.
Data can be extracted from Power Monitoring Expert (PME) periodically (15 minute or less intervals) via XML formatted data dumps or data can be pulled via an ODBC call to the PME SQL Server database.
5 Section C.2 Background Will interval data be received from any other system besides the PMEs? If so, how will that data be made available to the new enterprise system?
Currently interval data will be coming from PME, however, the enterprise system should have the capability to pull from other systems.
6 Section C.2 Background How many interval meters will loaded in the new enterprise system? Approximately 2700 meters
7 Section C.2 Background Can you define a "source measurement pair"?
-40,000+ source measurements pairs refer to the combination of measurements such as kW, kWh, kVAR, kVARh, Therms, BTU etc. for each source.
Solicitation No. 47HAA021R0001 1
# Section # (start with #, i.e. 3.1) Offeror's Questions GSA's Answers
8 Section C.2 Background
With the new enterprise system in place, can GSA confirm that custodial service contractors will still complete a monthly report (Exhibit 6 [Recycling and Solid Waste and Recycling Report] of PBS OFM’s National Custodial Specification)? And will GSA users still enter data into a spreadsheet (Appendix A Sample Waste Import File) that would then be uploaded into the new enterprise system for reporting?
We understand there are 1,664 federally owned buildings and 136 campuses (comprising buildings). For how many buildings is GSA tracking waste and recyling?
- Custodial contractors are required to follow the requirements of their awarded contract and, if Exhibit 6 is part of their contract, then they need to complete it. GSA receives waste data from GSA's custodial and other service contractors.
- No, the GSA users will not continue entering data into the same 'Appendix A Sample Waste Import File spreadsheet' (currently imported in GSA's SOM Tool). Refer to the Attachment 2 User Stories for information about data tracking and reporting priorities for the new enterprise system.
- GSA tracks data for the majority of these buildings. The number is not constant and buildings may come in or out of the tracked inventory, from one fiscal year to the next.
9 Section C.2 Background
Excluding interval meters and the utility bill proccessing, is all other data to be captured in the new enterprise system entered manually at the building, campus, or portolio level?
Or are there vendors that provide electronic billing data files for automating data load i.e. waste providers, fuel providers?
In the current systems, all other energy and water data (i.e., fuel) is entered manually via a user data interface. No billing data files are provided by vendors. Proposed solution should provide for efficient upload via spreadsheet or other means.
10 Section C.2 Background We understand EUAS houses monthly historical energy data back to 1985 and water data back to 1997. How many years of historical data would need to be loaded as part of the implemetation?
We will want to migrate data from 2003 forward.
11 Section C.2 Background What is the period of historical data to be loaded from the interval meters?
For example, the most recent 24 months of interval meter data.
Once implemented, 24 months of historical data will be needed at the Enterprise level.
12 C.2 Do waste percentrages change dynamically or are they static? If dynamic how often do they change and how are they calculated?
Waste percentages are dynamic. The waste percentage changes as new or updated waste data is reported for each building and reporting period (fiscal quarter and year). See Appendices B and C.
Solicitation No. 47HAA021R0001 2
13 C.2
How is the waste data being delivered? What formats and on what intervals? There is the sample spreadsheet so is that the format GSA is currently collecting the data in? If so, is there the ability to revise this some?
See Appendix A, Sample Waste Import File. Each fiscal quarter, GSA employees enter data and upload the Import file to the 'SOM Tool'. Yes, there is the ability to revise this. Refer to Attachment 2 - User Stories.
14 C.2 Are any of your buildings international and if so, about how many buildings and meters/points of services does this represent?
All buildings are in U.S. or its territories; however, there are 10 buildings and 20 utility accounts served by Canadian vendors
15 C.2
There is mention of 700 IP enabled devices, 6,643 enabled sources and 40,000 source measurement pairs. Can you provide more clarification on these numbers? How many physical meters does this represent, what commodities, and what are the enabled sources? We assume the 40,000 measurement pairs are channels on devices but please confirm.
700 IP enabled devices directly connected to the GSA Network.
All other metering/submetering devices are connected via modbus to those devices. Total meters, approx. 2,700, each can accommodate multiple sources. The 6,643 enabled sources include all metering sources, building square footages, weather sources and all others sources needed to evaluate the performance of assets. -40,000+ source measurements pairs refer to the combination of measurements such as kW, kWh, kVAR, kVARh, Therms, BTU etc. for each source.
16 C.2
Can you please provide more clarification on the Schneider PME servers.
Are all meters communicating to PME and the vendor will need to extract the data, via API or ETL from PME or is it required the vendor acquire the data from devices? If ION is being discontinued will PME be supported for the 5 years of this contract?
It is ION EEM that is being discontinued. PME will continue to be part of the infrastructure and the vendor will get meter data from the PME servers.
17 C.2 How Many Different Historical Data Files are there for Energy, Water, Waste and Recycling
For Waste and Recycling, GSA can provide data exported from the SOM Tool (2010 to present). For the Energy/Water tracking, will migrate the data files for 2003 to present; data is stored in multiple tables.
18 C.2 How many waste and recycling accounts are needed to be managed by the platform
GSA does not track waste and recycling "accounts". Waste and recycling data is managed by building and campus (i.e., multiple buildings assigned to one building number). GSA's service contractors send the waste data to GSA employees (in Regional and Field Offices) and GSA employees enter the waste data in the system. Refer to Appendices A, B, and C.
19 C.2
The solicitation mentions 10 regional PME servers which are polling the meter data at 15-minute intervals. Does the scope of the contract include replacement of these servers for the purpose of directly polling data from the meters? If so, does the replacement solution needs to be physically located at the existing server locations (due to network presence or other requirements), or is it possible to poll meters from a central network location?
PME is not being replaced and the scope of the contract does not include replacement of these servers. The solution will require interfacing with multiple PME servers. There will be 11 PME servers up at the time of migration to the new enterprise system.
Solicitation No. 47HAA021R0001 3
20 C.2 In Advanced Metering section, it outlines the ION EEM Solution will be decommissioned, will the 10 PME servers still be in place to poll for data collection?
PME will continue to be part of the infrastructure and will accept the meter data feeds. There will be 11 PME servers up at the time of migration to the new enterprise system.
21 Section C.2 Background
Is it expected that the successful bidder will be responsible for configuring, provisioning and managing all interval data collection and interfacing at the PME servers for integration into the new enterprise system?
See answer above.
22 Section C.2 Background Does GSA plan to engage another party outside the scope of this contract to manage and maintain the PME servers and related hardware and software infrastructure?
Yes, it is GSA's intent to engage another party outside of the scope of this contract to maintain and manage the PME servers and related hardware and software infrastructure. It is expected that the successful bidder for this solicitation will be responsible for coordinating with said outside party for purposes of interfacing with the PME servers for integration into the new enterprise system and troubleshooting any issues, including any issues with said integration and data. See also answer above.
23 C.2 Will the data from the financial shared services agreement with US Dept of Agriculture be tracked in the proposed platform solution?
At this time, the Government does not anticipate the data being tracked in the proposed platform solution.
24 C.2 How often will the US Dept of Agriculture share the bill pay data file?
The Offeror shall send the daily payments file to USDA through Vendor and Customer Self Service (VCSS) application which will be transmitted to Pegasys.
25 C.2 You mention 800 vendors and 3,700 accounts. How many points of service/meters does this represent and is it inclusive of all of the commodities listed? Are any of these international?
The 3700 accounts referenced represents approximately 4400 monthly entries, as some accounts have multiple service types (i.e., water/sewer or gas and electricity). The new requirement to capture kW demand will add approximately 1000 new data points per month to be captured from the utility bills. Approximately 20 accounts are with Canadian vendors.
Additional commodities, such as oil, propane, and other data from sources other than the utility bill are not included in the above figures; these will add approximately 600 more monthly account entries. Solution needs to provide means of manually inputting data as well as the ability to upload this data from a spreadsheet format.
Solicitation No. 47HAA021R0001 4
26 C.2
There are different numbers of buildings and accounts referenced throughout this section. Can you please provide a more accurate count of the number of buildings, accounts, meters/points of service, commodities, and interval data meters that will need to be setup. This is important for scope of work and licensing purposes.
Data and accounts are very dynamic. Number of accounts should decrease over time.
For Advanced Metering:
Approximately:
467 Facilities 2,700 metering devices 700 IP enabled devices directly connected to the GSA Network.
All other metering/submetering devices are connected via modbus to those devices.
The 6,643 enabled sources include all metering sources, building square footages, weather sources and all others sources needed to evaluate the performance of assets.
40,000+ source measurements pairs refer to the combination of measurements such as kW, kWh, kVAR, kVARh, Therms, BTU etc. for each source.
For the energy/water tracking portion of the solicitation, there are currently approximately1100 unique buildings and 5000 accounts input monthly. Demand (kW) is a new requirement which would add approximately 1000 additional data points per month.
27 C.2 Are there any vehicle tracking that should be expected? If so, please provide more details on this requirement, what fuel sources, and how the data will be entered into the system?
Vehicle tracking is not in the scope
28 C.2
Does the contract scope include any maintenance or commissioning of actual metering hardware, or is that completely outside the contract scope?
Is it desirable for offerors to include services for performing a thorough audit of existing metering infrastructure (e.g. improper meter configuration, incorrect multipliers, time/date settings, etc), or is that considered outside the scope of the contract?
Maintenance and commissioning of actual metering hardware is outside the scope of this contract. In addition, this contract does not include services for performing audits of existing metering infrastructure.
29 C.2
What forms of electronic delivery (FTP, email, VAN, etc) and bill formats (CSV, XLSX, XML, EDI 810, etc) are utility invoices provided to you/MetTel? Is GSA currently utilizing EDI as a utility bill delivery method/format and if so, for which vendors?
Mettel accepts all including utilizing EDI as a utility bill delivery method/format. The Government does not have the information readily available on which vendors use EDI
Solicitation No. 47HAA021R0001 5
30 C.2, M.3.1.1.1
Are we expected to work with you to convert the historical data all the way back to 1985? If all data needs to be imported into new system, can some of it be summarized at the building/commodity level after a certain point back in history? Additionally, section M.3.1.1.1 references data back to 2003. In total we would like to know how much data is required to be converted, what is the source data format, and how many meters/commodity points of service does this represent? Will any historical bills be provided in pdf, paper, or other non flat file formats?
We will likely migrate building information, account information, and usage/cost data from 2003 forward to the new system. Use and cost data from 2003-mid 2013 is stored by commodity/building/month; no account level data is stored in the legacy system for those years. Data from 2014-current is stored at the utility account level, as well as rolled up to commodity/building/monthly totals. Each fiscal year of usage cost data currently has up to 5000 account records per month.
Demand data, which is a new requirement, will add approximately 1000 more monthly data points. Current vendor can provide data, which is stored in multiple tables, in .CSV format and may be able to accomodate other formats. Historic bill images will be provided in PDF or TIF format for 2015-current.
31 C.3 How many FTEs are currently dedicated to your services by your existing service provider (MetTel)?
The Government is seeking a better solution than what is currently being provided by MetTel. Therefore, the labor requirements shall be based on the offeror's proposed solution.
32 C.4.1.1
The solicitation states the contractor is to “provide utility receipt, ...
services”. We interpret this to mean the contract services include invoice data entry and error reconciliation services for all invoices. If these services are within scope of this contract, would it be possible to get a better breakdown on the mix of incoming invoice formats (paper, fax, email PDF, email other, other electronic formats, etc) to better estimate the data entry or automation development workload? For mailed or faxed invoices, would this necessitate contractor personnel be located at a government location to process the physical mail and faxes?
OCFO: Breakdown of incoming invoice formats:
Paper/PDF 7% Electronic 93%
Solicitation No. 47HAA021R0001 6
33 C.4.1.1
Are “outgoing” utility invoices ever sent by GSA to reimbursable tenant organizations (e.g. prorated energy costs based on total building utility bills), and if so, is any functionality required by the proposed system to handle calculation and creation of those invoices?
Although GSA does bill tenants for overtime utilities, this is not part of the scope.
34 C4.1.1 - 2.a.i Ability for end-users to edit data, manage inventory, and configure hardware. Does the hardware support API for configuration? Can we get a list of the hardware devices?
Advanced Metering interface should have tools to auto correct spikes, nulls, and other erroneous interval metering data, with the option to manually edit data for limited users. The new enterprise system should provide capabilities to view metering inventory and communication status of devices on a near real-time basis.
Some of our Schneider meters support the ION protocol and can be configured through PME, others will require other approaches for configuration. Hardware throughout GSA's inventory include but are not limited to Schneider Electric, Siemens, Honeywell, and Eaton devices. A sample of models can be found on Attachment 10 - "Advanced Metering Types".
35 C4.1.1 - 1.a.i.1 If available, please provide sample(s) of load profile template Reference Appendix E - "Sample Load Profile Template."
36 C4.1.1 - 1.a.i.2 If available, please provide sample(s) of power quality template Reference Appendix F - "Sample Power Quality Template."
37 C.4.1.1 and Attachment 3
Which specific systems need to be integrated and what are the specific integration requirements for each? Attachment 3 provides a target architecture but are all the systems listed part of the scope of work to build integrations with or is this an example of the ideal architecture, using APIs or ETLs, to integrate with at some point. We will need to have a definitive list of integrations required to be delivered and included in the scope of work.
Attachment 3 has been revised to detail the systems to be integrated.
38 C.4.1.1 Could you provide an example of the disbursement file and any specifications for it that GSA will use to disburse payment to utility vendors?
See answer above.
39 C.4.1.1
There is a requirement to integrate with an accounting system to post monthly accrual files. What accouting system is this? There is no mention of also integrating with the accounting system to post all "live" utility bills for the purposes of payment from the system. Is this also a requirement? If so, do you need a stream to AP to post bill records for payment and a stream to GL for posting waste or other internal split or allocations?
The accrual file needs to be sent to USDA through Vendor and Customer Self Service (VCSS) application which will be transmitted to Pegasys. The GL postings will occur in Pegasys.
(answered in part X of solicitation)
Solicitation No. 47HAA021R0001 7
40 C.4.1.1
Are all utility invoices currently delivered to a single office, email inbox, server location or does it vary? Will all utility invoices in scope of this solution be required to be paid through the offeror's platform (ie if the bill is to be paid, it must flow through our service)?
All utility invoices will be required to be delivered to offeror and processed through offeror's platform. Once the contractor receives, validates, and processes the invoices, they will generate a payment/disbursement file and send the file to GSA/USDA through the Vendor and Customer Self Service application (VCSS). This will be transmitted to Pegasys. Pegasys will process the payments and send to Treasury for Treasury to disburse payments to the utility vendors.
41 C.4.1.2 - Execution Stage
Can GSA provide an indicative frequency of changes in the organizational environment around buildings, accounts, meters, and users that would reflect the level of effort required in maintaining the new enterprise system?
Proposed solution must be dynamic. Organization changes are infrequent, but proposed solution should be able to interface with REXUS to identify these changes. Building information, such as gsf (obtained via REXUS), building number, and particularly, annual categorization of buildings (i.e., owned, leased, goal, non-goal) needs to be editable both manually by a data input user, as well as via a data refresh performed by the contractor for large quantities of changes. Utility accounts are added/terminated frequently, as are system users.
42 C.4.1.2 - Execution Stage
In the Execution Stage of this section, the document refers to the contractor supporting the GSA IT Service Desk. Question – to what level of knowledge/capability are GSA IT Service Desk staff expected to be trained in the new enterprise system to be able to provide support to GSA users before escalating issues to the successful bidder?
See Attachment 12 - "Tier 3 Help Desk Support" for Tier 3 Help Desk support and collaboration with the GSA IT Service Desk expectations.
43 C.4.1.2
Could you describe what is expected of the Offeror by "Tier 3 help desk support" and "collaboration with the GSA IT Service Desk"? Is GSA looking for tech support staff to be available or on call 24/7 or during normal business hours?
Expected Technical Support hours are 7:30AM - 7:30PM Eastern Standard Time (EST) Monday through Friday. See also Tab entitled "Help Desk" for Tier 3 Help Desk support and collaboration with the GSA IT Service Desk expectations.
44 C.4.1.2 How many total users are anticipated for the system? The solicitation mentions 50 evaluation users during the implementation stage, but we did not see any quantification of the total users after full deployment.
For energy/water tracking, estimated 10 data input users, estimated 200 read-only users. For advanced metering approximately 100 active users and 400 read only. For waste data tracking, estimate 25 data input users and 200 read only users.
Solicitation No. 47HAA021R0001 8
45 C.4.1.4 Can the new enterprise system operate in an Azure environment?
Yes, provided Azure's environment is fully FedRamp compliant and your application is fully FedRamp compliant. You will still need to obtain GSA's Authority to Operate (ATO).
46 C.4.1.6 It is understood that the system availability requirement is 24/7/365, however does the Tier 3 help desk support need to be available 24/7/365, or is M-F daytime acceptable for this GSA IT help desk coordination?
Expected Technical Support hours are 7:30AM - 7:30PM Eastern Standard Time (EST) Monday through Friday.
47 H.9 Can you provide more specifics on your level of 508 compliance? Is GSA willing to work with the vendor on a reasonable requirement for 508 compliance?
GSA's requirements for 508 Compliance are found in Section H.9. Complete technical descriptions are provided on the following website: https://www.section508.gov.
48 Part 2 Section I This section isn't listed that we need to complete and include even though there are places to fill out information. Can you confirm that is true? This section is NOT to be completed.
49 Part 2 Section J and Appendix D
This table doesn't list Appendix D, Site Generation. Please provide more details on this requirement. How many end points of service will need to be tracked? Is it for the commodities listed on the RenewablesInput tab?
Are these scope numbers included in the estimates found for all other commodities and meters listed in other sections? How is this data collected and how will it be entered into the system? Can we propose a different format of to data so it can be imported?
We have approximately 85 solar systems that should have generation recorded. The data would come from different sources including onsite meter readings, metering, or sometimes utility bills will show generation values (including sold back / not sold).
Vendors may propose alternate formats.
50 Part 4 Section K Confirming that we need to complete this section and include in our response? Yes. Please refer to Section L.8.2.2
51 Section M Factor 2.1.a Will faxed invoices be sent directly to the vendor or will GSA scan faxed invoices and upload to the vendor as a PDF?
All invoices will be sent directly to the contractor, regardless of format.
52 M.3.1.1.1 - Factor 2-1.a
Please expound on "Validate payment authorization and generate a dispursement file" - Is the requirment to read vendor utility invoice data to then pass-through related charges on invoice to the agency customer (chargeback)? If so, is it further required to manage a payment against the invoice in the form of an account code (TAS?) in order generate a report for dispursement?
Once the contractor receives, validates, and processes the invoices, the provider will generate a payment/disbursement file and send the file to GSA/USDA through the Vendor and Customer Self Service application (VCSS). This will be transmitted to Pegasys. Pegasys will process the payments and send to Treasury for Treasury to disburse payments to the utility vendors.
53 Section M Factor 2.1.a.ii Can you provide examples of the most recent accruals file being provided today along with any specifications pertaining to its content? See Appendix G - "Recent File Accruals" for specifications
Solicitation No. 47HAA021R0001 9
54 Section M Factor 2.1.a.iv
Could you describe the current workflow steps and responsible party (GSA, third party, other) to carry out each step's responsibilities? What is the extent of the processing services GSA wants the Offeror to provide and what responsibilities does GSA intend to own?
The factor cited refers to avoidance of improper charges, identification of duplicate bills, etc. The offeror will own these responsibilities.
55 Section M Factor 2.1.a.ix Will bill invoice images, corresponding to historical bill data, need to be uploaded/stored in the system?
Yes, all historical data and invoice images from 2015 to current needs to be stored in the system
56 Section M Factor 2.2.a
What data is currently maintained in Google spreadsheets? Is the data contained in Google Spreadsheets meant to be loaded on an ongoing basis? Will GSA provide access credentials to read the data or will the data be provided in an export format Google Spreadsheets offers?
- Waste data (see Attachments A and B, and User Stories).
Energy/water data is currently input manually rather than being maintained on spreadsheets.
- Waste data needs to be uploaded monthly or quarterly in the new enterprise system. Energy/water data will need to be uploaded monthly.
- We can accomodate either option.
57 Section M Factor 2.3.d.iii This requires that bill payment status will need to be imported into the system from your financial system. Please confirm that is true? That is correct.
58 Section M Factor 3.1.a Are any of the listed systems a requirement to be built and delivered as part of the initial scope of work or are we just to demonstrate the ability to do them?
The listed systems currently exist. We need you to demonstrate capability of successfully exporting data to existing systems.
59 Section M Factor 4 If we use subcontractors as part of our services, what documentation of those partnerships is required for the proposal process?
List of subcontractors shall and their specific role shall be identified in the offeror's submission.
60 User Stories 69 "Enable reconciliation of meter interval data with billing data" - How does GSA perform, or envision, reconciliation and for how many meters?
The enterprise system should have the ability to compare the most recent billed energy/water use data from the utility bill to the energy/water use reported by the Advanced Metering System to identify any discrepancies between billed data and metered data (for buildings with Advanced Metering). Variance thresholds TBD by end-user.
61 Attachment 2 - 99.1 Integration experience/knowledge with EcoStruxure Power Monitoring Expert - Please verify this is a "mandatory" requirment?
Knowledge/experience with EcoStruxure Power Monitoring Expert is strongly recomended.
62 Attachment 2 - 45 Please clarify if cost data is sourced from utility invoice data or is the requirement is to apply pre-defined rates or rate table against usage for chargeback?
Cost data is sourced from the utility invoices.
Solicitation No. 47HAA021R0001 10
63 Attachment 2 - 69 Enable reconciliation of meter interval data with billing data. - Does this apply to just usage data or also cost data based on usage? Reconciliing contract cost against invoice cost based on usage?
The enterprise system should have the ability to compare the most recent billed energy/water use data from the utility bill to the energy/water use reported by the Advanced Metering System to identify any discrepancies between billed data and metered data (for buildings with Advanced Metering). Variance thresholds TBD by end-user.
64 Attachment 4 – Demonstration Instruction
For the section entitled “Project Manager Functionality”, which User Story requirements correspond to this section of the demo instructions?
Please see Attachment 4 - Demonstration Instruction "Attachment 4_Demo Instructions (revised 07_28_2021)"
65 Attachment 6, Tab 3 What is the difference between item 0001 (ATO) and item 0002 (Security)?
Refer to Section C.4. Item 0001 (ATO) refers to all tasks associated with obtaining a Limited Authorization to Operate (L- ATO) or ATO SaaS for Moderate Impact systems prior to using GSA production data OR prior to go live rollout, whichever occurs first. (See Attachment 1a, Section 4, Attachment 1b, Attachment 1d, and Attachment 1e identifying contractor or government responsibilities which are incorporated by reference herein). Item 0002 (Security) refers to all tasks associated with obtaining FedRAMP authorization (See Attachment 1a, Section 5 identifying contractor or government responsibilities which are incorporated by reference herein, and Attachment 1e). If these tasks can not be separated out, vendors may combine the line items into one entitled "ATO & Security."
Solicitation No. 47HAA021R0001 11
