Sole Source/Limited Source Justification and Approval

This is a Sole Source/Limited Source Justification and Approval document for a federal contract extension issued by the U.S. General Services Administration (GSA), Office of Administrative Services. The document requests approval for a six-month sole-source, non-competitive extension to Task Order 47HAA021C0001 with Didlake, an AbilityOne contractor, extending from March 30, 2026 through September 30, 2026. The estimated value for the extension is $270,404.16, bringing the total contract value including this extension to $3,246,291.22. The contracting activity is GSA's Centralized Acquisition Services, Federal Acquisition Service, located at 1800 F Street, NW, Washington, D.C. 20405.

The contractor shall continue providing essential daily mailroom administrative services, including accepting incoming mail from USPS and courier services, handling certified and registered mail, delivering outgoing mail to office destinations, and sorting inter-building interoffice mail. Didlake is justified as the sole source based on two premises: (1) FAR 8.405-6(a)(1)(i)(C) permits a logical follow-on to a previously issued Federal Supply Schedule order in the interest of economy and efficiency, and (2) Didlake is the authorized AbilityOne Non-Profit Agency listed on the Procurement List as a mandatory source. The justification emphasizes that the incumbent possesses comprehensive, site-specific knowledge of facility security protocols and specialized services utilizing trained individuals with disabilities. A sole-source extension avoids $270,404.16 in projected transition and mobilization costs. The Contracting Officer has determined the pricing is fair and reasonable, consistent with GSA Schedule rates. The justification was certified and approved on March 18, 2026, by Kisha Emmanuel (Contracting Officer Representative), Kamarica Humphrey (Program Manager), and Jeaneen Monroe (Contracting Officer).

SOLE SOURCE/LIMITED SOURCE JUSTIFICATION and APPROVAL In Accordance with FAR 8.405-6

For Orders or BPAs above the Micro-Purchase Threshold established under Federal Supply Schedules

1. Agency and Contracting Activity This requirement is in support of GSA, Office of Administrative Services, located at 1800 F Street, NW Washington, D.C. 20405. The contracting activity is Centralized Acquisition Services, Federal Acquisition Service (FAS), 1800 F Street, NW Washington, D.C. 20405.

2. Nature and/or Description of the Action Being Approved Approval is requested to issue a sole-source, non-competitive six-month extension to Task Order 47HAA021C0001 with Didlake, an AbilityOne contractor.

The contractor shall continue providing essential daily mailroom administrative services, including, but not limited to:

● Accepting incoming mail from USPS and courier services (e.g., UPS and FedEx).

● Accepting and signing for certified mail, registered mail, and overnight mail.

● Delivering outgoing mail and ensuring it is picked up at office destinations.

● Sorting outgoing inter-building interoffice mail as required.

The Contractor shall provide all necessary management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided) to plan, schedule, coordinate, and assure the effective performance of all required mail services.

Requested Extension Period: 6 (six) months extension from March 30, 2026 to September 30, 2026.

● Estimated Value for Extension: $270,404.16.

● Total Contract Value (Including Extension): $3,246,291.22.

3. Description of the Supplies or Services Required The current task order is scheduled to expire on March 30, 2026. The services provided involve highly specialized knowledge of the facility and its specific security protocols. The extension is required to continue essential, ongoing support which only the incumbent, Didlake, an authorized AbilityOne vendor, currently possesses.

4. Authority and Supporting Rationale This action is justified under two main premises:

a. Authority for Limited Source Justification This action is justified under FAR 8.405-6(a)(1)(i)(C), which permits a "logical follow-on to an order previously issued under the Federal Supply Schedule" when it is in the "interest of economy and efficiency" and the original order was competitively awarded (or awarded via statutory exception).

b. AbilityOne Mandatory Source Status Didlake Inc. is the authorized AbilityOne Non-Profit Agency (NPA) providing these services and is listed on the Procurement List (mandatory source).

Logical Follow-On & Efficiency The six-month extension is a logical and necessary continuation of the current work. Allowing another contractor to take over for this short duration would result in unacceptable delays, fragmented service delivery, and duplicate mobilization/transition costs. A sole-source extension avoids $270,404.16 in projected transition and mobilization costs, representing a significant cost avoidance based on in-house analysis.

Uniqueness & Specialized Knowledge The incumbent contractor possesses comprehensive, site-specific knowledge of the facility and its security protocols. Furthermore, Didlake provides specialized services utilizing trained individuals with disabilities, offering a necessary level of expertise and operational familiarity that is unique to this specific site.

5. Determination of Best Value The Contracting Officer has determined that the price for this extension is fair and reasonable. The proposed hourly rates/monthly costs are consistent with the GSA Schedule contract rates for Didlake Inc. and have been validated against the previous task order pricing.

6. Market Research Market research was conducted in accordance with FAR 8.405. Given that the requested service is on the AbilityOne Procurement List, other potential suppliers are not considered, as the service constitutes a mandatory source requirement.

7. Other Facts Supporting Justification Didlake has performed satisfactorily throughout the duration of the current contract, providing reliable and essential support.

8. Certification and Signatures Technical/Requirements Personnel: I certify that the technical data supporting this justification is accurate and complete.
